These regulations may be cited as the Teacher Certification Regulations, 2025 . 93/25 s1 Back to Top Interpretation 2. (1) In these regulations (a) "Act" means the Teacher Training Act ; (b) "approved" means approved by the committee; (c) "Canadian-educated labour mobility applicant" means a person who (i) has completed a Bachelor of Education degree in Canada, and (ii) is certified as a teacher in another province or territory in Canada; (d) "credential evaluation report" means an approved report that evaluates the credentials of a person who completed post-secondary education credit hours outside Canada; (e) "credit hour" means a unit of value assigned to a course offered by a post-secondary educational institution; (f) "director" means a director appointed by the conseil scolaire under section 110 of the Schools Act, 1997 ; (g) "former regulations" means the Teacher Certification Regulations ; (h) "integrated program of study" means a program referred to in section 8; (i) " internationally-educated applicant" means a person who completed a Bachelor of Education degree outside Canada; (j) " internationally-educated labour mobility applicant" means a person who (i) has completed a Bachelor of Education degree outside Canada, and (ii) is certified as a teacher in another province or territory in Canada; (k) "recognized institution" means an institution prescribed in subsection 17(1) of the Act or designated in accordance with subsection 17(2) of the Act; (l) "student-teaching practicum" means a practicum that is (i) completed in a school with any grade from kindergarten to grade 12, and (ii) supervised by a teacher supervisor or a university supervisor; (m) "superintendent" means a s uperintendent of schools referred to in section 51.7 of the Schools Act, 1997 ; (n) "teacher supervisor" means a teacher assigned to supervise a student-teaching practicum; and (o) "university supervisor" means a person employed by a university to supervise a student-teaching practicum. (2) A reference to a Bachelor of Education degree includes a degree recognized by the committee as equivalent to a Bachelor of Education degree. (3) A reference to a degree or a diploma means a degree or a diploma granted by a recognized institution. 93/25 s2 Back to Top Application for certificate 3. (1) A person applying for a certificate shall submit the following to the registrar: (a) the fee set by the committee; (b) an application in the form set by the registrar; (c) a Canadian birth certificate or, where the person was not born in Canada, proof satisfactory to the registrar that the person (i) has permanent resident status in Canada, or (ii) is entitled under the laws of Canada to obtain employment in Canada; (d) a current Vulnerable Sector Check acceptable to the registrar from the Royal Newfoundland Constabulary, Royal Canadian Mounted Police or other appropriate policing agency; (e) a current criminal record check acceptable to the registrar from the Royal Newfoundland Constabulary, Royal Canadian Mounted Police or other appropriate policing agency; (f) a transcript provided directly from the recognized institution in Canada where all or a portion of the person's post-secondary education required for certification was completed and, where the person completed any credit hours outside Canada, a credential evaluation report from an approved body for the credit hours that (i) were completed outside Canada, and (ii) a re required for certification; (g) a completed confidential disclosure form in the form set by the committee; and (h) any other information or documentation required by the registrar. (2) In addition to the requirements in subsection (1), where a person applying for a certificate is a Canadian-educated labour mobility applicant, the person shall provide the following to the registrar: (a) proof, satisfactory to the registrar, that the person is certified in the jurisdiction where the person completed a Bachelor of Education degree; and (b) a letter of good standing from the certification body in each jurisdiction where the person was previously certified. (3) In addition to the requirements in subsection (1), where a person applying for a certificate is an internationally-educated applicant, the person shall provide the following to the registrar: (a) the documents referred to in paragraphs (2)(a) and (b); and (b) results of an approved language competency test, where requested by the registrar. (4) Notwithstanding paragraph (3)(a), the registrar may exempt a person referred to in subsection (3) from the requirement to provide the documents in either or both of paragraph (2)(a) or (2)(b) where one or more of the following apply: (a) the registrar is satisfied that the jurisdiction where the person completed a Bachelor of Education degree does not certify teachers; (b) the registrar is satisfied that it is not possible for the person to obtain proof of certification from the jurisdiction where the person completed a Bachelor of Education degree; or (c) the registrar is satisfied that it is not possible for the person to obtain a letter of good standing from a jurisdiction where the person was previously registered. (5) W here a person is exempted under subsection (4), the person shall provide documentation required by the registrar. 