This provision defines many air-conditioning and heat-pump product types, sets some energy-efficiency standards and reporting/label rules, and requires labels for room air conditioners and portable air conditioners in specified cases. This segment sets definitions, efficiency standards, and reporting requirements for several energy-using products, including furnaces, fireplaces, heaters, boilers, and water heaters. This provision defines many lamp and related product categories, including what counts as a general service lamp, several excluded lamp types, and several equipment definitions used in the energy-efficiency rules. This segment defines several energy-related products and sets out when some are or are not treated as energy-using products, plus some labeling and efficiency-related rules.

Energy Efficiency Regulations, 2016 Whereas, pursuant to section 26 of the Energy Efficiency Acta, a copy of the proposed Energy Efficiency Regulations, 2016, substantially in the annexed form, was published in the Canada Gazette, Part I, on April 30, 2016; S.C. 1992, c. 36 Therefore, His Excellency the Governor General in Council, on the recommendation of the Minister of Natural Resources, pursuant to sections 20b and 25 of the Energy Efficiency Acta, makes the annexed Energy Efficiency Regulations, 2016. S.C. 2009, c. 8, s. 5 Definitions The following definitions apply in these Regulations. Act means the Energy Efficiency Act. (Loi) adhesive tag means a label that is attached to an energy-using product by at least two strips of adhesive that are located on opposite edges of the label. (étiquette adhésive) AHRI means the Air-Conditioning, Heating and Refrigeration Institute. (AHRI) ANSI means the American National Standards Institute. (ANSI) ASHRAE means the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE) CGA means the Canadian Gas Association. (ACG) CIE means the International Commission on Illumination. (CIE) CSA means the Canadian Standards Association. (CSA) flap tag means a label whose top edge is attached to an energy-using product by one strip of adhesive. (vignette) hang tag means a label that is attached to an energy-using product by material that is looped around a section of the product so that the label hangs freely from the product. (étiquette volante) household means manufactured or sold primarily for use in a dwelling. (domestique) IEC means the International Electrotechnical Commission. (CEI) IEEE means the Institute of Electrical and Electronics Engineers. (IEEE) IES means the Illuminating Engineering Society of North America. (IES) mains power means an alternating current electric power source that is in a building and is less than or equal to a nominal 240-volt single-phase supply. (alimentation principale) model number means, in respect of any model of an energy-using product, the designator that is assigned to that model for the purposes of these Regulations and that distinguishes it from similar models. (numéro de modèle) NEMA means the National Electrical Manufacturers Association. (NEMA) new Regulations[Repealed, SOR/2025-110, s. 1] unique motor identifier means an identifier consisting of the information set out below, in the following sequence: the name of the manufacturer, in abbreviated form; the nominal power of the motor, expressed in kilowatts for an IEC design motor or in horsepower for a NEMA design motor; the number of poles; and a statement as to whether the motor is of open or enclosed construction. (identificateur unique du moteur) Reference to energy-using product In these Regulations, a reference to an energy-using product is a reference to that product as defined in the Division or Subdivision associated with it. Incorporated standards In these Regulations, a reference to an AHRI, ANSI, ASHRAE, CGA, CIE, CSA, IEC, IEEE, IES or NEMA standard or to a technical standards document is to be read as a reference to the standard or technical standards document as amended from time to time. Exception — test procedure waivers In these Regulations, a reference to a testing standard that is incorporated by reference does not include any test procedure waiver that may be set out in that standard. Standards and procedures of other jurisdiction incorporated by reference Despite these Regulations, if an energy efficiency standard or test procedure that is incorporated by reference in these Regulations as amended from time to time is a reference to a standard or test procedure set out in the laws of another jurisdiction and that standard or procedure is subsequently repealed or revoked in that other jurisdiction, the reference to the standard or procedure in these Regulations is deemed to be a reference to that standard or procedure as it read on the day before the day on which it was repealed or revoked and it continues to apply for the purposes of these Regulations. The following definitions apply in this Part. certification body means, in respect of an energy-using product, a body that is accredited by the Standards Council of Canada to operate a certification program in respect of the energy efficiency of the product. (organisme de certification) verification mark means, in respect of an energy-using product, a mark that is issued by a certification body to signify that the body has determined that the product complies with the applicable energy efficiency standard, and if the product is one for which information must be provided to the Minister for the purpose of subsection 5(1) of the Act, verified the information that is related to the product’s energy performance; or issued by a province to signify that the product complies with the province’s energy efficiency standard. (marque de vérification) Incorporated products Unless otherwise specified by these Regulations, an energy-using product that is incorporated into another product remains an energy-using product for the purposes of these Regulations even if the other product is not an energy-using product. Verification mark Subject to subsection (4), every energy-using product that, for the purpose of sale or lease, is shipped from one province to another or imported into Canada must be labelled with a verification mark that is issued by a certification body; or a province whose energy efficiency standard for the product is equivalent to or exceeds the energy efficiency standard prescribed for the product in these Regulations. Location and visibility The verification mark must be readily visible on the surface of the energy-using product. However, in respect of the following energy-using products, the verification mark may be on the exterior of the product’s package: [Repealed, SOR/2025-110, s. 2] a general service lamp; a general service fluorescent lamp; a battery charger; an external power supply; and a faucet that is a replacement aerator. Exception — external power supplies An external power supply is not required to be labelled with a verification mark if it is labelled with a mark in accordance with the U.S. Department of Energy publication entitled “International Efficiency Marking Protocol for External Power Supplies”, as amended from time to time; a certification body has verified the information related to the product’s energy performance that is provided to the Minister for the purpose of subsection 5(1) of the Act; and it is labelled with the same model number as that used when the information was verified. Prescribed information A dealer who, for the purpose of sale or lease, ships an energy-using product from one province to another or imports an energy-using product into Canada must, for the purpose of subsection 5(1) of the Act, provide the following information to the Minister: the name of the product as prescribed in these Regulations; the brand name of the product, if any; the product’s model number or, in the case of a motor, the product’s model number or unique motor identifier; the name of the product’s manufacturer; one of the following, namely, the name of the certification body or province whose verification mark will be on the product or its package, or [Repealed, SOR/2025-110, s. 3] in the case of an external power supply, the name of the certification body referred to in paragraph 4(4)(b); any other information that is prescribed in these Regulations to be provided to the Minister for the purpose of subsection 5(1) of the Act; and information that indicates whether a mathematical model described in subsection (3) was used to generate any of the information provided under paragraph (f). Manner and time The information must be provided electronically or by fax, hand delivery, courier or mail before the product is imported into Canada or shipped from one province to another. Mathematical model Despite any provision in these Regulations requiring that the information referred to in this section be collected in accordance with an identified standard, a dealer may instead provide the information as generated by a mathematical model that, by means of an engineering or statistical analysis or a computer simulation or model, emulates the manner in which the information is collected under the identified standard. [Repealed, SOR/2025-110, s. 4] A dealer who, for the purpose of sale or lease, imports an energy-using product into Canada must, for the purpose of subsection 5(1) of the Act, provide the following information to the Minister: the dealer’s address; and a statement as to whether the product is being imported for sale or lease in Canada without modification, for sale or lease in Canada after being modified to comply with the applicable energy efficiency standard, or for incorporation into any other product that is to be exported from Canada. Exception However, the following energy-using products are not energy-using products for the purpose of subsection (1) if, at the time of their importation, they are incorporated into another product: an external power supply; a fluorescent lamp ballast; an electric motor; and a small electric motor. The information must be provided by including it in any customs invoice or commercial invoice that is required to be provided in respect of the energy-using product under subsection 6(1) of the Accounting for Imported Goods and Payment of Duties Regulations and must be provided before the product is released under the Customs Act. Exemption — product to be modified A dealer is exempt from the application of paragraph 4(1)(a) of the Act if the dealer, for the purpose of modifying an energy-using product to comply with the applicable energy efficiency standard, ships the product from the province in which it was manufactured to another province or imports the product into Canada. Requirements The dealer must ensure that the product is brought into compliance with the applicable energy efficiency standard within 90 days after the day on which the product is shipped or imported; despite subsection 5(2), provide the information referred to in subsection 5(1) within 120 days after the day on which the product is shipped or imported; and if requested by the Minister, provide the Minister with any other information that is necessary to establish that the product has been brought into compliance with the applicable energy efficiency standard. Exemption — incorporation into product for export A dealer is exempt from the application of sections 4 and 5 of the Act with respect to the shipment or importation of an energy-using product that is to be incorporated into any other product that is to be exported from Canada. Exemption — product to be exported A dealer is exempt from the application of sections 4 and 5 of the Act if the dealer, for the purpose of exporting the energy-using product from Canada, ships the product from the province in which it was manufactured to another province or imports the product into Canada. Exemption — motors with same unique motor identifier A dealer is exempt from the application of section 5 of the Act in respect of a motor if the information has been provided in respect of a motor that has the same unique motor identifier; and the motor is at least as energy efficient as the motor for which the information was provided. Subsection 20.1(2) of Act The following energy-using products are specified for the purpose of subsection 20.1(2) of the Act: clothes dryers; clothes washers; integrated clothes washer-dryers; dishwashers; refrigerators and combination refrigerator-freezers; freezers; gas ranges; dehumidifiers; microwave ovens; miscellaneous refrigeration products; ceiling fans; room air conditioners; large air conditioners; packaged terminal air conditioners; single package central air conditioners; single package vertical air conditioners; split system central air conditioners; portable air conditioners; large heat pumps; packaged terminal heat pumps; single package central heat pumps; single package vertical heat pumps; split system central heat pumps; gas furnaces; oil-fired furnaces; electric furnaces; gas boilers; oil-fired boilers; electric boilers; gas-fired storage water heaters; oil-fired water heaters; electric water heaters; gas-fired instantaneous water heaters; general service lamps; [Repealed, SOR/2025-110, s. 5] general service fluorescent lamps; fluorescent lamp ballasts; metal halide lamp ballasts; torchieres; ceiling fan light kits; exit signs; traffic signal modules; pedestrian modules; external power supplies; battery chargers; line voltage thermostats; commercial refrigerators; commercial refrigerator-freezers; commercial freezers; refrigerated beverage vending machines; snack and refrigerated beverage vending machines; ice-makers; walk-in door assemblies; walk-in panels; walk-in refrigeration systems; dry-type transformers; electric motors; small electric motors; faucets; showerheads; commercial pre-rinse spray valves; clean water pumps; pool pumps; and air compressors. The following definitions apply in this Division. 