About this statute

This Act regulates oil and gas operations in Canada, and generally requires operating licences and authorizations before covered work can be done; it also imposes pipeline, safety, navigation, benefits plan, and document-retention rules. This provision covers Committee pay and expenses, pipeline tariff and toll rules, spill reporting and response duties, financial responsibility requirements, and several powers of the Commission, the Chief Conservation Officer, the Minister, and the Governor in Council. A holder of a paragraph 5(1)(b) authorization must repay pooled-fund payments in prescribed form; the Minister can approve a lower financial-resources amount and must publish inquiry reports within 30 days after receiving them. This provision sets conditions for expert hearings and unitization orders, requires certain appointments and approvals, and sets enforcement, inspection, offence, and penalty rules.
