Regulations Prescribing Fees in Respect of Goods Imported as Mail and the Circumstances in Which the Goods Are not Charged with the Prescribed Fee Whereas, pursuant to paragraph 164(4)(a.2)* of the Customs Act**, the making of Regulations prescribing fees in respect of goods imported as mail and the circumstances in which the goods are not charged with the prescribed fee that are set out in the schedule hereto give effect in whole or in part to a public announcement made on June 23, 1992; Therefore, His Excellency the Governor General in Council, on the recommendation of the Minister of National Revenue and the Treasury Board, pursuant to subsection 147.1(14)*** of the Customs Act**, is pleased hereby to make the annexed Regulations prescribing fees in respect of goods imported as mail and the circumstances in which the goods are not charged with the prescribed fee, effective July 1, 1992. S.C. 1992, c. 28, s. 30(3) R.S., c. 1 (2nd Supp.) S.C. 1992, c. 28, s. 29(1) These Regulations may be cited as the Fees in Respect of Mail Regulations. In these Regulations, commercial goods means goods imported into Canada for sale or for any commercial, industrial, occupational, institutional or other similar use. Subject to section 4, the fee charged for goods imported as mail is $5 for each item of mail. The fee referred to in section 3 does not apply to goods imported as mail where all the goods in each item of mail are not charged with duties; goods in respect of which all duties are remitted; commercial goods that have an estimated value for duty exceeding $3,300; or sent by an Express Mail Service (EMS) to Canada from a country that is a member of the Universal Postal Union.
