Schedule Be it enacted by the Lieutenant-Governor and House of Assembly in Legislative Session convened, as follows: Short title 1. This Act may be cited as the Volunteer War Service Medal Act, 1993. 1993 cV-7.1 s1 Back to Top Definitions 2. In this Act (a) "advisory board" means the Volunteer War Service Medal Advisory Board established by section 4; (b) "British Imperial Forces" means the Royal Navy, the British Army and the Royal Air Force and units of them; (c) "medal" means the Newfoundland Second World War Volunteer Service Medal that is described in the Schedule; (d) "merchant navy" means the ships, service on which qualified for the 1939-45 Star, being the service medal awarded in respect of service at sea in the merchant navy, the creation of which was approved by His Majesty King George VI under conditions of award set out in Command Papers 6463 of 1943, 6633 of 1945 and 6837 of 1946; (e) "the Newfoundland Overseas Forestry Unit" means that organization raised and maintained under the terms and conditions of The Newfoundland Forestry Unit Act, 1939; (f) "the Newfoundland Regiment" means the home defence force raised and maintained under the terms and conditions of The Militia Act, 1939 and The Auxiliary Militia Act, 1940; and (g) "war" means the war waged by His Majesty and His Majesty's Allies against Germany and Germany 's allies which is considered to have begun on September 3, 1939 and to have ended on September 2, 1945 . 1993 cV-7.1 s2 Back to Top Medal awarded 3. The government of the province shall award a medal to every person (a) who volunteered and served in units or organizations raised or maintained as the contribution of the Dominion of Newfoundland to the allied war effort, namely, the British Imperial Forces, the Newfoundland Overseas Forestry Unit, the merchant navy and the Newfoundland Regiment, or, a unit or organization prescribed by the Lieutenant-Governor in Council; and (b) who is ineligible for or has not received a volunteer war service medal from another country. 1993 cV-7.1 s3 Back to Top Advisory board 4. (1) There is established a board to be known as the Volunteer War Service Medal Advisory Board. (2) The Lieutenant-Governor in Council shall appoint to the advisory board not less than 3 members and not more than 7 and shall designate 1 of the members to be chairperson. 1993 cV-7.1 s4 Back to Top Duties of advisory board. 5. The advisory board shall (a) recommend to the Lieutenant-Governor in Council those units or organizations that comprised the contribution of the Dominion of Newfoundland to the allied war effort that are not specifically listed in paragraph 3(a); (b) administer the evidentiary requirements that may be prescribed by the regulations; and (c) do those other things necessary for the purpose of this Act that the Lieutenant-Governor in Council may direct. 1993 cV-7.1 s5 Back to Top Deceased person 6. Where a person who would be eligible to receive a medal under this Act was killed during the Second World War or has died since the end of that war, a medal may be awarded to a relative of the veteran as prescribed by the regulations. 1993 cV-7.1 s6 Back to Top Regulations 7. The Lieutenant-Governor in Council may make regulations (a) prescribing those units and organizations that comprised the contribution of the Dominion of Newfoundland to the allied war effort; (b) prescribing those units or organizations other than those listed in paragraph 3(a) which on the recommendation of the Advisory Board should be considered as qualifying for a medal under this Act; (c) prescribing the manner in which the Advisory Board shall consider matters necessary to carry out the purpose of this Act; (d) setting the evidentiary requirements for awarding medals; (e) prescribing the list of relatives of a deceased veteran eligible to receive a medal for the purpose of section 6; and (f) generally to give effect to the purpose of this Act. 1993 cV-7.1 s7 Back to Top RSN1990 cV-7 Rep. 8. The Volunteer War Service Medal Act is repealed. 1993 cV-7.1 s8 Back to Top Schedule The medal is circular in shape and is inscribed and decorated as follows: (a) The Obverse Side - The Crown of King George VI surmounted by a Newfoundland stag caribou, baying, is centred over the Royal Cypher "G.R.VI". The entire motif is surrounded on the outside rim by the words "Newfoundland Volunteer Service Medal 1939-1945". (b) The Reverse Side - The central figure of Britannia representing the mother country of the Commonwealth is shown being stalked by beasts of prey represented as 2 male lions symbolic of the threat of the enemy. Britannia is protected by a stylized scallop shell suggesting Newfoundland 's heritage and contribution to the final victory. The medal is fitted with a bar and suspended from a ribbon of the following colours: the middle 2/3 of the ribbon appear in deep claret trimmed on the outer edges with a narrow band of dark blue followed progressively by equal bands of white and red; this latter colour forming the outer edges of the ribbon. 1993 cV-7.1 Sch.
