1 SASKATCHEWAN POLYTECHNIC S-32.21 REG 1 The Saskatchewan Polytechnic Regulations being Chapter S-32.21 Reg 1 (effective September 24, 2014). NOTE: This consolidation is not official. Interpretation 2 In these regulations: (a) “Act” means The Saskatchewan Polytechnic Act; (b) “regional college” means a regional college as defined in The Regional Colleges Act. 22 Aug 2014 cS-32.21 Reg 1 s2. Saskatchewan program locations 3(1) The polytechnic may deliver courses and programs within Saskatchewan at the campuses or other locations of the polytechnic located in: (a) Candle Lake, at the Hannin Creek Education Facility; (b) Moose Jaw; (c) Prince Albert; (d) Regina; and (e) Saskatoon. (2) The polytechnic may deliver courses and programs in Saskatchewan through a regional college pursuant to an agreement with the regional college. (3) The polytechnic may deliver courses and programs in Saskatchewan through Dumont Technical Institute Inc. or the Saskatchewan Indian Institute of Technologies pursuant to an agreement with the institute. (4) Subject to subsection (5), with the prior approval of the minister, the polytechnic may deliver credit or non-credit courses or programs within Saskatchewan at locations other than those mentioned in subsections (1) to (3). (5) In approving the delivery of a course or program for the purposes of subsection (4), the minister shall assess the need for the proposed course or program in Saskatchewan, taking the following factors into consideration: (a) how the proposed course or program addresses the needs of students and employers in Saskatchewan; (b) opportunities for collaboration with regional colleges or with other Saskatchewan training institutions in the delivery of the proposed course or program; 4 S-32.21 REG 1 SASKATCHEWAN POLYTECHNIC (c) how the proposed course or program affects the Saskatchewan post- secondary education system; (d) how the proposed course or program advances the economic and social priorities of the Government of Saskatchewan; (e) how the proposed course or program aligns with the polytechnic’s mandate, mission and strategic plan; (f) the fiscal plan for implementing the proposed course or program, including the financial implications for students, the polytechnic and the Government of Saskatchewan; (g) any other factor that the minister considers necessary to assess the need for the proposed course or program in Saskatchewan. 22 Aug 2014 cS-32.21 Reg 1 s3. Out-of-province program locations 4(1) Subject to subsection (2), the polytechnic may deliver credit or non-credit courses or programs at locations outside Saskatchewan if: (a) the course or program is intended to generate revenue for the polytechnic; and (b) the minister approves the delivery of the course or program by the polytechnic at a specified location outside Saskatchewan. (2) In approving the delivery of a course or program for the purposes of clause (1) (b), the minister shall assess the need for the proposed course or program, taking the following factors into consideration: (a) how the proposed course or program benefits Saskatchewan and the Saskatchewan post-secondary education system; (b) how the proposed course or program advances the economic and social priorities of the Government of Saskatchewan; (c) how the proposed course or program aligns with the polytechnic’s mandate, mission and strategic plan; (d) the fiscal plan for implementing the proposed course or program, including the financial implications for students, the polytechnic and the Government of Saskatchewan; (e) the financial, reputational, operational, and health and safety risks to the polytechnic associated with the delivery of the proposed course or program; (f) how the proposed course or program: (i) increases the number of sustained and mutually beneficial partnerships with Saskatchewan, Canadian and international organizations, businesses and governments; 5 SASKATCHEWAN POLYTECHNIC S-32.21 REG 1 (ii) provides professional development opportunities for the polytechnic’s faculty, staff, students or graduates through international learning or working opportunities; (iii) provides programs and services to qualified international students in Saskatchewan or outside Canada; (iv) supports brokering arrangements between the polytechnic and educational or training institutions outside Canada; (v) supports the immigration of skilled individuals to Saskatchewan through the assessment of technical and language skills; and (vi) supports the Saskatchewan or Canadian trade or export industry; (g) any other factor that the minister considers necessary to assess the need for the proposed course or program. 22 Aug 2014 cS-32.21 Reg 1 s4. University program locations 5(1) In this section and in clause 4(b) of the Act, “university program” means a program of post-secondary study leading to any recognition in writing of academic achievement granted by a university that: (a) is called a degree, diploma or certificate; or (b) implies, or would be reasonably understood as granting or conferring, a degree, diploma, certificate or other document of academic achievement. (2) The polytechnic may deliver university programs in accordance with clause 4(b) of the Act at locations approved by the minister. 22 Aug 2014 cS-32.21 Reg 1 s5.
