PROFICIENCY IN MATHEMATICS

Definitions 1. In this Regulation, “mathematics curriculum” means the curriculum entitled “Mathematics”, including curriculum guidelines and courses of study issued or prescribed under subsection 8 (1) of the Education Act as set out in the elementary and secondary curriculum documents, available on a website of the Government of Ontario, as amended from time to time; (“programme-cadre de mathématiques”) “mathematics test” means the test referred to in section 3; (“test de mathématiques”) O. Reg. 271/19, s. 1; O. Reg. 204/24, s. 1. Requirement to successfully complete test 2. (1) An applicant for a certificate of qualification and registration under subsection 18 (1) of the Act must successfully complete the mathematics test if, (a) the applicant applies under section 4 or 6 of Ontario Regulation 176/10 (Teachers’ Qualifications) made under the Act; and (b) the application is completed on or after February 1, 2025, whether or not the application was commenced before that date. (2) For the purposes of clause (1) (b), an application is not complete until all supporting documents and evidence for the application have been provided to the satisfaction of the Registrar. O. (3) Despite subsection (1), an applicant under section 6 of Ontario Regulation 176/10 who has not fulfilled the requirement in subsection (1) may be issued a certificate of qualification and registration if, pursuant to subsection 18 (4) of the Act, the certificate is issued with the condition that the applicant must fulfil the requirement within a period agreed to by the Registrar and the applicant. O. Reg. 271/19, s. 2 (3). (4) The period referred to in subsection (3) shall not exceed two years from the day the certificate of qualification and registration is issued. O. Reg. 271/19, s. 2 (4). (5) The Registrar shall remove the condition referred to in subsection (3) from the applicant’s certificate of qualification and registration if, pursuant to clause 4 (4) (b), the Education Quality and Accountability Office notifies the Registrar that the applicant has successfully completed the mathematics test. (6) An applicant is exempt from the requirement to successfully complete the mathematics test if, (a) the applicant is entitled to receive a certificate of qualification and registration under section 11 of Ontario Regulation 176/10 by virtue of having satisfied the requirement respecting teachers of Native Languages set out in subsection 11 (5) of that Regulation; (b) the applicant is entitled to receive a certificate of qualification and registration under section 12 of Ontario Regulation 176/10 by virtue of having satisfied either of the following requirements, where the completion of the other requirement is recorded as a condition on the certificate: (i) The requirement set out in paragraph 3 of subsection 12 (2) of that Regulation. (ii) The requirement respecting teachers of Native Languages set out in subparagraph 1 vii of subsection 12 (2) of that Regulation; or (c) the applicant is entitled to receive a certificate of qualification and registration under section 14 of Ontario Regulation 176/10 by virtue of having satisfied the requirement respecting teachers of Native Languages set out in subsection 14 (5) of that Regulation; (d) Revoked: O. (7) A condition that was included on a certificate of qualification and registration before the day Ontario Regulation 204/24 made under the Act came into force is deemed to have been removed by the Registrar if the following conditions are satisfied: 1. The condition was that the applicant must fulfil the requirement in subsection (1). 2. The certificate was issued under subsection (3) or (5.1), as those subsections read immediately before that day, and the condition was not removed by the Registrar under subsection (5) or (5.3), as those subsections read immediately before that day. Exemption 2.1 Despite section 2, an applicant who applies under section 4 of Ontario Regulation 176/10 and is eligible to receive a transitional certificate of qualification and registration or a multi-sessional transitional certificate of qualification and registration under section 14 of that regulation by virtue of having satisfied the requirements set out in subsection 14 (2), (3), (4) or (6) of that regulation must successfully complete the mathematics test before the Registrar grants a corresponding general certificate of qualification and registration under section 16 of that regulation. O. Reg. 204/24, s. 3. Development and content of test 3. (1) The Education Quality and Accountability Office shall develop English and French versions of a mathematics test. O. Reg. 271/19, s. 3 (1). (2) The mathematics test shall have two sections: 1. The mathematics curriculum section, relating to the mathematics curriculum for grades 3 to 9, which shall comprise at least 70 per cent of the test. 2. The pedagogy section, which shall comprise the remainder of the test. O. Reg. 403/19, s. 2 (1). (3) To successfully complete the mathematics test an individual who takes the test must obtain a mark of 70 per cent or greater in each of the two sections of the test. O. Reg. 271/19, s. 3 (3); O. Reg. 403/19, s. 2 (2). (4) The mathematics test is a prescribed examination for the purposes of clause 18 (1) (c) of the Act. O. Reg. 271/19, s. 3 (4). Administration of test 4. (1) The mathematics test shall be administered by the Education Quality and Accountability Office in accordance with this Regulation. O. Reg. 204/24, s. 4. (2) The Education Quality and Accountability Office shall, (a) offer the mathematics test to any applicant for a certificate of qualification and registration; (b) offer to administer the test at least three times a year; (c) administer the test in both English and French; and (d) accommodate individuals with disabilities, within the meaning of the Human Rights Code, when administering the test. O. Reg. 204/24, s. 4. (3) There is no limit on the number of times an individual may take the mathematics test. O. Reg. 204/24, s. 4. (4) Within 10 days after receiving a completed mathematics test, the Education Quality and Accountability Office shall, (a) mark the test and provide the mark to the individual who took it; and (b) identify for the Registrar the individuals who have successfully completed the test.
