This Act defines key construction lien terms and says owners must withhold a 10% holdback from payment for covered work or materials under Part 4. This provision sets lien and trust rules for construction improvements, including 10% holdbacks, trust-account duties, lien limits, and notice rules. This part lets holdback payments be made in some annual or phased cases, allows certain refusals to pay only with notice and conditions, sets lien expiry and preservation rules, and lets listed people request contract information in writing.
