C-4.1, Council made the following regulations: 1. Definition In section 4 of Schedule 3 of the Charlottetown Area Municipalities Act, “representatives of employees with no union representation” means the persons duly elected by such employees for the purpose of the transitional employment issues referred to in that section. Employee representatives The representatives of employees with no union representation shall be the exclusive bargaining agents for such employees for all transitional employment issues referred to in section 4 of Schedule 3 of the Act. Agreement, authority to execute (1) Provided that a majority of the employees with no union representation vote in favour of the agreement, the representatives of such employees may execute an agreement on behalf of all non-unionized employees of the City of Charlottetown on any transitional employment issue referred to in section 4 of Schedule 3 of the Act. Effect (2) An agreement approved and executed in accordance with subsection (1) shall bind all employees and classes of employees of the City of Charlottetown described therein.