10 C.F.R. Appendix D2 means Appendix D2 to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Clothes Dryers, as amended from time to time. (appendice D2 10 C.F.R.) CSA C300-00[Repealed, SOR/2019-163, s. 1] CSA C300-12 means the CSA standard CAN/CSA-C300-12 entitled Energy Performance and Capacity of Household Refrigerators, Refrigerator-Freezers, Freezers and Wine Chillers. (CSA C300-12) CSA C300-15 means the CSA standard CAN/CSA-C300-15 entitled Energy Performance and Capacity of Household Refrigerators, Refrigerator-Freezers, Freezers and Wine Chillers. (CSA C300-15) CSA C358-03 means the CSA standard CAN/CSA-C358-03 entitled Energy Consumption Test Methods for Household Electric Ranges. (CSA C358-03) CSA C360-03 means the CSA standard CAN/CSA-C360-03 entitled Energy Performance, Water Consumption and Capacity of Household Clothes Washers. (CSA C360-03) CSA C360-13 means the CSA standard CAN/CSA-C360-13 entitled Energy Performance, Water Consumption and Capacity of Household Clothes Washers. (CSA C360-13) CSA C361-12[Repealed, SOR/2018-201, s. 5] CSA C361-16 means the CSA standard CAN/CSA-C361-16 entitled Energy performance and drum volume of household electric clothes dryers. (CSA C361-16) CSA C361-92 means the CSA standard CAN/CSA-C361-92 entitled Test Method for Measuring Energy Consumption and Drum Volume of Electrically Heated Household Tumble-Type Clothes Dryers. (CSA C361-92) EnerGuide label An energy-using product prescribed in any of Subdivisions A to G or K of this Division must be labelled in the form set out in Schedule 1. Manner of labelling The label must be an adhesive tag, flap tag or hang tag that is attached to the product so that the tag is readily visible when the product is viewed from the front. Paper — adhesive and flap tags The paper that is used for adhesive tags or flap tags must weigh, exclusive of the release liner and adhesive, not less than the equivalent of 26.31 kg (58 pounds) per 500 sheets measuring 63.5 cm (25 inches) by 96.52 cm (38 inches). Adhesive — adhesive and flap tags The adhesive that is used to attach an adhesive tag or a flap tag to an energy-using product must render the tag easily removable from the product without the use of a tool or any liquid other than water; and have an adhesion capacity that is sufficient to prevent the tag from being dislodged from the product under normal handling conditions. Paper — hang tags The paper that is used for hang tags must weigh not less than the equivalent of 49.9 kg (110 pounds) per 500 sheets measuring 64.77 cm (25.5 inches) by 77.47 cm (30.5 inches). Attachment material — hang tags The material that is used to attach a hang tag to an energy-using product must be of sufficient strength to ensure that when gradual pressure is applied to the tag by pulling it away from the product, the tag will tear before the material breaks. Definition of clothes dryer In this Subdivision, clothes dryer means a household tumble-type clothes dryer that is electrically operated. Size category For the purposes of these Regulations, the size category of a clothes dryer is compact, if it has a drum capacity of less than 125 L (4.4 cubic feet); or standard, if it has a drum capacity of 125 L (4.4 cubic feet) or more. Energy-using product A clothes dryer is prescribed as an energy-using product. Limit However, for the purposes of sections 4, 5, 13 to 15 and 19, a clothes dryer is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. Energy efficiency standards The energy efficiency standards set out in column 2 of the table to this section apply to clothes dryers that are manufactured during the periods set out in column 3. Testing standard A clothes dryer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to a clothes dryer as defined in section 16. Information For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of a clothes dryer described in column 1. size category; nominal voltage; capacity, in L, of clothes dryer’s drum; annual energy consumption in kWh; energy factor in kg/kWh; and drying controls the product has, namely, timed, auto-temp or auto-moisture. combined energy factor in kg/kWh; and Definition of clothes washer In this Subdivision, clothes washer means an electrically operated clothes washer that does not require mechanical fastening to a floor or wall, is top- or front-loaded and has an internal control system that regulates the water temperature without the need for user intervention after the machine is set in operation. For the purposes of these Regulations, the size category of a clothes washer is compact, if it has a container capacity of less than 45 L (1.6 cubic feet); or standard, if it has a container capacity of 45 L (1.6 cubic feet) or more. A clothes washer is prescribed as an energy-using product. Limits However, a clothes washer is not considered to be an energy-using product for the purposes of sections 4, 5 and 24, unless it is manufactured on or after February 3, 1995; and for the purposes of sections 13 to 15, unless it is a household clothes washer and it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 3 of the table to this section apply to clothes washers described in column 1 that are manufactured during the periods set out in column 4. A clothes washer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a clothes washer as defined in section 21. Modified energy factor ≥ 38.23 L/kWh/cycle Integrated water consumption factor ≤ 1.18 L/cycle/L Modified energy factor ≥ 56.63 L/kWh/cycle Integrated water consumption factor ≤ 0.55 L/cycle/L For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of a clothes washer described in column 1. capacity, in L, of clothes washer’s container; modified energy factor in L/kWh/cycle; water consumption factor in L/cycle/L; maximum wash temperature available, namely, ≤ 57.2°C or > 57.2°C; the wash/rinse temperature selections listed in Table 5 of CSA C360-03 the product has; water fill control system the product has, namely, manual or adaptive; rotational axis of clothes washer’s container, namely, horizontal or vertical; and method for payment the product has, if any. integrated modified energy factor in L/kWh/cycle; integrated water consumption factor in L/cycle/L; the wash/rinse temperature selections listed in Table 5 of CSA C360-13 the product has; water fill control system the product has, namely, manual or adaptive; and rotational axis of clothes washer’s container, namely, horizontal or vertical. The following definitions apply in this Subdivision. combination clothes washer-dryer means a household appliance that has a clothes washer function and clothes dryer function that utilize the same drum; a common control panel for both functions; and one power source. (laveuse-sécheuse combinée) integrated clothes washer-dryer means a household appliance that consists of a clothes washer component and a clothes dryer component located above, below or beside it, that is powered by one power source and that has its control panel located on one of the components; or a combination clothes washer-dryer. (laveuse-sécheuse) V means in the case of an integrated clothes washer-dryer that is not a combination clothes washer-dryer, the volumes, expressed in litres, of the basket for the clothes washer component and of the drum for the clothes dryer component; or in the case of an integrated clothes washer-dryer that is a combination clothes washer-dryer, the volume, expressed in litres, of the drum. (V) Size category — other than combination clothes washer-dryer For the purposes of these Regulations, the size category of an integrated clothes washer-dryer that is not a combination clothes washer-dryer is compact, if it has a clothes dryer component with a drum capacity of less than 125 L (4.4 cubic feet) and a clothes washer component with a basket capacity of less than 45 L (1.6 cubic feet); or standard, if it has a clothes dryer component with a drum capacity of 125 L (4.4 cubic feet) or more and a clothes washer component with a basket capacity of 45 L (1.6 cubic feet) or more. Size category — combination clothes washer-dryer For the purposes of these Regulations, the size category of an integrated clothes washer-dryer that is a combination clothes washer is compact, if it has a drum capacity of less than 45 L (1.6 cubic feet); or standard, if it has a drum capacity of 45 L (1.6 cubic feet) or more. Type For the purposes of these Regulations, an integrated clothes washer-dryer is one of the following types, namely, combination, over/under or side-by-side. An integrated clothes washer-dryer is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 13 to 15 and 30, an integrated clothes washer-dryer is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 2 of the table to this section apply to integrated clothes washer-dryers that are manufactured during the periods set out in column 3. An integrated clothes washer-dryer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to an integrated clothes washer-dryer as defined in section 26. CSA C360-03 for clothes washer function CSA C361-92 for clothes dryer function CSA C360-03, Table 9, for clothes washer function CSA C361-92, Table 8.1, for clothes dryer function CSA C360-03, Table 10, for clothes washer function CSA C360-13 for clothes washer function CSA C361-16 or 10 C.F.R. Appendix D2 for clothes dryer function CSA C360-13, Table 9, for clothes washer function CSA C361-16, Table 1, for clothes dryer function CSA C360-13, Table 10, for clothes washer function For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of an integrated clothes washer-dryer described in column 1. type and size category; V; annual energy consumption, in kWh, for clothes washer function and clothes dryer function; modified energy factor in L/kWh/cycle for clothes washer function; energy factor in kg/kWh for clothes dryer function; maximum water temperature available, namely, ≤ 57.2°C or > 57.2°C; which of the wash/rinse temperature selections listed in Table 5 of CSA C360-03 the product has; integrated modified energy factor in L/kWh/cycle for clothes washer function; combined energy factor in kg/kWh for clothes dryer function; which of the wash/rinse temperature selections listed in Table 5 of CSA C360-13 the product has; CSA C373-04 means the CSA standard CAN/CSA-C373-04 entitled Energy Consumption Test Methods and Limits for Household Dishwashers. (CSA C373-04) CSA C373-14 means the CSA standard CAN/CSA-C373-14 entitled Energy Performance and Water Consumption of Household Dishwashers. (CSA C373-14) dishwasher means an electrically operated automatic household dishwasher. (lave-vaisselle) For the purposes of these Regulations, the size category of a dishwasher is compact, if it has a capacity of less than eight place settings and six serving pieces; or standard, if it has a capacity that is equal to or greater than eight place settings and six serving pieces. For the purposes of these Regulations, a dishwasher is one of the following types: built-in, if it is designed to be permanently connected to a water and electric supply in a dwelling; or portable, if it is designed not to be permanently connected to a water and electric supply in a dwelling. Labelling — total annual energy consumption In respect of a dishwasher that is manufactured on or after January 1, 2010, a reference to “annual energy consumption” in Schedule 1 is to be read as a reference to “total annual energy consumption”. A dishwasher is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 13 to 15 and 37, a dishwasher is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 3 of the table to this section apply to dishwashers described in column 1 that are manufactured during the periods set out in column 4. A dishwasher complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a dishwasher as defined in section 32. For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected and provided to the Minister in respect of a dishwasher described in column 1 and, if applicable, the information must be collected in accordance with the standard set out in column 2. volume, in L, of hot water used; energy factor in cycles/kWh; and drying option the product has, namely, heat dry or heat on/heat off. total annual energy consumption in kWh; annual standby energy consumption in kWh; drying option the product has, namely, power-dry with fan and heat on, power-dry with fan on and heat off, or power-dry off. power-dry off; and water consumption factor in L/cycle. combination refrigerator-freezer means a household combination refrigerator-freezer that has a defrost system, including a compressor-cycled automatic defrost system and a capacity of 1 105 L (39 cubic feet) or less. (réfrigérateur-congélateur) compressor-cycled automatic defrost system means a defrost system in which the defrosting action for the refrigerated spaces occurs using the natural warming of the evaporator and that is automatically initiated when the compressor is cycled on and automatically terminated when the compressor is cycled off. (dispositif de dégivrage automatique à cycle du compresseur) refrigerator means a household refrigerator that has a capacity of 1 105 L (39 cubic feet) or less and that has a defrost system, including a compressor-cycled automatic defrost system. It does not include a household refrigerator that uses an absorption refrigeration system; or a miscellaneous refrigeration product. (réfrigérateur) Type 5A combination refrigerator-freezer[Repealed, SOR/2019-163, s. 3] For the purposes of these Regulations, the size category of a refrigerator or combination refrigerator-freezer is the capacity range set out below within which the actual size of the product falls or that is closest to the actual size of the product: less than 70 L (2.5 cubic feet); 70 to 126 L (2.5 to 4.4 cubic feet); 127 to 182 L (4.5 to 6.4 cubic feet); 183 to 239 L (6.5 to 8.4 cubic feet); 240 to 295 L (8.5 to 10.4 cubic feet); 296 to 352 L (10.5 to 12.4 cubic feet); 353 to 409 L (12.5 to 14.4 cubic feet); 410 to 465 L (14.5 to 16.4 cubic feet); 466 to 522 L (16.5 to 18.4 cubic feet); 523 to 579 L (18.5 to 20.4 cubic feet); 580 to 635 L (20.5 to 22.4 cubic feet); 636 to 692 L (22.5 to 24.4 cubic feet); 693 to 748 L (24.5 to 26.4 cubic feet); 749 to 805 L (26.5 to 28.4 cubic feet); 806 to 862 L (28.5 to 30.4 cubic feet); or 863 to 1 105 L (30.5 to 39.0 cubic feet). For the purposes of these Regulations, a refrigerator or combination refrigerator-freezer is one of the product types (1) to (7-BI) and (11) to (15I) of Table 1 to CSA C300-15. Energy-using products Refrigerators and combination refrigerator-freezers are prescribed as energy-using products. However, for the purposes of sections 4, 5, 13 to 15 and 43, a refrigerator or combination refrigerator-freezer is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 3 of the table to this section apply to refrigerators and combination refrigerator-freezers described in column 1 that are manufactured during the periods set out in column 4. Testing standard — refrigerators A refrigerator complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a refrigerator as defined in section 39. Testing standard — combination-refrigerator freezers A combination refrigerator-freezer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a combination-refrigerator freezer as defined in section 39. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a refrigerator or combination refrigerator-freezer: its type; the volume of its fresh food compartment; the volume of its freezer compartment, if any; its adjusted volume; and its annual energy consumption, expressed in kilowatt hours. Standard The information must be collected in accordance with one of the following standards: CSA C300-12, if the product was manufactured on or after February 3, 1995 and before September 15, 2014; or CSA C300-15, if the product is manufactured on or after September 15, 2014. [Repealed, SOR/2019-163, s. 7] Definition of freezer In this Subdivision, freezer means a household freezer that has a capacity of 850 L (30 cubic feet) or less. For the purposes of these Regulations, the size category of a freezer is the capacity range set out below within which the actual size of the product falls or that is closest to the actual size of the product: less than 155 L (5.5 cubic feet); 155 to 210 L (5.5 to 7.4 cubic feet); 211 to 267 L (7.5 to 9.4 cubic feet); 268 to 324 L (9.5 to 11.4 cubic feet); 325 to 380 L (11.5 to 13.4 cubic feet); 381 to 437 L (13.5 to 15.4 cubic feet); 438 to 494 L (15.5 to 17.4 cubic feet); 495 to 550 L (17.5 to 19.4 cubic feet); 551 to 607 L (19.5 to 21.4 cubic feet); 608 to 664 L (21.5 to 23.4 cubic feet); 665 to 720 L (23.5 to 25.4 cubic feet); 721 to 777 L (25.5 to 27.4 cubic feet); 778 to 833 L (27.5 to 29.4 cubic feet); or 834 to 850 L (29.5 to 30.0 cubic feet). For the purposes of these Regulations, a freezer is one of the types described in the product types (8) to (10A) and (16) to (18) of Table 1 to CSA C300-15. A freezer is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 13 to 15 and 49, a freezer is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 3 of the table to this section apply to freezers described in column 1 that are manufactured during the periods set out in column 4. A freezer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a freezer as defined in section 45. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a freezer: its total refrigerated volume; its adjusted volume; its annual energy consumption, expressed in kilowatt hours; and its ice freezing capacity, expressed in kilograms per 24 hours. [Repealed, SOR/2019-163, s. 12] conventional cooking top means a cooking top that is not a modular cooking top. (table de cuisson traditionnelle) E means energy consumption, expressed in kilowatt hours per month. (E) electric range means a household electric range. It does not include a portable range that is designed for an electrical supply of 120 V or a microwave oven. (cuisinière électrique) modular cooking top means a cartridge that consists of at least one surface element and that can be plugged into a receptacle on the surface of an electric range. (table de cuisson modulaire) For the purposes of these Regulations, the size category of an electric range that has at least one surface element and at least one oven is one of the following, based on the product’s exterior width: 60.96 cm (24 inches); 76.2 cm (30 inches); 91.44 cm (36 inches); or 121.92 cm (48 inches). For the purposes of these Regulations, an electric range is one of the following types: if it has at least one oven, either self-cleaning or non-self-cleaning; and if it has no oven, all models. An electric range is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 13 to 15 and 55, an electric range is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 2 of the table to this section apply to electric ranges described in column 1 that are manufactured during the periods set out in column 3. An electric range complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C358-03 that are applicable to an electric range as defined in section 51. For the purpose of subsection 5(1) of the Act, the information set out in column 2 of the table to this section must be collected in accordance with CSA C358-03 and provided to the Minister in respect of an electric range described in column 1. volume, in L, of usable oven space; cooking top the product has, namely, conventional or modular; and information that indicates whether product is free-standing or built-in. oven configuration, namely, single oven or double oven; baking mode the product has, namely, normal bake or normal bake with forced convection; information that indicates whether product is free-standing or built-in; and annual clock energy consumption in kWh. volume, in L, of usable oven space for each oven; oven configuration, namely, single oven, double oven or double oven with microwave upper oven; and information that indicates whether product is built-in or wall-mounted. type; exterior oven width; oven configuration, namely, single oven, double oven or double oven with microwave upper oven; information that indicates whether product is built-in or wall-mounted; and annual energy consumption in kWh; and cooking top configuration, namely, conventional or modular. exterior oven width; and Definition of gas range In this Subdivision, gas range means a household propane or natural gas range that has an electrical power source, is used for food preparation and provides at least one of the following functions: surface cooking; oven cooking; and broiling. A gas range is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 59, a gas range is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. Energy efficiency standard The energy efficiency standard that applies to a gas range is that it must not have a continuously burning pilot light. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C358-03 and provided to the Minister in respect of a gas range: the volume of usable oven space, expressed in litres; information that indicates whether the product is built-in or free-standing; and the broiler configuration, namely, open or closed. CSA C749-07 means the CSA standard CAN/CSA-C749-07 entitled Performance of Dehumidifiers. (CSA C749-07) CSA C749-94 means the CSA standard CAN/CSA-C749-94 entitled Performance of Dehumidifiers. (CSA C749-94) dehumidifier means a household appliance that is primarily designed to remove moisture from the air and is self-contained and encased; electrically operated; and mechanically refrigerated. (déshumidificateur) portable dehumidifier means a dehumidifier that is not a whole-home dehumidifier. (déshumidificateur portatif) 10 C.F.R. Appendix X1 means Appendix X1 to Subpart B of Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Dehumidifiers, as amended from time to time. (appendice X1 10 C.F.R.) 10 C.F.R. §430.32(v)(2) means the table to paragraph 430.32(v)(2) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(v)(2)) whole-home dehumidifier means a dehumidifier that is designed to be installed in an air duct. (déshumidificateur à conduit) A dehumidifier is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 63, a dehumidifier is not considered to be an energy-using product unless it is manufactured on or after December 31, 1998; and in the case of a whole-home dehumidifier, it is manufactured on or after June 13, 2019. The energy efficiency standards set out in column 3 of the table to this section apply to dehumidifiers described in column 1 that are manufactured during the periods set out in column 4. A dehumidifier complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a dehumidifier as defined in section 61. For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of a dehumidifier described in column 1. water removal capacity, in L/day; and energy factor, in L/kWh. water removal capacity, in L/day; energy factor, in L/kWh; and standby power, in watts. if product is a portable dehumidifier, water removal capacity, in L/day; if product is a whole-home dehumidifier, case volume in litres (cubic feet); integrated energy factor, in L/kWh; and CSA C388-15 means the CSA standard CAN/CSA-C388-15 entitled Energy performance and capacity measurement of household microwave ovens. (CSA C388-15) microwave oven means a household cooking appliance that is designed to cook or heat food in a compartment by means of microwave energy and includes one that has a thermal element that is designed for the surface browning of food. (four à micro-ondes) 10 C.F.R. Appendix I means Appendix I to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Microwave Ovens, as amended from time to time. (appendice I 10 C.F.R.) 10 C.F.R. §430.32(j)(3) means paragraph 430.32(j)(3) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(j)(3)) For the purposes of these Regulations, a microwave oven is one of the following types: microwave-only oven; countertop convection microwave oven; built-in convection microwave oven; or over-the-range convection microwave oven. A microwave oven is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 68, a microwave oven is not considered to be an energy-using product unless it is manufactured on or after March 31, 2019. The energy efficiency standard for a microwave oven is the standard set out for that type of microwave oven in 10 C.F.R. §430.32(j)(3). A microwave oven complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C388-15 or 10 C.F.R. Appendix I that are applicable to a microwave oven as defined in section 65. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a microwave oven: its volume, expressed in litres (cubic feet); and its standby power, expressed in watts, as collected in accordance with CSA C388-15 or 10 C.F.R. Appendix I. 10 C.F.R. Appendix A means Appendix A to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Refrigerators, Refrigerator-Freezers, and Miscellaneous Refrigeration Products, as amended from time to time. (appendice A 10 C.F.R.) 10 C.F.R. §430.32(aa)(1) means the table to paragraph 430.32(aa)(1) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(aa)(1)) 10 C.F.R. §430.32(aa)(2) means the table to paragraph 430.32(aa)(2) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(aa)(2)) miscellaneous refrigeration product means a household refrigeration product, which includes a cooler and combination cooler refrigeration product, but does not include a refrigerator, refrigerator-freezer or freezer. (appareil de réfrigération divers) For the purposes of these Regulations, a miscellaneous refrigeration product is one of the following types: if it was manufactured on or after January 1, 2008 and before October 28, 2019, a type described in any of the product types (19) or (20) of Table 1 to CSA C300-15; or if it is manufactured on or after October 28, 2019, a cooler of a product class described in 10 C.F.R. §430.32(aa)(1) or a combination cooler refrigeration product of a product class described in 10 C.F.R. §430.32(aa)(2). A miscellaneous refrigeration product is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 13 to 15 and 73, a miscellaneous refrigeration product is not considered to be an energy-using product unless it is manufactured on or after January 1, 2008 and before October 28, 2019, and is a type (19) or (20) as described in Table 1 to CSA C300-15; or it is manufactured on or after October 28, 2019. The energy efficiency standards set out in column 3 of the table to this section apply to miscellaneous refrigeration products described in column 1 that are manufactured during the periods set out in column 4. A miscellaneous refrigeration product complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a miscellaneous refrigeration product as defined in section 70. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a miscellaneous refrigeration product: its annual energy consumption expressed in kilowatt-hours. CSA C300-12 if the product was manufactured on or after January 1, 2008 and before September 15, 2014; CSA C300-15 if the product was manufactured on or after September 15, 2014 and before October 28, 2019; or 10 C.F.R. Appendix A if the product is manufactured on or after October 28, 2019. 10 C.F.R. Appendix U means Appendix U to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Ceiling Fans, as amended from time to time. (appendice U 10 C.F.R.) 10 C.F.R. §430.32(s)(2)(i) means the table to subparagraph 430.32(s)(2)(i) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(s)(2)(i)) ceiling fan means a non-portable device that is suspended from a ceiling for circulating air via the rotation of fan blades. It does not include a ceiling fan if the plane of rotation of the fan blades is greater than 45 degrees from horizontal; a centrifugal ceiling fan; a belt-driven ceiling fan; an oscillating ceiling fan; and a ceiling fan with a maximum rotational speed of 90 RPM and a maximum airflow of 52.1 cubic metres/minute (1840 cubic feet/minute). (ventilateur de plafond) For the purposes of these Regulations, a ceiling fan is one of the following types: very small diameter; standard; hugger; high-speed small-diameter; or large-diameter. A ceiling fan is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 78, a ceiling fan is not considered to be an energy-using product unless it is manufactured on or after January 21, 2020. The energy efficiency standard for a ceiling fan is the standard as set out in 10 C.F.R. §430.32(s)(2)(i). A ceiling fan complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. Appendix U that are applicable to a ceiling fan as defined in section 75. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. Appendix U and provided to the Minister in respect of a ceiling fan: its blade span; its air flow at high speed; its ceiling fan efficiency; and its standby power consumption expressed in watts. CEER means the combined energy efficiency ratio of the product, expressed in British thermal units per watt hour, that constitutes a single measure of its energy efficiency and that integrates standby mode and off mode energy use with on mode energy use. (CEER) CSA C656-05 means the CSA standard CAN/CSA-C656-05 entitled Performance Standard for Split-System and Single-Package Central Air Conditioners and Heat Pumps. (CSA C656-05) CSA C656-14 means the CSA standard CSA-C656-14 entitled Performance Standard for Split-System and Single-Package Central Air Conditioners and Heat Pumps. (CSA C656-14) CSA C746-06 means the CSA standard CAN/CSA-C746-06 entitled Performance Standard for Rating Large and Single Packaged Vertical Air Conditioners and Heat Pumps. (CSA C746-06) CSA C746-98 means the CSA standard CAN/CSA-C746-98 entitled Performance Standard for Rating Large Air Conditioners and Heat Pumps. (CSA C746-98) small-duct and high-velocity, with respect to a single package central air conditioner or a split-system central air conditioner, means one that has an indoor blower and coil combination that produces at least 300 Pa (1.2 inches of water) external static pressure when operated at an air volume rate of 104 to 165 L/s (220 to 350 cubic feet/minute) per nominal ton of cooling;

This provision defines many air-conditioning and heat-pump product types, sets some energy-efficiency standards and reporting/label rules, and requires labels for room air conditioners and portable air conditioners in specified cases.