93/25 s3 Back to Top Teaching certificate IV 4. A person is eligible to apply for a teaching certificate IV where the person (a) either (i) completed an approved Bachelor of Education degree that (A) consisted of not less than 120 credit hours, and (B) included the pedagogical courses required by the committee, or (ii) completed both (A) an approved undergraduate degree that consisted of not less than 90 credit hours, and (B) an approved Bachelor of Education degree that (I) consisted of not less than 30 credit hours, excluding any credit hours related to a student-teaching practicum, and (II) included the pedagogical courses required by the committee; and (b) satisfies one of the following requirements: (i) the person completed a student-teaching practicum of not less than 60 days, (ii) the person has not less than 2 years of teaching experience as a certified teacher, or (iii) the person completed a student-teaching practicum of less than 60 days and has teaching experience as a certified teacher for the period determined necessary by the registrar. 93/25 s4 Back to Top Teaching certificate V 5. A person is eligible to apply for a teaching certificate V where the person satisfies one of the following requirements: (a) the person (i) completed an approved Bachelor of Education degree that (A) consisted of not less than 150 credit hours, and (B) included the pedagogical courses required by the committee, and (ii) satisfies one of the requirements in paragraph 4(b); or (b) the person satisfies the requirements for a teaching certificate IV and has obtained 30 additional credit hours by completing (i) an approved degree, (ii) an approved diploma, or (iii) an approved integrated program of study. 93/25 s6 Back to Top Teaching certificate VI 6. (1) A person is eligible to apply for a teaching certificate VI where the person satisfies the requirements for a teaching certificate V and the person (a) has obtained 30 additional credit hours by completing (i) an approved degree, (ii) an approved diploma, or (iii) an approved integrated program of study; or (b) is certified in Ontario and the person’s general certificate of qualification and registration includes a specialist qualification in a subject listed in Schedule D of the Teachers' Qualifications regulations under the Ontario College of Teachers Act, 1996 . (2) For the purposes of these regulations, the requirements to receive a specialist qualification referred to in paragraph (1)(b) are considered equivalent to 30 credit hours. 93/25 s6 Back to Top Teaching certificate VII 7. (1) A person is eligible to apply for a teaching certificate VII where the person satisfies the requirements for a teaching certificate VI and has obtained 30 additional credit hours by completing (a) an approved degree; (b) an approved diploma; or (c) an approved integrated program of study. (2) Notwithstanding subsection (1), a person is not eligible to apply for a teaching certificate VII unless the person has completed an approved master's degree or approved doctorate degree. 93/25 s7 Back to Top Integrated program of study 8. (1) A person who elects to complete an integrated program of study to be eligible to apply for a teaching certificate V, VI or VII shall submit a proposal for an integrated program of study to the registrar in the form, manner and time set by the registrar. (2) The registrar may approve an integrated program of study where (a) the person submits a proposal to the registrar in the form, manner and time set by the registrar; (b) the proposed integrated program of study consists of credit hours of a pedagogical or academic nature which, in the opinion of the registrar, contribute to the competency of the person as a teacher; (c) the credit hours included in the proposed integrated program of study relate to any grade from kindergarten to grade 12; and (d) the proposed integrated program of study satisfies the other requirements set by the committee. (3) Where a person is completing an integrated program of study to be eligible to apply for (a) a teaching certificate V, the required credit hours may be undergraduate or graduate credit hours; (b) a teaching certificate VI, not less than one half of the required credit hours shall be graduate credit hours; or (c) a teaching certificate VII, the required credit hours shall be graduate credit hours or post-graduate credit hours. (4) Notwithstanding paragraph 2(1)(e), for the purposes of an integrated program of study, the following apply: (a) a graduate level credit hour is equivalent to 1.25 of an undergraduate level credit hour; and (b) a thesis, academic project or internship completed at the graduate level is equal to 15 credit hours. 93/25 s8 Back to Top Permanent teaching certificate 9. (1) The registrar may issue a permanent teaching certificate IV to a person who (a) satisfies one of the following requirements: (i) the person completed a Bachelor of Education degree in the province, (ii) the person is a Canadian-educated labour mobility applicant and there are no conditions placed on the person's teaching certificate issued in the other province or territory in Canada, or (iii) the person is an internationally-educated labour mobility applicant who (A) has not less than 2 years teaching experience as a certified teacher in Canada, and (B) there are no conditions placed on the person's teaching certificate issued in the other province or territory in Canada; (b) is eligible to apply for a teaching certificate IV under section 4 ; and (c) pays the fee and submits the information and documentation required under section 3. (2) The registrar may issue a permanent teaching certificate V to a person who (a) satisfies one of the requirements prescribed in paragraph (1)(a ); (b) is eligible to apply for a teaching certificate V under section 5; and (c) pays the fee and submits the information and documentation required under section 3. (3) The registrar may issue a permanent teaching certificate VI to a person who (a) satisfies one of the requirements prescribed in paragraph (1)(a ); (b) is eligible to apply for a teaching certificate VI under section 6; and (c) pays the fee and submits the information and documentation required under section 3. (4) The registrar may issue a permanent teaching certificate VII to a person who (a) satisfies one of the requirements prescribed in paragraph (1)(a ); (b) is eligible to apply for a teaching certificate VII under section 7; and (c) pays the fee and submits the information and documentation required under section 3. (5) Notwithstanding subsection (1), the registrar may issue a permanent teaching certificate IV to a person who does not satisfy the requirements in paragraph (1)(b) where the person (a) satisfies the requirements in subparagraph (1)(a)(ii) or (iii); and (b) holds a valid teaching certificate from a Canadian jurisdiction that is a party to the Canadian Free Trade Agreement. 93/25 s9 Back to Top Interim teaching certificate 10. (1) The registrar may issue an interim teaching certificate IV to a person where (a) one of the following applies: (i) the person completed a Bachelor of Education degree outside Canada and the person has not previously held a teaching certificate in Canada, (ii) the person is a Canadian-educated labour mobility applicant who has conditions placed on the person's teaching certificate issued in the other province or territory in Canada, or (iii) the person is an internationally-educated labour mobility applicant who (A) has less than 2 years of teaching experience in Canada, or (B) has conditions placed on the person's teaching certificate issued in the other province or territory in Canada; (b) the person is eligible to apply for a teaching certificate IV under section 4; and (c) the person pays the fee and submits the information and documentation required under section 3. (2) The registrar may issue an interim teaching certificate V to a person where (a) subparagraph (1)(a)(i), (ii) or (iii) applies; (b) the person is eligible to apply for a teaching certificate V under section 5; and (c) the person pays the fee and submits the information and documentation required under section 3. (3) The registrar may issue an interim teaching certificate VI to a person where (a) subparagraph (1)(a)(i), (ii) or (iii) applies; (b) the person is eligible to apply for a teaching certificate VI under section 6; and (c) the person pays the fee and submits the information and documentation required under section 3. (4) The registrar may issue an interim teaching certificate VII to a person where (a) subparagraph (1)(a)(i), (ii) or (iii) applies; (b) the person is eligible to apply for a teaching certificate VII under section 7; and (c) the person pays the fee and submits the information and documentation required under section 3. (5) Notwithstanding subsection (1), the registrar may issue an interim teaching certificate IV to a person who does not satisfy the requirements in paragraph (1)(b) where the person (a) satisfies the requirements in subparagraph (1)(a)(ii) or (iii); and (b) holds a valid teaching certificate from a Canadian jurisdiction that is a party to the Canadian Free Trade Agreement. (6) The holder of an interim teaching certificate has the same responsibilities and privileges as the holder of a permanent teaching certificate. (7) A person referred to in subparagraph (1)(a)(i) or clause (1)(a)(iii)(A) who is issued an interim teaching certificate under subsection (1), (2), (3), (4) or (5) is eligible to apply for a permanent teaching certificate where the person (a) completes not less than 2 years of teaching in Canada in a school with any grade from kindergarten to grade 12 ; and (b) submits a reference, satisfactory to the registrar, from the director or superintendent of the school in which the person completed the 2 years of teaching. (8) A person referred to in subparagraph (1)(a)(ii) or clause (1)(a)(iii)(B) who is issued an interim teaching certificate under subsection (1), (2), (3), (4) or (5) is eligible to apply for a permanent teaching certificate where the person satisfies the conditions placed on the teaching certificate issued in the other province or territory. 93/25 s10 Back to Top Interim-provisional teaching certificate IV 11. (1) The registrar may issue an interim-provisional teaching certificate IV to (a) a person who (i) completed a Bachelor of Education degree outside Canada, and (ii) satisfies the eligibility requirements in (A) clause 4(a)(i)(A) and paragraph 4(b), (B) clause 4(a)(ii)(A), subclause 4(a)(ii)(B)(I) and paragraph 4(b), or (C) clause 5(a)(i)(A) and subparagraph 5(a)(ii); or (b) a person who completed a Bachelor of Education degree in the province but is not certified in the province and the Bachelor of Education degree completed by the person did not include the pedagogical courses required by the committee; and (c) a person who pays the fee and submits the information and documentation required under section 3. (2) The holder of an interim-provisional teaching certificate IV has the same responsibilities and privileges as the holder of a permanent teaching certificate. (3) An interim-provisional teaching certificate IV (a) expires on the date stated on the interim-provisional teaching certificate IV; and (b) may be renewed for the period determined by the registrar. (4) A person who is issued an interim-provisional teaching certificate IV under this section is eligible to apply for (a) an interim teaching certificate where the person (i) completes the pedagogical courses required by the committee, and (ii) satisfies the requirements in subsection 10(1); or (b) a permanent teaching certificate where the person (i) completes the pedagogical courses required by the committee, and (ii) satisfies the requirements in subsection 9(1). 