About this statute

This Act sets licensing, inspection, complaint, and appeal rules for early learning and child care facilities, and places compliance duties on operators and the Director. Operators must let certain parents or access-holders see a child’s records, and must notify the Director in writing before specified facility changes. People generally may not run or hold out an early learning and child care facility without a licence, and there is a special limit for caring for more than two children under two years old.
