If you find any errors or omissions in this consolidation, please contact: Legislative Counsel Office Tel: (902) 368-4292 Email: legislation@gov.pe.ca DEVELOPMENT FUND Financial Administration Act Special Projects Fund Regulations Section 1 c FINANCIAL ADMINISTRATION ACT Chapter F-9 SPECIAL PROJECTS FUND REGULATIONS Pursuant to section 14.8 of the Financial Administration Act R.S.P.E.I. 1988, Cap. F-9, Council made the following regulations: 1. Purpose These regulations create programs as recommended by the Prince Edward Island Special Projects Fund Board to Executive Council pursuant to clause 14.5(b) of the Act for the disbursement of money from the following: (a) revoked by EC726/05; (b) Development Fund; (c) Health Research Fund; (d) Sustainable Resource Support Fund; (e) Community Development Fund; (f) Education Stabilization Fund (EC639/99; 597/00; 726/05) 2. Health Care Support Program Revoked by EC726/05. (EC639/99; 726/05) DEVELOPMENT FUND 3. Economic Development Projects Program (1) There is established an Economic Development Projects Program to be administered by the Department of Development and Technology. Purpose (2) The funds allocated to the Development Fund shall be disbursed through the Economic Development Projects Program for the following purposes: (a) funding economic development in the province; and (b) enabling access to federal economic development assistance including, but not limited to, economic development agreements between the federal government and the province. c t Updated April 1, 2008 Page 3 HEALTH RESEARCH FUND Section 4 Financial Administration Act Special Projects Fund Regulations Criteria for eligibility (3) Every project or program for which funding is being sought from the Economic Development Projects Program shall be consistent with the purposes prescribed in subsection (2). Approval and disbursement (4) Where an application for the disbursement of an amount through the Economic Development Projects Program has been (a) approved by the Minister of Development and Technology; (b) approved by Treasury Board; and (c) approved by Executive Council, the Board shall disburse the approved amount. (EC639/99) HEALTH RESEARCH FUND 4. Health Research Program (1) There is established a Health Research Program to be administered by Executive Council. Purpose (2) The funds allocated to the Health Research Fund shall be disbursed through the Health Research Program for the purposes of (a) providing new knowledge regarding persons suffering from diabetes, asthma, cancer, or other illnesses; (b) providing information regarding health services and health systems; (c) providing new knowledge regarding the prevention, early detection, and management of diabetes, asthma, cancer, or other illnesses; or (d) assisting in determining best practices in the prevention and treatment of diabetes, asthma, cancer, or other illnesses. Criteria for eligibility (3) To be eligible for funding through the Health Research Program, research projects must meet the following criteria: (a) be consistent with one of the purposes of the Health Research Program; (b) demonstrate cooperation with relevant organizations at the local, provincial, national, or international level; and (c) be presented in a form consistent with guidelines approved by the Board. Approval and disbursement (4) Assessment of research project proposals made under the Health Research Program will give due consideration to the following priorities: (a) cost-matching by another agency or organization; (b) involvement of researchers based in the province; and (c) providing economic benefit to the province. Origin of project proposals (5) Research project proposals made under the Health Research Program may originate from public, private, or not-for-profit organizations. Page 4 Updated April 1, 2008 t c SUSTAINABLE RESOURCE SUPPORT FUND Financial Administration Act Special Projects Fund Regulations Section 5 Approval and disbursement (6) Where an application for the disbursement of an amount through the Health Research Program has been (a) revoked by EC183/08; (b) approved by Treasury Board; and (c) approved by Executive Council, the Board shall disburse the approved amount. (EC639/99; 608/05; 183/08) SUSTAINABLE RESOURCE SUPPORT FUND 5. AERC Program (1) There is established an Agriculture and Environmental Resource Conservation Program to be administered by the Department of Agriculture and Forestry and the Department of Fisheries, Aquaculture and Environment. Purpose and eligibility (2) Funds allocated to the Sustainable Resource Support Fund may be disbursed through the Agriculture and Environmental Resource Conservation Program for the purposes of (a) assisting farmers in the production of