and uses room outlets that produce velocities greater than 5 m/s (1,000 feet/minute) and that each have an area less than 39 cm2 (6 square inches). (à grand débit et à petits conduits) space-constrained, with respect to a single package central air conditioner or a split system central air conditioner, means one that has a cooling capacity that is less than or equal to 8.79 kW (30,000 Btu/h); and has an outdoor or indoor unit that has an overall displacement that is — or two or more overall exterior dimensions that are — substantially smaller than those of other units of a similar cooling capacity that are usually installed in single-family homes, and with respect to which an increase in the overall displacement or two or more overall exterior dimensions would result in a considerable increase in the usual cost of installation or in a significant loss in the utility of the product to the consumer. (appendice M1 10 C.F.R.) For the purposes of these Regulations, a central air conditioner manufactured on or after January 1, 2023 is one of the following types: single package, other than space-constrained; space-constrained single package; split system, other than space-constrained or small-duct and high-velocity; small-duct and high-velocity split-system; or space-constrained split-system. CEER[Repealed, SOR/2025-110, s. 8] CSA C368.1 means the CSA standard CAN/CSA-C368.1-M90 entitled Performance Standard for Room Air Conditioners. (CSA C368.1) CSA C368.1-14[Repealed, SOR/2025-110, s. 8] CSA C370[Repealed, SOR/2019-163, s. 15] CSA C62301[Repealed, SOR/2025-110, s. 8] off mode[Repealed, SOR/2018-201, s. 18] on mode[Repealed, SOR/2018-201, s. 18] portable air conditioner[Repealed, SOR/2019-163, s. 15] room air conditioner means a single-phase electric air conditioner that has a cooling capacity of 10.55 kW (36,000 Btu/h) or less. It does not include a packaged terminal air conditioner, a portable air conditioner or a single package vertical air conditioner. (climatiseur individuel) standby mode[Repealed, SOR/2018-201, s. 18] TSD D2SA001 means the technical standards document D2SA001 published by the Minister and entitled Testing Standard and Energy Efficiency Standards for Room Air Conditioners. (DNT D2SA001) For the purposes of these Regulations, a room air conditioner is one of the following types: 120 V louvred with reverse cycle; 120 V louvred without reverse cycle; 120 V non-louvred with reverse cycle; 120 V non-louvred without reverse cycle; 120 V casement-only; 120 V casement-slider; 240 V louvred with reverse cycle; 240 V louvred without reverse cycle; 240 V non-louvred with reverse cycle; 240 V non-louvred without reverse cycle; 240 V casement-only; or 240 V casement-slider. Cooling capacity category For the purposes of these Regulations, the cooling capacity category of a room air conditioner is the applicable cooling capacity range set out in Table 2 of CSA C368.1, if the product was manufactured before June 1, 2014; Table 2 to Part 2 of TSD D2SA001, if the product is manufactured on or after June 1, 2014 and before May 26, 2026; and Table 3 to Part 2 of TSD D2SA001, if the product is manufactured on or after May 26, 2026. A room air conditioner is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 112, 114 and 115, a room air conditioner is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 2 of the table to this section apply to room air conditioners that are manufactured during the periods set out in column 3. A room air conditioner complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to a room air conditioner as defined in section 108. For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard or provision set out in column 2 and provided to the Minister in respect of a room air conditioner described in column 1. power input; cooling capacity, in kW (Btu/h); and energy efficiency ratio. Part 1 of TSD D2SA001, for information set out in paragraphs (b) and (c) the product’s CEER. Form of labelling A room air conditioner must be labelled if it was manufactured before June 1, 2014, in the form set out in Schedule 2; or if it is manufactured on or after June 1, 2014, in the form set out in Schedule 3. The label must be displayed on the principal display panel of the product’s package by printing it on that panel; or by affixing to the panel an adhesive tag that is printed on paper that meets the requirements of subsection 14(1) and that has an adhesion capacity that is sufficient to prevent the tag from being dislodged from the packaging under normal handling conditions. AHRI 340/360 means the AHRI standard ANSI/AHRI 340/360-2007 entitled Performance Rating of Commercial and Industrial Unitary Air-Conditioning and Heat Pump Equipment. (AHRI 340/360) CSA C746-17 means the CSA standard CAN/CSA-C746-17 entitled Energy performance rating for large and single packaged vertical air conditioners and heat pumps. (CSA C746-17) IEER means the integrated energy efficiency ratio, expressed in British thermal units per watt hour, that constitutes a single number cooling part-load efficiency metric of a large air conditioner. (IEER) large air conditioner means a commercial or industrial unitary air conditioner with a cooling capacity of at least 19 kW (65,000 Btu/h) but less than 223 kW (760,000 Btu/h). It does not include a single package vertical air conditioner. (climatiseur de grande puissance) 10 C.F.R. Appendix A means Appendix A to Subpart F, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Energy Consumption of Air-Cooled Small (≥65,000 Btu/h), Large, and Very Large Commercial Package Air Conditioning and Heating Equipment, as amended from time to time. (appendice A 10 C.F.R.) A large air conditioner is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 118, a large air conditioner is not considered to be an energy-using product unless in the case of a large air conditioner with a cooling capacity of less than 70 kW, it is manufactured on or after December 31, 1998; and in the case of a large air conditioner with a cooling capacity of 70 kW or more, it is manufactured on or after January 1, 2010. Energy efficiency standards — cooled by air The energy efficiency standards set out in column 3 of Table 1 to this section apply to large air conditioners that are cooled by air and described in column 1 and that are manufactured during the period set out in column 4. Energy efficiency standards — cooled by water The energy efficiency standards set out in column 3 of Table 2 to this section apply to large air conditioners that are cooled by water and described in column 1 and that are manufactured during the period set out in column 4. Energy efficiency standards — cooled by evaporation The energy efficiency standards set out in column 3 of Table 3 to this section apply to large air conditioners that are cooled by evaporation and described in column 1 and that are manufactured during the period set out in column 4. A large air conditioner complies with the energy efficiency standard set out in column 3 if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a large air conditioner as defined in section 116. CSA C746-06 product classification set out in Column II of Table 1 of CSA C746-06; energy efficiency ratio; IEER; and product classification set out in Column II of Table 1 of CSA C746-17; CSA C744-04 means the joint CSA and AHRI standard ANSI/AHRI 310/380-2004/CAN/CSA-C744-04 entitled Standard for Packaged Terminal Air Conditioners and Heat Pumps. (CSA C744-04) CSA C744-14 means the joint CSA and AHRI standard ANSI/AHRI 310/380-2014/CAN/CSA-C744-14 entitled Standard for Packaged Terminal Air Conditioners and Heat Pumps. (CSA C744-14) CSA C744-17 means the joint CSA and AHRI standard ANSI/AHRI 310/380-2017/CAN/CSA-C744-17 entitled Packaged terminal air-conditioners and heat pumps. (CSA C744-17 ) packaged terminal air conditioner means a factory-built packaged terminal air conditioner that consists of a wall sleeve and a separate unencased cooling component and is intended to cool a single room or zone; or consists of a wall sleeve and a separate unencased combination of heating and cooling components and is intended to heat and cool a single room or zone. (climatiseur terminal autonome) A packaged terminal air conditioner is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 122, a packaged terminal air conditioner is not considered to be an energy-using product unless it is manufactured on or after December 31, 1998. The energy efficiency standards set out in column 2 of the table to this section apply to packaged terminal air conditioners that are manufactured during the periods set out in column 3. A packaged terminal air conditioner complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to a packaged terminal air conditioner as defined in section 120. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a packaged terminal air conditioner: its cooling capacity, expressed in kilowatts (British thermal units per hour); its energy efficiency ratio; and if applicable, identification of the product as a replacement unit. The information must be collected in accordance with CSA C744-04, if the product was manufactured on or after December 31, 1998 and before September 30, 2012; CSA C744-14, if the product was manufactured on or after September 30, 2012 and before January 1, 2017; or CSA C744-17, if the product is manufactured on or after January 1, 2017. off mode power consumption means the power consumption when the unit is connected to mains power but is not providing cooling or heating. (consommation d’énergie en mode arrêt) single package central air conditioner means a single-phase or three-phase central air conditioner that is a single package unit and that has a cooling capacity of less than 19 kW (65,000 Btu/h). It does not include a single package vertical air conditioner. (climatiseur central monobloc) through-the-wall means, in respect of a single package central air conditioner, one that has a cooling capacity less than or equal to 8.79 kW (30,000 Btu/h), is designed to be installed through an exterior wall and is manufactured prior to January 1, 2023. (mural) A single package central air conditioner is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 126, a single package central air conditioner is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. Energy efficiency standards — single-phase The energy efficiency standards set out in column 3 of Table 1 to this section apply to single-phase single package central air conditioners described in column 1 that are manufactured during the periods set out in column 4. Energy efficiency standards — three-phase The energy efficiency standards set out in column 3 of Table 2 to this section apply to three-phase single package central air conditioners described in column 1 that are manufactured during the periods set out in column 4. A single package central air conditioner complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a single package central air conditioner as defined in section 124. CSA C656-14 for information set out in paragraphs (a) to (c) product classification set out in column II of Table 1 to CSA C656-14; cooling capacity in kW (Btu/h); seasonal energy efficiency ratio; off mode power consumption, in watts; and phase of electric current. seasonal energy efficiency ratio; and CSA C656-05 for information set out in paragraphs (a) to (c) product classification set out in column II of Table 1 to CSA C656-05; seasonal energy efficiency ratio 2; and seasonal energy efficiency ratio 2; Early compliance A single package central air conditioner that is manufactured on or after January 1, 2025 and before January 1, 2026 is deemed to satisfy the requirements of sections 126 and 127 if it satisfies the requirements of those sections that would have applied to the single package central air conditioner if it had been manufactured on or after January 1, 2026. Definition of single package vertical air conditioner In this Subdivision, single package vertical air conditioner means a single package commercial air conditioner, with or without heating capability, that has its major components arranged vertically, is air-cooled and encased and is intended for mounting through, or on either side of, an exterior wall. It does not include a single package commercial air conditioner that has reverse cycle refrigeration. A single package vertical air conditioner is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 130, a single package vertical air conditioner is not considered to be an energy-using product unless it is manufactured on or after January 1, 2011 and has a cooling capacity of less than 70 kW (240,000 Btu/h). The energy efficiency standards set out in column 2 of the table to this section apply to single package vertical air conditioners described in column 1 that are manufactured during the periods set out in column 3. A single package vertical air conditioner complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C746-17 that are applicable to a single package vertical air conditioner as defined in section 128. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C746-17 and provided to the Minister in respect of a single package vertical air conditioner: its classification as set out in column II of Table 1 to CSA C746-17; its cooling capacity, expressed in kilowatts (British thermal units per hour); and its energy efficiency ratio. split system central air conditioner means a single-phase or three-phase central air conditioner that is a split system and that has a cooling capacity of less than 19 kW (65,000 Btu/h). (climatiseur central bibloc) split-system central air conditioner[Repealed, SOR/2022-265, s. 9] A split system central air conditioner is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 134, a split system central air conditioner is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 3 of Table 1 to this section apply to single-phase split system central air conditioners described in column 1 that are manufactured during the periods set out in column 4. The energy efficiency standards set out in column 3 of Table 2 to this section apply to three-phase split system central air conditioners described in column 1 that are manufactured during the periods set out in column 4. A split system central air conditioner complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a split system central air conditioner as defined in section 132. Seasonal energy efficiency ratio ≥ 13.0 Seasonal energy efficiency ratio 2 ≥ 12.0 For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected and provided to the Minister in respect of a split system central air conditioner described in column 1 and, if applicable, the information must be collected in accordance with the standard set out in column 2. A split system central air conditioner that is manufactured on or after January 1, 2025 and before January 1, 2026 is deemed to satisfy the requirements of sections 134 and 135 if it satisfies the requirements of those sections that would have applied to the split system central air conditioner if it had been manufactured on or after January 1, 2026. Definition of large condensing unit In this Subdivision, large condensing unit means a commercial or industrial condensing unit that is intended for air conditioning applications and that has a cooling capacity of at least 40 kW (135,000 Btu/h) but not more than 70 kW (240,000 Btu/h). A large condensing unit is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 138, a large condensing unit is not considered to be an energy-using product unless it is manufactured on or after December 31, 1998. The energy efficiency standards set out in column 2 of the table to this section apply to large condensing units described in column 1. A large condensing unit complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C746-98 that are applicable to a large condensing unit as defined in section 136. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C746-98 and provided to the Minister in respect of a large condensing unit: its classification as set out in Column II of Table 1 of CSA C746-98; ASHRAE 90.1-16 means ANSI/ASHRAE/IES Standard 90.1-2016, entitled Energy Standard for Buildings Except Low-Rise Residential Buildings. (ASHRAE 90.1-16) chiller means a machine, with or without an integral refrigerant condenser, that is designed to use a refrigerant cycle to remove heat from a liquid and to reject the heat to a cooling medium. (refroidisseur) CSA C743-02 means the CSA standard CAN/CSA-C743-02 entitled Performance Standard for Rating Packaged Water Chillers. (CSA C743-02) CSA C743-09 means the CSA standard CAN/CSA-C743-09 entitled Performance Standard for Rating Packaged Water Chillers. (CSA C743-09) A chiller is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 142, a chiller is not considered to be an energy-using product unless it has an integral refrigerant condenser and is manufactured on or after October 28, 2004. The energy efficiency standards set out in column 2 of the table to this section apply to chillers that are manufactured during the periods set out in column 3. A chiller complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to a chiller as defined in section 140. For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of a chiller described in column 1. net cooling/heating capacity in kW (tons); coefficient of performance; and integrated part-load value or non-standard part-load value and a list of non-standard conditions. net cooling/heating capacity, in kW (tons); coefficient of performance; compliance path for the energy-efficiency standard, namely, Path A or Path B of Table 10 to CSA C743-09; and compliance path for the energy-efficiency standard, namely, Path A or Path B of Table 6.8.1-3 of ASHRAE 90.1-16; integrated part-load value; and list of non-standard conditions for centrifugal chillers designed for non-standard operation. 10 C.F.R. Appendix CC means Appendix CC to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Portable Air Conditioners, as amended from time to time. (appendice CC 10 C.F.R.) dual-duct portable air conditioner means a portable air conditioner that draws some or all of the condenser inlet air from outside the conditioned space through a duct attached to an adjustable window bracket and discharges the condenser outlet air outside the conditioned space by means of a separate duct attached to an adjustable window bracket. (climatiseur portative à deux conduits) portable air conditioner means a single package air conditioner, other than a packaged terminal air conditioner, room air conditioner or dehumidifier, with or without mounted wheels, that is portable and that is designed to deliver cooled and conditioned air to an enclosed space; is powered by single-phase electric current; and has a SACC of less than 19 kW (65,000 Btu/h). (climatiseur portatif) SACC means the seasonally adjusted cooling capacity of the product, expressed in kilowatts (British thermal units per hour), that constitutes the amount of cooling provided to the conditioned space. (SACC) single-duct portable air conditioner means a portable air conditioner that draws all of the condenser inlet air from the conditioned space without the means of a duct and discharges the condenser outlet air outside the conditioned space through a single duct attached to an adjustable window bracket. (climatiseur portatif à un conduit unique) A portable air conditioner is prescribed as an energy-using product. However, a portable air conditioner is not considered to be an energy-using product for the purposes of sections 4 and 5, unless it is manufactured on or after July 1, 2020; and for the purposes of sections 145.1, 147 and 148, unless it is manufactured on or after January 10, 2025. The energy efficiency standard applicable to a portable air conditioner is that it must have a CEER equal to or greater than the result determined by the formula is its SACC, expressed in Btu/h. A portable air conditioner complies with the energy efficiency standard if it meets that standard when tested in accordance with the applicable testing procedures established by 10 C.F.R. Appendix CC. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. Appendix CC and provided to the Minister in respect of a portable air conditioner: its SACC; its CEER; and whether it is a single-duct portable air conditioner or a dual-duct portable air conditioner. Additional information For a product with multiple duct configuration options, the information required by paragraphs 1(a) and (b) must be provided for both applicable duct configurations. A portable air conditioner manufactured on or after January 10, 2025 must be labelled in the form set out in Schedule 4. The label must be displayed on the principal display panel of the product’s package, either CSA C656-14 means the CSA standard CAN/CSA-C656-14 entitled Performance Standard for Split-System and Single-Package Central Air Conditioners and Heat Pumps. (CSA C656-14) CSA C13256-1 means the CSA standard CAN/CSA-C13256-1-01 entitled Water-Source Heat Pumps — Testing and Rating for Performance — Part 1: Water-to-Air and Brine-to-Air Heat Pumps. (CSA C13256-1) small-duct and high-velocity means, with respect to a split system central heat pump or a single package central heat pump, one that has an indoor blower and coil combination that space-constrained, with respect to a single package central heat pump or a split system central heat pump, means one that 10 C.F.R. Appendix M means Appendix M to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Central Air Conditioners and Heat Pumps, as amended from time to time. (appendice M 10 C.F.R.) For the purposes of these Regulations, a central heat pump manufactured on or after January 1, 2023 is one of the following types: CSA C446-94 means the CSA standard CAN/CSA-C446-94 entitled Performance of Ground-Source Heat Pumps. (CSA C446-94) ground-source heat pump means a single package or split-system heat pump that is factory-built, has a cooling or heating capacity of less than 40 kW (135,000 Btu/h) and is intended for application in an open- or closed-loop ground-source system. (thermopompe géothermique) A ground-source heat pump is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 189, a ground-source heat pump is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 2 of the table to this section apply to ground-source heat pumps that are manufactured during the periods set out in column 3. A ground source heat pump complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to a ground source heat pump as defined in section 187. CSA C13256-1, Table 10A, first row, for the open-loop system CSA C13256-1, Table 10A, second row, for the closed-loop system For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a ground-source heat pump: its AHRI type classification; its cooling coefficient of performance; its heating capacity, expressed in kilowatts (British thermal units per hour); its heating coefficient of performance; and the ground-source system for which the product is intended, namely, open-loop, closed-loop or both open-loop and closed-loop. CSA C446-94, if the product was manufactured on or after February 3, 1995 and before June 1, 2006; or CSA C13256-1, if the product is manufactured on or after June 1, 2006. Definition of internal water loop heat pump In this Subdivision, internal water loop heat pump means a water-source single package or split-system heat pump that is factory-built, is intended for installation in an internal water loop system and has a cooling or heating capacity of not more than 40 kW (135,000 Btu/h). An internal water loop heat pump is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 193, an internal water loop heat pump is not considered to be an energy-using product unless it is manufactured on or after February 3, 1995. The energy efficiency standards set out in column 2 of the table to this section apply to internal water loop heat pumps described in column 1. An internal water loop heat pump complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C13256-1 that are applicable to an internal water loop heat pump as defined in section 191. Cooling coefficient of performance ≥ 3.28 with 30°C inlet water Heating coefficient of performance ≥ 4.2 with 20°C inlet water Cooling coefficient of performance ≥ 3.52 with 30°C inlet water For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C13256-1 and provided to the Minister in respect of an internal water loop heat pump: its voltage; its cooling coefficient of performance with 30°C inlet water; its heating capacity, expressed in kilowatts (British thermal units per hour); and its heating coefficient of performance with 20°C inlet water. IEER means the integrated energy efficiency ratio, expressed in British thermal units per watt hour, that constitutes a single number cooling part-load efficiency metric of a large heat pump. (IEER) large heat pump means a commercial or industrial unitary heat pump that is intended for air-conditioning and space-heating applications and that has a cooling capacity of at least 19 kW (65,000 Btu/h) but less than 223 kW (760,000 Btu/h). It does not include a single package vertical heat pump. (thermopompe de grande puissance) A large heat pump is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 197, a large heat pump is not considered to be an energy-using product unless in the case of a large heat pump with a cooling capacity that is less than 70 kW, it is manufactured on or after December 31, 1998; and in the case of a large heat pump with a cooling capacity that is greater than or equal to 70 kW, it is manufactured on or after January 1, 2010. The energy efficiency standards set out in column 3 of Table 1 to this section apply to large heat pumps described in column 1 that are manufactured during the periods set out in column 4 and that have no heating section or have an electric heating section. The energy efficiency standards set out in column 3 of Table 2 to this section apply to large heat pumps described in column 1 that are manufactured during the periods set out in column 4 and that have a heating section other than an electric heating section. A large heat pump complies with the energy efficiency standard set out in column 3 if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a large heat pump as defined in section 195. (CSA C744-17) packaged terminal heat pump means a factory-built packaged heat pump that consists of a separate unencased refrigeration system and uses reverse cycle refrigeration as its primary heat source. (thermopompe terminale autonome) A packaged terminal heat pump is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 201, a packaged terminal heat pump is not considered to be an energy-using product unless it is manufactured on or after December 31, 1998. The energy efficiency standards set out in column 2 of the table to this section apply to packaged terminal heat pumps that are manufactured during the periods set out in column 3. A packaged terminal heat pump complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to a packaged terminal heat pump as defined in section 199. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a packaged terminal heat pump: its energy efficiency ratio; CSA C744-04, if the product was manufactured on or after December 31, 1998 and before September 30, 2012; or CSA C744-17, if the product is manufactured on or after September 30, 2012. single package central heat pump means a single-phase or three-phase air-to-air central heat pump that is a single package unit and that has a cooling capacity of less than 19 kW (65,000 Btu/h), but does not include a single package vertical heat pump. The energy efficiency standards set out in column 3 of Table 1 to this section apply to single-phase single package central heat pumps described in column 1 that are manufactured during the periods set out in column 4. The energy efficiency standards set out in column 3 of Table 2 to this section apply to three-phase single package central heat pumps described in column 1 that are manufactured during the periods set out in column 4. CSA C656-14 for information set out in paragraphs (a) to (e) heating capacity in kW (Btu/h); heating seasonal performance factor and the region for the factor; heating seasonal performance factor and the region for the factor; and CSA C656-05 for information set out in paragraphs (a) to (e) heating capacity at 8.3°C (47°F) in kW (Btu/h); information that indicates whether the results from the very low temperature heating test (H4) were included in the calculation of the heating seasonal performance factor 2 for Region V; heating seasonal performance factor 2 for Region V; heating capacity at -15°C (5°F) in kW (Btu/h), if the very low temperature heating test (H4) was conducted; coefficient of performance at -15°C (5°F), if the very low temperature heating test (H4) was conducted; heating capacity at -15°C (5°F) in kW (Btu/h); coefficient of performance at -15°C (5°F); heating seasonal performance factor; and heating seasonal performance factor 2 for region V; coefficient of performance at -15°C (5°F); and A single package central heat pump that is manufactured on or after January 1, 2025 and before January 1, 2026 is deemed to satisfy the requirements of sections 205 and 206 if it satisfies the requirements of those sections that would have applied to the single package central heat pump if it had been manufactured on or after January 1, 2026. Definition of single package vertical heat pump In this Subdivision, single package vertical heat pump means a single package commercial heat pump that is encased, that has its major components arranged vertically and that is air-cooled and uses reverse cycle refrigeration as its primary heat source; and is intended for mounting through, or on either side of, an exterior wall. A single package vertical heat pump is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 209, a single package vertical heat pump is not considered to be an energy-using product unless it is manufactured on or after January 1, 2011 and has a cooling capacity of less than 70 kW (240,000 Btu/h). The energy efficiency standards set out in column 2 of the table to this section apply to single package vertical heat pumps described in column 1 that are manufactured during the periods set out in column 3. A single package vertical heat pump complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C746-17 that are applicable to a single package vertical heat pump as defined in section 207. Energy efficiency ratio ≥ 9.0 Heating coefficient of performance ≥ 3.0 Heating coefficient of performance ≥ 3.3 Energy efficiency ratio ≥ 8.9 Energy efficiency ratio ≥ 8.6 Heating coefficient of performance ≥ 2.9 For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C746-17 and provided to the Minister in respect of a single package vertical heat pump: its classification set out in columns II and III of Table 2 to CSA C746-17; its heating coefficient of performance. split system central heat pump means a single-phase or three-phase air-to-air central heat pump that is a split system and that has a cooling capacity of less than 19 kW (65,000 Btu/h). (thermopompe centrale bibloc) split-system heat pump[Repealed, SOR/2022-265, s. 19] A split system central heat pump is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 213, a split system central heat pump is not considered to be an energy-using product unless it is manufactured on or after December 31, 1998. The energy efficiency standards set out in column 3 of Table 1 to this section apply to single-phase split system central heat pumps described in column 1 that are manufactured during the periods set out in column 4. The energy efficiency standards set out in column 3 of Table 2 to this section apply to three-phase split system central heat pumps described in column 1 that are manufactured during the periods set out in column 4. A split system central heat pump complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a split system central heat pump as defined in section 211. Heating seasonal performance factor (Region V) ≥ 7.1 Seasonal energy efficiency ratio 2 ≥ 14.3 Heating seasonal performance factor 2 (Region V) ≥ 6.0 Heating seasonal performance factor 2 (Region V) ≥ 4.9 Heating seasonal performance factor 2 (Region V) ≥ 5.6 Seasonal energy efficiency ratio 2 ≥ 14.0 Heating seasonal performance factor 2 (Region V) ≥ 5.5 For the purposes of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected and provided to the Minister in respect of a split system central heat pump described in column 1 and, if applicable, the information must be collected in accordance with the standard set out in column 2. A split system central heat pump that is manufactured on or after January 1, 2025 and before January 1, 2026 is deemed to satisfy the requirements of sections 213 and 214 if it satisfies the requirements of those sections that would have applied to the split system central heat pump if it had been manufactured on or after January 1, 2026. CSA P.2 means the CSA standard CAN/CSA-P.2-13 entitled Testing method for measuring the annual fuel utilization efficiency of residential gas-fired or oil-fired furnaces and boilers. (CSA P.2) FER means, in respect of a gas furnace, an oil-fired furnace or an electric furnace, the fan energy rating, which is the annual electrical energy consumption of the furnace fan normalized by annual fan operating hours and the product’s maximum airflow (Qmax). (FER) 10 C.F.R. Appendix AA means Appendix AA to Subpart B of Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Furnace Fans, as amended from time to time. (appendice AA 10 C.F.R.) 10 C.F.R. §430.32(y) means Table 1 to paragraph 430.32(y) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(y)) CSA 2.3 means the CSA standard ANSI Z21.47-2016/CSA 2.3-2016 entitled Gas-Fired Central Furnaces. (CSA 2.3) CSA P.2[Repealed, SOR/2018-201, s. 34] gas furnace means an automatic operating gas-fired central forced air furnace that uses propane or natural gas and has an input rate of not more than 117.23 kW (400,000 Btu/h). It does not include a furnace for a park model trailer or a recreational vehicle. (générateur d’air chaud à gaz) gas furnace for relocatable buildings means a gas furnace that is intended for use in a temporary modular building that can be relocated from one site to another and is marked for use in relocatable buildings. (générateur d’air chaud à gaz pour bâtiments relocalisables) manufactured home means a factory-built, single- or multiple-section, one-storey dwelling that is designed and constructed for year-round occupancy; is designed to be transported to its installation site; and is ready for occupancy when it is installed in accordance with the manufacturer’s installation instructions. (maison usinée) replacement non-condensing gas furnace means a non-condensing gas furnace that is marked for use as a replacement for a non-condensing gas furnace in a manufactured home. (générateur d’air chaud à gaz sans condensation de remplacement) space-constrained, with respect to a gas furnace, means one that uses single-phase electric current; and that has an overall displacement that is — or two or more overall exterior dimensions that are — substantially smaller than those of other units of a similar heating capacity that are usually installed in single-family homes, and through-the-wall means, with respect to a gas furnace, one that is designed and marketed to be installed in an opening in an exterior wall that is fitted with a weatherized sleeve. (mural) A gas furnace is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 259, a gas furnace is not considered to be an energy-using product if it was manufactured before February 3, 1995; it is a gas furnace for relocatable buildings that is manufactured before July 3, 2019; or it is a replacement non-condensing gas furnace that is manufactured before July 3, 2019. The energy efficiency standards set out in column 3 of the table to this section apply to gas furnaces described in column 1 that are manufactured during the periods set out in column 4. A gas furnace complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a gas furnace as defined in section 257. (générateur d’air chaud à mazout) An oil-fired furnace is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 263, an oil-fired furnace is not considered to be an energy-using product unless it is manufactured on or after December 31, 1998. The energy efficiency standards set out in column 2 of the table to this section apply to oil-fired furnaces that are manufactured during the periods set out in column 3. An oil-fired furnace complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to an oil-fired furnace as defined in section 261. Annual fuel utilization efficiency ≥ 83% FER ≤ FER for product class “Non-Weatherized, Non-Condensing Oil Furnace Fan (NWO-NC)”, set out in 10 C.F.R. §430.32(y) For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of an oil-fired furnace described in column 1. input rate, in kW (Btu/h); and seasonal energy utilization efficiency. (CSA P.4.1) CSA P.4.1-15 means the CSA standard CAN/CSA P.4.1-15 entitled Testing Method for Measuring Annual Fireplace Efficiency. (CSA P.4.1-15) decorative gas fireplace means a vented fireplace that is fuelled by natural gas or propane, is marked for decorative use only and is not equipped with a thermostat or intended for use as a heater. (foyer à gaz décoratif) gas fireplace means a decorative gas fireplace or a heating gas fireplace. (foyer à gaz) heating gas fireplace means a vented fireplace that is fuelled by natural gas or propane and is not a decorative gas fireplace. (foyer à gaz de chauffage) A gas fireplace is prescribed as an energy-using product. However, a gas fireplace is not considered to be an energy-using product for the purposes of sections 4, 5 and 7, unless it is manufactured on or after June 1, 2003; or for the purpose of section 266.1, unless it is manufactured on or after January 1, 2020. The energy efficiency standards set out in column 3 of the table to this section apply to gas fireplaces described in column 1 that are manufactured during the periods set out in column 4. A gas fireplace complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a gas fireplace as defined in section 265. The product must be capable of automatically extinguishing pilot flame when main gas burner flame is established; automatically extinguishing pilot flame when main gas burner flame is extinguished; if it has the capability of being manually switched to a mode of continuous pilot operation, preventing pilot flame from burning continuously for more than seven days; or in absence of any automatic or manual adjustment to main gas burner flame height or appearance, preventing any ignition source for the main gas burner flame from operating continuously for more than seven days. Must have a direct vent configuration, unless it is marked for replacement use only. Fireplace efficiency ≥ 50% For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a gas fireplace: the type of fuel it uses; its maximum and minimum input rates, expressed in kilowatts (British thermal units per hour); the fireplace efficiency; information that indicates whether it is freestanding, zero-clearance or an insert; the type of ignition system it uses; the venting configuration the product has, namely, natural venting, direct venting or powered venting; information that indicates whether the product is a decorative gas fireplace or a heating gas fireplace; and if the product is a decorative gas fireplace that is manufactured on or after January 1, 2020, information that indicates whether it is intended for use as a replacement unit. CSA P.4.1, if the product was manufactured on or after June 1, 2003 and before January 1, 2017; or CSA P.4.1-15, if the product is manufactured on or after January 1, 2017. CSA P.11 means the CSA standard CAN/CSA-P.11-07 entitled Testing Method for Measuring Efficiency and Energy Consumption of Gas-fired Unit Heaters. (CSA P.11) gas-fired unit heater means a self-contained, automatically controlled, vented, gas-burning appliance that distributes warmed air without the use of ducts and that has an input rate of not more than 2 931 kW (10,000,000 Btu/h). (aérotherme à gaz) A gas-fired unit heater is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 270, a gas-fired unit-heater is not considered to be an energy-using product unless it is manufactured on or after August 8, 2008. The following energy efficiency standards apply to a gas-fired unit heater: its thermal efficiency must be at least 80% at the maximum heat input nominal capacity; and it must be equipped with an intermittent ignition device and a power-vented system, an automatic vent damper, or an automatic flue damper. A gas-fired unit heater complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA P.11 that are applicable to a gas-fired unit heater as defined in section 268. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA P.11 and provided to the Minister in respect of a gas-fired unit heater: the type of ignition system it has; the venting configuration it has, namely, a power-vented system, an automatic vent damper or an automatic flue damper; its maximum heat input and output nominal capacities, expressed in kilowatts; its thermal efficiency when at the maximum heat input nominal capacity; its electricity consumption, expressed in kilowatt hours, when at the maximum nominal heat input capacity; and if it is a modulating or staged control gas-fired unit heater, its reduced heat input and output nominal capacities, expressed in kilowatts, and its electricity consumption, expressed in kilowatt hours, when at reduced heat input nominal capacity. Definition of electric furnace In this Subdivision, electric furnace means an automatic operating central forced air furnace that uses single-phase electric current to heat one or more electrical resistance heating elements and has an input rate of not more than 65.92 kW (225,000 Btu/h). It does not include an electric furnace that produces at least 300 Pa (1.2 inches of water) external static pressure when operated at an air volume rate of 104 to 165 L/s (220 to 350 ft3/min) per nominal ton of cooling in the highest default cooling airflow-control setting; and uses room outlets that produce velocities greater than 5 m/s (1,000 ft/min) and each have an area less than 39 cm2 (6 square inches). An electric furnace is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 274, an electric furnace is not considered to be an energy-using product unless it is manufactured on or after July 3, 2019. The energy efficiency standard that applies to an electric furnace is that its FER must be less than or equal to the FER for product class “Non-Weatherized, Electric Furnace/Modular Blower Fan”, set out in 10 C.F.R. §430.32(y). An electric furnace complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. Appendix AA that are applicable to an electric furnace as defined in section 272. