The regulation lets the Registrar authorize designated dealers to issue temporary permits and sets rules for when, to whom, and how they may be issued and displayed.

H-5. 1. Authorization of dealers to issue temporary permits The Registrar may authorize dealers designated by him to issue temporary permits, on a form approved by the Registrar, which permit shall be valid for a period of seven days from the date of its issue, pending the issue of number plate or plates, subject to the following conditions or any other conditions stated on the temporary permit, and the owner of a vehicle legally displaying such a temporary permit shall be deemed to have complied with the provisions of the Act in regard to display of number plate or plates. Issue of permits Temporary permits shall be issued by the Department to any person or firm approved by the Registrar who have been issued a Dealers Trade License for the current registration year. Record of sale of vehicle Temporary permits shall be issued by designated dealers only to persons or firms who have purchased a vehicle from the issuing dealer and such purchase shall be recorded in the account books of the dealer and the record may be examined by a peace officer. Permits not to be used for demonstration tests Temporary permits shall be issued by designated dealers only at times when no facilities are available to obtain the registration of a vehicle and shall not be used or permitted to be used by a dealer for the purposes of demonstration or tests of a vehicle. Display of permit A temporary permit shall be mounted on the right hand side on the windshield of a vehicle, facing out, with the temporary permit number visible from the front of the vehicle. Entries on permit A dealer when issuing a temporary permit shall, at the time of its issue, complete in full, with the proper words and numerals, all blank lines appearing on either side of the temporary permit. (EC56/65) 7. Copies to be sent to Department Copies of all temporary permits issued by a dealer shall be transmitted to the Department by such dealer on the final business day of each week.