sustainable, high-quality crops and food products; and (b) supporting and assisting farmers and owners of agricultural land in the compliance with legislation affecting their lands and operations. Approval and disbursement (3) Where an application for the disbursement of an amount through the Agriculture and Environmental Resource Conservation Program has been (a) approved by the Minister of Agriculture and Forestry; (b) approved by the Minister of Fisheries, Aquaculture and Environment; (c) approved by Treasury Board; and (d) approved by Executive Council, the Board shall disburse the approved amount. Environmental and Natural Resource Program (4) There is established an Environmental and Natural Resource Program to be administered by the Department of Fisheries, Aquaculture and Environment. Purpose and eligibility (5) Funds allocated to the Sustainable Resource Support Fund may be disbursed through the Environmental and Natural Resource Program for the purposes of (a) providing assistance for undertakings intended to improve conservation of soil or water; and (b) promotion of responsible and appropriate stewardship of the environment and natural resources. c t Updated April 1, 2008 Page 5 COMMUNITY DEVELOPMENT FUND Section 6 Financial Administration Act Special Projects Fund Regulations Approval and disbursement (6) Where an application for the disbursement of an amount through the Environmental and Natural Resource Program has been (a) approved by the Minister of Fisheries, Aquaculture and Environment; (b) approved by Treasury Board; and (c) approved by Executive Council, the Board shall disburse the approved amount. (EC639/99; 597/00) COMMUNITY DEVELOPMENT FUND 6. Community Development Program (1) There is established a Community Development Program to be administered by the Department of Development and Technology. Purpose (2) Funds allocated to the Community Development Fund shall be disbursed through the Community Development Program in order to enhance community life, infrastructure, and employment opportunities in areas including, but not limited to, (a) education; (b) technology; (c) recreation; and (d) environment. Criteria for eligibility (3) In order to be eligible for assistance from the Community Development Program, applicants shall be community organizations. Approval and disbursement (4) Where an application for the disbursement of an amount through the Community Development Program has been (a) approved by the Minister of Development and Technology, where the requested disbursement is less than $25,000; (b) approved by the Minister of Development and Technology, the Minister of Education, the Minister of Social Services and Seniors and the Minister of Fisheries, Aquaculture and Environment, where the requested disbursement is greater than $25,000; (c) approved by Treasury Board; and (d) approved by Executive Council, the Board shall disburse the approved amount. Allocation of Education Stabilization Fund (1) The funds allocated to the Education Stabilization Fund shall be disbursed through the Teacher Technology Training Program and through the Education Special Projects Program. Teacher Technology Training Program (2) There is established a Teacher Technology Training Program that shall be administered by the Department of Education. Idem (3) The Teacher Technology Training Program shall be used to promote and improve the use of technology in the schools of the province by (a) providing technology training and support to teachers; (b) improving computer hardware and software in schools; and (c) supporting the integration of technology into the school curriculum. Eligibility (4) A project proposed under the program is eligible for funding through the Teacher Technology Training Program where the project (a) is consistent with goal statements of the Department of Education Strategic Plan and, wherever possible, provides access to federally funded programs; (b) is initiated by the Department of Education with assistance from other departments of government as appropriate; and (c) specifies the purpose and cost of the project. (EC672/01) 8. Education Special Projects Program (1) There is established an Education Special Projects Program which shall be administered by the Department of Education. Use of the Program (2) The Education Special Projects Program may be used for the implementation of new initiatives and for the maintenance or expansion of existing programs. Requirements (3) A proposed project is eligible for funding under the Program where the project (a) is consistent with goal statements of the Department of Education Strategic Plan and wherever possible, provides access to federally funded programs; and (b) is initiated by the Department of Education.
