If you find any errors or omissions in this consolidation, please contact: Legislative Counsel Office Tel: (902) 368-4292 Email: legislation@gov.pe.ca Stretcher Transportation Regulations STRETCHER TRANSPORTATION ACT CHAPTER S-8.11 STRETCHER TRANSPORTATION REGULATIONS Pursuant to section 16 of the Stretcher Transportation Act R.S.P.E.I. 1988, Cap. S-8.11, Council made the following regulations: 1. Safety of vehicle (1) A stretcher transportation vehicle shall be (a) registered and inspected in accordance with the Highway Traffic Act R.S.P.E.I. 1988, Cap. H-5, as evidenced by the motor vehicle registration and the inspection certificate carried in the vehicle; (b) maintained in good mechanical condition and repair; and (c) cleaned and disinfected, regularly and as needed. Design requirements (2) The vehicle design requirements for a stretcher transportation vehicle are set out in Schedule A. (EC530/24) 2. Vehicle equipment (1) The following vehicle equipment shall be carried in a stretcher transportation vehicle: (a) a two-way radio or a mobile phone; (b) at least two battery-operated flashlights; (c) a properly maintained dry chemical fire extinguisher of a type approved by the Fire Marshal appointed pursuant to the Fire Prevention Act R.S.P.E.I. 1988, Cap. F-11. Other equipment and supplies (2) The equipment and supplies set out in Schedule B shall be carried in a stretcher transportation vehicle. Prevention of uncontrolled movement (3) The equipment and supplies carried in a stretcher transportation vehicle shall be properly stored and secured to prevent uncontrolled movement. c t Current to: July 1, 2024 Page 3 Stretcher Transportation Regulations Safety of equipment (4) The equipment carried in a stretcher transportation vehicle shall be maintained and calibrated in accordance with any recommendations of the manufacturer. Insurance An applicant for a licence or an operator, as the case may be, shall hold (a) public liability insurance with coverage of not less than $5,000,000 per occurrence for the stretcher transportation operation; and (b) third-party motor vehicle liability insurance with coverage of not less than $5,000,000 per occurrence for each stretcher transportation vehicle used or intended to be used to provide stretcher transportation services. (EC530/24) 4. Staffing A stretcher transportation vehicle shall be staffed by not less than two attendants who are certified in standard first aid and cardiopulmonary resuscitation. (EC530/24) 5. Incident reports An operator shall make a report to the Minister, in the manner and within the time required by the Minister, of any occurrence during the provision of stretcher transportation services that (a) causes personal injury to any person; or (b) is required to be reported to a peace officer under the Highway Traffic Act. (EC530/24) Page 4 Current to: July 1, 2024 t c Stretcher Transportation Regulations SCHEDULE A STRETCHER TRANSPORTATION VEHICLE DESIGN REQUIREMENTS 1. A stretcher transportation vehicle shall provide for entry by rear doors or a curbside door to permit loading of a stretcher. 2. A stretcher transportation vehicle shall accommodate (a) at least one stretcher; (b) at least one seated attendant who can observe the person on the stretcher; and (c) communication between attendants in the driver section and stretcher section. 3. (1) A stretcher transportation vehicle shall be equipped with floor-mounted or wall-mounted assemblies to secure at least one wheeled, adjustable-height stretcher. (2) The assemblies shall be reinforced to transmit stresses to the main body of the vehicle. (3) The assemblies shall be positioned to allow space at the head of the stretcher for an attendant to provide assistance to the person on the stretcher. 4. A stretcher transportation vehicle shall be equipped with (a) at least one attendant seat with a headrest in the stretcher section; (b) a restraint belt for each person in the vehicle; and (c) secure storage for all required supplies, equipment, and personal items belonging to the person on the stretcher. 5. The interior surfaces of a stretcher transportation vehicle shall be easily cleaned and free from sharp edges. 6. A stretcher transportation vehicle shall be insulated and have a system of heating and cooling or ventilation that keeps the stretcher section approximately at room temperature. 7. A stretcher transportation vehicle shall be equipped with the following lighting: (a) a map light in the driver section; (b) at least two dimmable interior lights, located on each side of the stretcher section; (c) lighting to illuminate the rear entry, if any, when the doors are opened or when the transmission is in reverse gear; (d) lighting to illuminate the curbside entry, if any, when the door is opened.
