The Minister must run a trapper education course, and people generally cannot get a resident trapping license or junior trapping permit and registration number unless they meet the course/certificate requirements or were already licensed before the regulations came into force.

F-12, Council made the following regulations: 1. Definitions In these regulations (a) “certificate” means a certificate indicating that a person has successfully completed the course; (b) “course” means a trapper education course approved by the Minister pursuant to sections 3 and 4; (c) “Department” means the Department Fisheries, Aquaculture and Environment; (d) “Minister” means the Minister of Fisheries, Aquaculture and Environment. Requirement for trapper education A resident trapping license or junior trapping permit and registration number shall not be issued to a person unless (a) before these regulations came into force that person was the holder of a resident trapping license or junior trapping permit and had been issued a registration number; or (b) that person successfully completes a course and, upon application for a resident trapping license or junior trapping permit, produces a certificate. (EC445/87) 3. Trapper education course The Minister shall institute a trapper education course for the purpose of training a person in the proper methods of trapping furbearers. (EC445/87) 4. Approval of instructors No person shall act as an instructor in a course without the prior approval of the Minister. (EC445/87) 6. Designation The Minister may designate employees of the Department to be instructors. (EC445/87) 7. Application form Applicants for the course shall apply on a form approved by the Minister. (EC445/87) 8. Fees The Minister may determine the fees to be paid to the Department or to an organization conducting a course on behalf of the Department. (EC445/87) 9. Certificate The Minister may issue a trapper education certificate to persons who have successfully completed the course. (EC445/87) 10. Direction to take course The Minister may direct that any person, whether or not that person has been previously issued a registration number or has previously taken the course, be required to complete the course before being issued a resident trapping license or junior trapping permit.
