H-5, Council made the following regulations: 1. Conviction Any reference in the Highway Traffic Act R.S.P.E.I. 1988, Cap. H-5 or regulations made thereunder to “conviction” shall be construed, in relation to a young person, to include a finding of guilt made by a youth court pursuant to the Young Offenders Act (Canada) R.S.C. 1985, Chap.
