This part defines key pension terms and sets who must contribute to the public service pension system, at what rates, and when elections or exceptions apply. This provision sets out when public service contributors get annuities, allowances, return-of-contributions payments, transfer values, and survivor benefits, and it also limits assignment and surrender of those benefits. This provision gives certain air traffic controllers and other eligible public-service contributors options for pension benefits, while also setting contribution rules and survivor limits. This provision lets the Minister make pension-transfer agreements with approved or eligible employers, but usually only with the Governor in Council’s consent and Treasury Board-approved terms. This part sets rules for establishing and administering pension plans and related funds, including required deposits, reporting, and limits on surpluses.