93/25 s11 Back to Top Temporary teaching licence 12. (1) Upon the request of a director or superintendent, the registrar may issue a temporary teaching licence to a person where (a) the superintendent or a director provides confirmation that the person will be employed in a position for which there is no certified teacher available; (b) the person provides proof, satisfactory to the registrar, that the person has (i) successfully completed not less than 90 approved credit hours at an approved university, or (ii) successfully completed another approved area of study for the period determined necessary by the committee; and (c) the person (i) pays the fee set by the committee, and (ii) submits the documents referred to in paragraphs 3(1)(b) to (h) to the registrar. (2) A temporary teaching licence (a) expires on the date stated on the temporary teaching licence; and (b) may be renewed for the period determined by the registrar where the requirements in paragraphs (1)(a) and (c) are satisfied. 93/25 s12 Back to Top Teaching and learning assistant certificate 13. (1) The registrar may issue a teaching and learning assistant certificate to a person who (a) satisfies one of the following requirements: (i) the person completed not less than 60 approved credit hours at an approved university, (ii) the person (A) completed a 2-year program in early childhood education at a post-secondary institution, and (B) is eligible to obtain not less than a level II certification under the Child Care Regulations under the Child Care Act , or (iii) the person completed another approved area of study for the period determined necessary by the committee; and (b) pays the fee and submits the information and documentation required under section 3. (2) A person who is issued a teaching certificate under section 9, 10 or 11 (a) may be employed as a teaching and learning assistant in a school with any grade from kindergarten to grade 12; and (b) is not required to apply for a certificate referred to in subsection (1). 93/25 s13 Back to Top Speech language pathologist certificate 14. (1) The registrar may issue a speech language pathologist certificate VI to a person who (a) completed a master's degree or doctoral degree in speech language pathology; (b) is a speech language pathologist registered under section 19 of the Health Professions Act and in good standing; and (c) pays the fee and submits the information and documentation required under section 3. (2) The registrar may issue a speech language pathologist certificate VII to a person (a) satisfies the requirements in subsection (1); and (b) satisfies one of the following requirements: (i) the person completed 24 additional credit hours at the graduate level satisfactory to the registrar, or (ii) the person completed not less than a total of 210 approved credit hours, including credit hours completed during the person's undergraduate degree and graduate degree. 93/25 s14 Back to Top School psychologist certificate 15. (1) The registrar may issue a school psychologist certificate VI to a person who (a) completed a master's degree or doctoral degree; and (b) is a psychologist registered under section 10.1 of the Psychologists Act, 2005 and in good standing; and (c) pays the fee and submits the information and documentation required under section 3. (2) The registrar may issue a school psychologist certificate VII to a person who (a) satisfies the requirements in subsection (1); and (b) satisfies one of the following requirements: (i) the person completed 24 additional credit hours at the graduate level satisfactory to the registrar, or (ii) the person completed not less than a total of 210 approved credit hours, including credit hours completed during the person's undergraduate degree and graduate degree. 93/25 s15 Back to Top Transitional 16. (1) A certificate or licence issued under the former regulations shall continue to be valid unless the certificate or licence is suspended or cancelled. (2) Where a person applied for a certificate or licence under the former regulations and the certificate or licence has not been issued or refused on the coming into force of these regulations, the application shall be considered to be an application under these regulations. (3) Where a person was eligible to be issued a certificate II or certificate III under section 5 of the former regulations, the registrar may issue a certificate II or certificate III to the person as if the former regulations were still in force. (4) A level VI certificate issued under section 14.1 of the former regulations and endorsed educational psychologist is considered to be a school psychologist certificate VI issued under these regulations. 93/25 s16 Back to Top Repeal 17. The Teacher Certification Regulations , Consolidated Newfoundland and Labrador Regulation 1134/96, are repealed. 93/25 s17