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. Appendix AA and provided to the Minister in respect of an electric furnace: its maximum heat input nominal capacity, expressed in kilowatts (British thermal units per hour); its FER, expressed in watts per 472 L/s (watts per 1000 ft3/min); and its maximum airflow (Qmax), expressed in L/s (ft3/min). CSA C439-18 means the CSA standard CAN/CSA-C439-18 entitled Laboratory methods of test for rating the performance of heat/energy-recovery ventilators. (CSA C439-18) energy-recovery ventilator means a factory-built packaged unit that has fans or blowers, has a maximum rated airflow of not more than 142 L/s (300 ft3/min) at 0°C and transfers heat and moisture between two isolated airstreams. (ventilateur-récupérateur d’énergie) heat-recovery ventilator means a factory-built packaged unit that has fans or blowers, has a maximum rated airflow of not more than 142 L/s (300 ft3/min) at 0°C and transfers heat between two isolated airstreams. (ventilateur-récupérateur de chaleur) sensible heat recovery efficiency means, in respect of an energy-recovery ventilator or a heat-recovery ventilator, the ratio of the net sensible energy recovered by the unit’s supply airstream, as adjusted to account for the unit’s external and internal energy gains and losses, to the maximum sensible energy that would be recovered if the unit had an infinite transfer area. (efficacité de récupération de chaleur sensible) An energy-recovery ventilator is prescribed as an energy-using product. However, for the purposes of sections 4 and 5, an energy-recovery ventilator is not considered to be an energy-using product unless it is manufactured on or after January 1, 2020. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C439-18 and be provided to the Minister in respect of an energy-recovery ventilator: its maximum rated airflow at 0°C; its sensible heat recovery efficiency at 0°C and the associated net supply airflow, expressed in L/s, and electrical power consumption, expressed in watts; and unless the unit is marked for use only where the outdoor design temperature is greater than or equal to -10°C, its sensible heat recovery efficiency at -25°C and the associated net supply airflow, expressed in L/s. A heat-recovery ventilator is prescribed as an energy-using product. However, for the purposes of sections 4 and 5, a heat-recovery ventilator is not considered to be an energy-using product unless it is manufactured on or after January 1, 2020. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C439-18 and be provided to the Minister in respect of a heat-recovery ventilator: ASHRAE 103 means the ANSI/ASHRAE standard 103-2007 entitled Method of Testing for Annual Fuel Utilization Efficiency of Residential Central Furnaces and Boilers. (ASHRAE 103) automatic water temperature adjustment device means a device that adjusts the temperature of the water supplied by a boiler to ensure that an incremental change in inferred heat load produces a corresponding incremental change in the temperature of the water supplied or, if the boiler fires at a single input rate, automatically allows the burner or heating element to fire only when the device has determined that the inferred heat load cannot be met by the residual heat of the water in the system; and when there is no inferred heat load, limits the water temperature in the boiler to not more than 60°C. (dispositif automatique de réglage de la température de l’eau) CSA P.2 means the CSA standard CAN/CSA-P.2-13 entitled Testing Method for Measuring the Annual Fuel Utilization Efficiency of Residential Gas-Fired or Oil-Fired Furnaces and Boilers. (CSA P.2) 10 C.F.R. Appendix A means Appendix A to Subpart E, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Thermal Efficiency and Combustion Efficiency of Commercial Packaged Boilers, as amended from time to time. (appendice A 10 C.F.R.) CGA P.2 means the CGA standard CGA P.2-1991 entitled Testing Method for Measuring Annual Fuel Utilization Efficiencies of Residential Furnaces and Boilers. (CGA P.2) CSA P.2[Repealed, SOR/2019-164, s. 14] gas boiler means a boiler that uses exclusively propane or natural gas, is intended for application in a low pressure steam, or hot water, central heating system and has an input rate of not more than 2 930.71 kW (10,000,000 Btu/h). (chaudière à gaz) For the purpose of these Regulations, a gas boiler is one of the following types: household, if it has an input rate of less than 87.92 kW (300,000 Btu/h); or commercial, if it is has an input rate of greater than or equal to 87.92 kW (300,000 Btu/h) but not more than 2 930.71 kW (10,000,000 Btu/h). A gas boiler is prescribed as an energy-using product. However, a gas boiler is not considered to be an energy-using product for the purpose of section 4 unless it is a household gas boiler that is manufactured on or after June 30, 1999, or it is a commercial gas boiler that is manufactured on or after January 1, 2025; and for the purposes of sections 5 and 317 unless it is a household gas boiler that is manufactured on or after December 31, 1998, or it is a commercial gas boiler that is manufactured on or after January 1, 2025. Energy efficiency standards — household The energy efficiency standards set out in column 3 of Table 1 to this section apply to household gas boilers described in column 1 that are manufactured during the periods set out in column 4. Testing standard — household A household gas boiler complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 of Table 1 that are applicable to a gas boiler as defined in section 315. Energy efficiency standards — commercial The energy efficiency standards set out in column 2 of Table 2 to this section apply to commercial gas boilers described in column 1 that are manufactured on or after January 1, 2025. Testing standard — commercial A commercial gas boiler complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. Appendix A that are applicable to a gas boiler as defined in section 315. (chaudière à mazout) For the purpose of these Regulations, an oil-fired boiler is one of the following types: An oil-fired boiler is prescribed as an energy-using product. However, an oil-fired boiler is not considered to be an energy-using product for the purpose of section 4, unless it is a household oil-fired boiler that is manufactured on or after June 30, 1999, or it is a commercial oil-fired boiler that is manufactured on or after January 1, 2025; and for the purposes of sections 5 and 321, unless it is a household oil-fired boiler that is manufactured on or after December 31, 1998, or it is a commercial oil-fired boiler that is manufactured on or after January 1, 2025. The energy efficiency standards set out in column 3 of Table 1 to this section apply to household oil-fired boilers described in column 1 that are manufactured during the periods set out in column 4. A household oil-fired boiler complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 of Table 1 that are applicable to an oil-fired boiler as defined in section 319. Energy-efficiency standards — commercial The energy efficiency standards set out in column 2 of Table 2 to this section apply to commercial oil-fired boilers described in column 1 that are manufactured on or after January 1, 2025. Testing Standard — commercial A commercial oil-fired boiler complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. Appendix A that are applicable to an oil-fired boiler as defined in section 319. Annual fuel utilization efficiency ≥ 85% Standby power ≤ 11 W Off-mode power ≤ 11 W Annual fuel utilization efficiency ≥ 86% Annual fuel utilization efficiency ≥ 84% For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of an oil-fired boiler described in column 1. power burner’s PE; water pump’s BE; average annual electrical energy consumption (EAE), in kWh; if product is manufactured on or after September 1, 2012, type of automatic water temperature adjustment device product has, if any. Definition of electric boiler In this Subdivision, electric boiler means a boiler that uses electric energy as a source of heat, is intended for application in a hot water central heating system, has an input rate of less than 88 kW (300,000 Btu/h) and is not equipped with tankless domestic water heating coils. An electric boiler is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 325, an electric boiler is not considered to be an energy-using product unless it is manufactured on or after September 1, 2012. The energy efficiency standard that applies to an electric boiler is that it must be equipped with an automatic water temperature adjustment device without which the boiler is not operable. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of an electric boiler: its input rate, expressed in kilowatts, collected in accordance with ASHRAE 103; and the type of automatic water temperature adjustment device that it has. CSA P.3-15 means the CSA standard CAN/CSA-P.3-15 entitled Testing method for measuring energy consumption and determining efficiencies of gas-fired and fuel oil-fired water heaters. (CSA P.3-15) electric water heater means a stationary electric storage tank water heater that is intended for use on a pressurized water system and has a Vr of at least 50 L (13.21 US gallons). (chauffe-eau électrique) first-hour rating means, in respect of an electric water heater, gas-fired storage water heater or oil-fired water heater, the measure of the maximum volume of hot water that the water heater can supply within an hour that begins when the water in the water heater is fully heated. (capacité de première heure) gas-fired instantaneous water heater means a flow-activated water heater that uses propane or natural gas for fuel, has a Vr that is less than or equal to 38 L (10 US gallons) and has an input rate to Vr ratio of at least 309 W/L (4,000 Btu/h/US gallon). (chauffe-eau instantané au gaz) gas-fired storage water heater means a stationary gas-heated water container that uses propane or natural gas for fuel and has a Vr of at least 76 L (20 US gallons). (chauffe-eau à réservoir alimenté au gaz) oil-fired water heater means a water heater that uses oil for fuel and has a Vr of at least 76 L (20 US gallons). (chauffe-eau à mazout) 10 C.F.R. Appendix A means Appendix A to Subpart G, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Thermal Efficiency and Standby Loss of Gas-Fired and Oil-Fired Storage Water Heaters and Storage-Type Instantaneous Water Heaters, as amended from time to time. (appendice A 10 C.F.R.) 10 C.F.R. Appendix E means Appendix E to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Water Heaters, as amended from time to time, except for sections 5.1.1 and 5.1.2. (appendice E 10 C.F.R.) Veff means the effective storage volume, expressed in litres, of a water heater’s storage tank, as determined in accordance with 10 C.F.R. Appendix E. (Veff) Vr means the nominal volume, expressed in litres, of a water heater’s storage tank. (Vr) Vs means the measured storage volume, expressed in litres, of a water heater’s storage tank. (Vs) Interpretation — draw pattern In this Division, a reference to a “very-small-usage” draw pattern is to be read as a reference to the draw pattern set out in Table III.1 to section 5.5 of 10 C.F.R. Appendix E; a “low-usage” draw pattern is to be read as a reference to the draw pattern set out in Table III.2 to section 5.5 of 10 C.F.R. Appendix E; a “medium-usage” draw pattern is to be read as a reference to the draw pattern set out in Table III.3 to section 5.5 of 10 C.F.R. Appendix E; and a “high-usage” draw pattern is to be read as a reference to the draw pattern set out in Table III.4 to section 5.5 of 10 C.F.R. Appendix E. bottom inlet means a cold water inlet, other than one with a dip tube, that enters near the bottom of the water heater’s storage tank. (entrée inférieure) CSA C191-04 means the CSA standard CAN/CSA-C191-04 entitled Performance of Electric Storage Tank Water Heaters for Domestic Hot Water Service. (CSA C191-04) electric water heater[Repealed, SOR/2025-110, s. 46] 10 C.F.R. Appendix B means Appendix B to Subpart G, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Standby Loss of Electric Storage Water Heaters and Storage-Type Instantaneous Water Heaters, as amended from time to time. (appendice B 10 C.F.R.) For the purpose of these Regulations, an electric water heater is one of the following types: household, if it has an input rate of less than or equal to 12 kW (40,982 Btu/h); or commercial, if it is has an input rate of greater than 12 kW (40,982 Btu/h). An electric water heater is prescribed as an energy-using product. However, an electric water heater is not considered to be an energy-using product for the purposes of sections 4 and 5, unless it is a household electric water heater that is manufactured on or after February 3, 1995, or a commercial electric water heater that is manufactured on or after January 1, 2020; and for the purposes of section 372, unless it is a household electric water heater that is manufactured on or after February 3, 1995, a commercial electric water heater that is manufactured on or after January 1, 2020, or a commercial electric water heater with a Vr that is less than or equal to 530 L (140 US gallons). The energy efficiency standards set out in column 3 of the table to this section apply to an electric water heater described in column 1 that is manufactured during the periods set out in column 4. An electric water heater described in column 1 complies with the energy efficiency standard set out in column 3 if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to an electric water heater as defined in subsection 369(1). For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of an electric water heater described in column 1. Vs; standby loss, in %/hr; and Vs; and An electric water heater that is manufactured on or after May 6, 2028 and before May 6, 2029 is deemed to satisfy the requirements of sections 372 and 373 if it satisfies the requirements of those sections that would have applied to the electric water heater if it had been manufactured on or after May 6, 2029. CSA P.3-04 means the CSA standard CAN/CSA-P.3-04 entitled Testing Method for Measuring Energy Consumption and Determining Efficiencies of Gas-Fired Storage Water Heaters. (CSA P.3-04) gas-fired storage water heater[Repealed, SOR/2025-110, s. 50] replacement unit means a commercial gas-fired storage water heater that is marked for replacement installations only. (unité de remplacement) For the purpose of these