These regulations set rules for adult basic education programs, Canadian adult education credential tests and duplicates, and the former GED program.
1 TRAINING PROGRAMS, 2024 SR 74/2024 The Training Programs Regulations, 2024 being Saskatchewan Regulations 74/2024 (effective September 13, 2024). NOTE: This consolidation is not official. Definitions 2 In these regulations: “adult basic education transcript” means an official record issued by the Government of Saskatchewan of an individual’s marks for courses taken in an adult basic education program; “Canadian adult education credential diploma” means the credential recognized: (a) in Canada as the indicator of an adult’s level of educational achievement; and (b) in Saskatchewan as equivalent to a high school diploma; “Canadian adult education credential transcript” means an official record issued by the Government of Saskatchewan of an individual’s scores for tests written towards obtaining a Canadian adult education credential diploma; “former regulations” means The Training Programs Regulations, 2020 as they existed on the day before the coming into force of these regulations; “person” includes a partnership, association or other unincorporated body of individuals; “record” means a record of information in any form and includes information that is written, photographed, recorded or stored in any manner, but does not include computer programs or other mechanisms that produce records. 20 Sep 2024 SR 74/2024 s2. PART 2 Adult Basic Education Adult basic education programs 3(1) The adult basic education programs mentioned in the former regulations are continued. (2) The purpose of an adult basic education program is to assist adults in furthering their education at the primary or secondary education level. 20 Sep 2024 SR 74/2024 s3. 4 SR 74/2024 TRAINING PROGRAMS, 2024 Application and courses 4(1) Any individual who wishes to participate in an adult basic education program must: (a) be 18 years of age or older; (b) have been out of school for at least 1 year; and (c) apply to participate in an adult basic education program offered by an organization that is approved by the minister. (2) An adult basic education program: (a) must include credit courses; and (b) may include non-credit courses. (3) An adult basic education credit course must follow curricula approved by the minister. 20 Sep 2024 SR 74/2024 s4. Adult basic education transcripts 5(1) Any person who wishes to obtain an adult basic education transcript shall: (a) apply to the minister in a form acceptable to the minister; and (b) pay the applicable fee as determined by the minister. (2) On receipt of an application pursuant to subsection (1) and if the minister is satisfied that the applicant has complied with this Part, the minister shall provide to the applicant the adult basic education transcript that was applied for. 20 Sep 2024 SR 74/2024 s5. PART 3 Canadian Adult Education Credential Canadian adult education credential 6 The Canadian adult education credential is established to assist individuals in obtaining a high school equivalency credential. 20 Sep 2024 SR 74/2024 s6. Application and approval to write 7(1) Any individual who meets the requirements of subsection (2) and wishes to write or rewrite one or more tests of the Canadian adult education credential shall apply to the minister in a form acceptable to the minister. (2) To be eligible to apply to write or rewrite one or more tests of the Canadian adult education credential, an individual must: (a) be: (i) 18 years of age or older; and (ii) a Saskatchewan resident; or (b) have obtained the written approval of the minister. 5 TRAINING PROGRAMS, 2024 SR 74/2024 (3) On receipt of an application pursuant to subsection (1) and if the minister is satisfied that the applicant has complied with this Part, the minister shall allow the applicant to write or rewrite the tests of the Canadian adult education credential that were applied for. 20 Sep 2024 SR 74/2024 s7. Canadian adult education credential transcripts and diplomas 8(1) Any individual who wishes to obtain a duplicate of a Canadian adult education credential transcript or Canadian adult education credential diploma shall: (a) apply to the minister in a form acceptable to the minister; and (b) pay the applicable fee as determined by the minister. (2) On receipt of an application pursuant to subsection (1) and if the minister is satisfied that the applicant has complied with this Part, the minister shall provide to the applicant the duplicate of the Canadian adult education credential transcript or the Canadian adult education credential diploma that was applied for. 20 Sep 2024 SR 74/2024 s8. PART 4 General Educational Development Program General educational development program 9(1) In this section: “general educational development diploma” means a general educational development diploma as defined in the former regulations; “general educational development transcript” means a general educational development transcript as defined in the former regulations. (2) The general educational development program mentioned in the former regulations was discontinued as of May 3, 2024. (3) Any individual who wishes to obtain a duplicate of a general educational development diploma or a general educational development transcript shall: (a) apply to the minister in a form acceptable to the minister; and (b) pay the applicable fee as determined by the minister. (4) On receipt of an application pursuant to subsection (1) and if the minister is satisfied that the applicant complied with this section, the minister shall provide to the applicant the duplicate of the general educational development diploma or the general educational development transcript that was applied for. (5) Notwithstanding the discontinuation of the general educational development program, if an individual passed one or more tests of the general educational development program but did not obtain a general educational development diploma by May 3, 2024, the individual may apply to the minister, in the form and manner and within the period required by the minister, to have those tests recognized as tests passed towards obtaining a Canadian adult education credential diploma. 20 Sep 2024 SR 74/2024 s9. 6 SR 74/2024 TRAINING PROGRAMS, 2024 PART 5 Repeal and Coming into Force RRS c P‑16.11 Reg 1 repealed 10 The Training Programs Regulations, 2020 are repealed. 20 Sep 2024 SR 74/2024 s10.