Regulations, a gas-fired storage water heater is one of the following types: household, if it has an input rate of less than or equal to 21.97 kW (75,000 Btu/h); or commercial, if it is has an input rate of greater than 21.97 kW (75,000 Btu/h). A gas-fired storage water heater is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 376, a gas-fired storage water heater is not considered to be an energy-using product unless it is a household gas-fired storage water heater that is manufactured on or after February 3, 1995; or it is a commercial gas-fired storage water heater that is manufactured on or after July 1, 2023. Energy-efficiency standards — household The energy efficiency standards set out in column 3 of Table 1 to this section apply to household gas-fired storage water heaters described in column 1 that are manufactured during the periods set out in column 4. A household gas-fired storage water heater complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 of Table 1 that are applicable to a gas-fired storage water heater as defined in subsection 369(1). The energy efficiency standards set out in column 3 of Table 2 to this section apply to commercial gas-fired storage water heaters described in column 1 that are manufactured on or after July 1, 2023. A commercial gas-fired storage water heater complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 of Table 2 that are applicable to a gas-fired storage water heater as defined in subsection 369(1). (CSA B211-00) oil-fired water heater[Repealed, SOR/2025-110, s. 53] For the purpose of these Regulations, an oil-fired water heater is one of the following types: household, if it has an input rate of less than or equal to 30.5 kW (105,000 Btu/h); or commercial, if it is has an input rate of greater than 30.5 kW (105,000 Btu/h). An oil-fired water heater is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 380, an oil-fired water heater is not considered to be an energy-using product unless it is a household oil-fired water heater that is manufactured on or after February 3, 1995; or it is a commercial oil-fired water heater that is manufactured on or after January 1, 2020. The energy efficiency standards set out in column 3 of Table 1 to this section apply to household oil-fired water heaters described in column 1 that are manufactured during the period set out in column 4. A household oil-fired water heater complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 of Table 1 that are applicable to an oil-fired water heateras defined in subsection 369(1). The energy efficiency standards set out in column 2 of Table 2 to this section apply to commercial oil-fired water heaters described in column 1 that are manufactured on or after January 1, 2020. A commercial oil-fired water heater complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 of Table 2 that are applicable to an oil-fired water heater as defined in subsection 369(1). For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of an oil-fired water heater described in column 1. CSA B211-00, if a certification body has verified that product is in compliance with the energy efficiency standard set out in any of paragraphs 3(a), 4(a), 5(a) and 6(a) of Table 1 to section 380 CSA P.3-15, if a certification body has verified that product is in compliance with the energy efficiency standard set out in any of paragraphs 3(b), 4(b), 5(b) and 6(b) of Table 1 to section 380 input rate, kW (Btu/h); energy factor; and uniform energy factor and Vs, if a certification body has verified that product is in compliance with the energy efficiency standard set out in any of paragraphs 3(b), 4(b), 5(b) and 6(b) of Table 1 to section 380. Vs. standby loss, in W. gas-fired instantaneous water heater[Repealed, SOR/2025-110, s. 56] maximum flow rate means, in respect of a gas-fired instantaneous water heater, the maximum litres per minute (gallons per minute) of hot water that can be supplied by the water heater while operating in a steady state and maintaining a nominal temperature rise of 37.3°C (67°F). (débit maximal) 10 C.F.R. Appendix C means Appendix C to the Subpart G, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Thermal Efficiency and Standby Loss of Gas-Fired and Oil-Fired Instantaneous Water Heaters and Hot Water Supply Boilers (Other Than Storage-Type Instantaneous Water Heaters), as amended from time to time. (appendice C 10 C.F.R.) For the purpose of these Regulations, a gas-fired instantaneous water heater is one of the following types: household, if it has an input rate of less than 58.56 kW (200,000 Btu/h), has a Vr of no greater than 7.6 L (2 US gallons) and is designed to provide hot water at a temperature no greater than 82°C (180°F); or commercial, if it is not described in paragraph (a). A gas-fired instantaneous water heater is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 385, a gas-fired instantaneous water heater is not considered to be an energy-using product unless it is a household gas-fired instantaneous water heater that is manufactured on or after January 1, 2020; or it is a commercial gas-fired instantaneous water heater that is manufactured on or after July 1, 2023. The energy efficiency standards set out in column 3 of the table to this section apply to gas-fired instantaneous water heaters described in column 1 that are manufactured during the period set out in column 4. Testing standards A gas-fired instantaneous water heater complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a gas-fired instantaneous water heater as defined in subsection 369(1). For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of a gas-fired instantaneous water heater described in column 1. the type of fuel used; maximum flow rate. maximum flow rate; and ANSI C78.20[Repealed, SOR/2025-110, s. 60] ANSI C78.79 means the ANSI standard ANSI C78.79-2014 entitled American National Standard for Electric Lamps — Nomenclature for Envelope Shapes Intended for Use with Electric Lamps. (ANSI C78.79) ANSI C79.1[Repealed, SOR/2018-201, s. 42] ANSI C81.61 means the ANSI standard ANSI C81.61-2016 entitled American National Standard for Electrical Lamp Bases — Specifications for Bases (Caps) for Electric Lamps. (ANSI C81.61) appliance lamp[Repealed, SOR/2025-110, s. 60] CIE 13.3 means the CIE standard CIE 013.3-1995 entitled Method of Measuring and Specifying Colour Rendering Properties of Light Sources. (CIE 13.3) CIE 15 means the CIE standard CIE 015:2004 entitled Colorimetry. (CIE 15) coloured lamp[Repealed, SOR/2025-110, s. 60] colour rendering index means the measured degree of colour shift that objects undergo when they are illuminated by a light source as compared with the colour of those same objects when they are illuminated by a reference source of comparable colour temperature. (indice de rendu des couleurs) former Regulations means these Regulations as they read immediately before the day on which subsection 1(2) of the Regulations Amending the Energy Efficiency Regulations, 2016 (Amendment 18) comes into force. (règlement antérieur) IES Handbook means the IES publication entitled Lighting Handbook, 9th edition. (Manuel IES) IES LM16 means the IES standard IES LM-16-1993 entitled Practical Guide to Colorimetry of Light Sources. (IES LM16) IES LM45[Repealed, SOR/2025-110, s. 60] IES LM49[Repealed, SOR/2025-110, s. 60] IES LM65[Repealed, SOR/2025-110, s. 60] incandescent reflector lamp[Repealed, SOR/2025-110, s. 60] infrared lamp[Repealed, SOR/2025-110, s. 60] lamp efficacy means the number of lumens per watt determined by dividing a lamp’s luminous flux by its power, measured under equilibrium conditions at the time of determining the luminous flux; and in the case of a general service incandescent reflector lamp, rounding the number calculated under paragraph (a) to the nearest half number. (efficacité lumineuse) modified spectrum lamp[Repealed, SOR/2025-110, s. 60] plant lamp means a lamp that is designed and marketed for plant growing applications and that emits its highest radiant power peaks in the range of 440 to 490 nm, 620 to 740 nm or both of these ranges of the electromagnetic spectrum. (lampe pour horticulture) rough service lamp[Repealed, SOR/2025-110, s. 60] shatter-resistant lamp[Repealed, SOR/2025-110, s. 60] silver bowl lamp[Repealed, SOR/2025-110, s. 60] submersible lamp[Repealed, SOR/2025-110, s. 60] vibration service lamp[Repealed, SOR/2025-110, s. 60] Label required Every general service lamp that is manufactured on or after January 1, 2027 and that, for the purpose of sale or lease, is shipped from one province to another or imported into Canada must be labelled in accordance with sections 426 to 429. Former Regulations Sections 425 to 429 of the former Regulations continue to apply in respect of a lamp that is referred to in section 425 of the former Regulations that is manufactured before January 1, 2027. Information on principal display panel The principal display panel of the product’s package must display the following information in the following order: the words “Light output” and “Flux lumineux”, followed by the numerical value of the product’s luminous flux and the word “lumens”; the words “Efficacy” and “Efficacité”, followed by the numerical value of the product’s nominal efficacy and the words “lumens/watt”; the words “Power” and “Puissance”, followed by the numerical value of the product’s nominal power consumption and the word “watts”; the words “Life” and “Durée de vie”, followed by the numerical value of the product’s life and the words “hours” and “heures”, respectively; and the words “Light appearance” and “Apparence de la lumière”, followed by the numerical value of the product’s correlated colour temperature and the upper case letter “K” or the word “Kelvin”. Font and size The words “Light output”, “Flux lumineux”, “Efficacy”, “Efficacité”, “Power”, “Puissance”, “Life”, “Durée de vie”, “Light appearance” and “Apparence de la lumière” must be in the same font and be equal in size. Font and size — units The words “lumens”, “lumens/watt”, “watts”, “hours”, “heures” and “Kelvin” and the upper case letter “K” must be in the same font and be equal in size, but they must not be more than 50% of the size of the words referred to in subsection (2). Font and size — numerical values The numerical values indicating the product’s luminous flux, efficacy, nominal power, life and correlated colour temperature must be in the same font and be equal in size. Three-way lamps If the product is a three-way lamp, the information required by paragraphs (1)(a) to (c) must be displayed for each level of the lamp’s operation. Variable correlated colour temperature If the product has a variable correlated colour temperature, the information required by paragraph (1)(e) must be displayed for the lamp’s range of operation or for each level of its operation. Model number The lamp model number must be indicated on both the product packaging and the lamp itself. Design voltage other than 120 V If the design voltage of the product is other than 120 V, the information required by section 426 may correspond to a voltage of 120 V, followed by the words “at 120 volts” and “à 120 volts”; or the design voltage, followed by the words, “at [design voltage] volts” and “à [tension spécifique]”. If the information corresponds to the design voltage, the following statements must be displayed on the principal display panel: “This product is designed for [design voltage] volts. When used on the normal line voltage of 120 volts, the light output and energy efficiency are noticeably reduced. See [appropriate panel] panel for 120-volt rating.” « Ce produit a été conçu en fonction d’une tension de [tension spécifique] volts. Multiple lamps in common package If more than one type of lamp is included in a common package and their characteristics are not uniform, the principal display panel of the common package must display the following information for each type of lamp: its design voltage; and the information required by section 426, which must be in the size and font specified in that section. [Repealed, SOR/2025-110, s. 64] 10 C.F.R. §430.23(gg) means paragraph 430.23(gg) of Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.23(gg)) appliance lamp means a lamp that is designed and marketed to operate in a household appliance such as a refrigerator, oven or vacuum cleaner; and has a maximum wattage of 40 W. (lampe pour appareil domestique) black light lamp means an ultraviolet lamp that has its highest radiant power peaks in the UV-A band (315 to 400 nm) of the electromagnetic spectrum. (lampe à lumière noire) bug lamp means a lamp that has radiant power peaks above 550 nm on the electromagnetic spectrum and a visible yellow coating. (lampe anti-insectes) CFL means a compact fluorescent lamp that has an integrated or non-integrated single base. It does not include circline or U-shaped lamps. (LFC) coloured lamp means a lamp that is designed and marketed as a coloured lamp and that, in each of its modes of operation, has, if it is an incandescent lamp, a colour rendering index of less than 50, as determined in accordance with CIE 13.3, or a correlated colour temperature of less than 2500 K or greater than 4600 K; and if it is a lamp other than an incandescent lamp, a colour rendering index of less than 40, as determined in accordance with CIE 13.3, or a correlated colour temperature of less than 2500 K or greater than 7000 K. (lampe colorée) fluorescent lamp means a low-pressure mercury, electric-discharge source in which a fluorescing coating transforms some of the ultraviolet energy generated by the mercury discharge into light. (lampe fluorescente) general lighting application means lighting that provides an interior or exterior area with overall illumination. (source d’éclairage général) general service incandescent lamp means a standard incandescent lamp, including a halogen type lamp, that is intended for general lighting applications and that has a medium screw base; has a lumen range of not less than 310 lm and not more than 2600 lm or, in the case of a modified spectrum incandescent lamp, not less than 232 lm and not more than 1950 lm; and is capable of being operated at a voltage that is at least partially within the range from 110 V to 130 V.

This provision defines many lamp and related product categories, including what counts as a general service lamp, several excluded lamp types, and several equipment definitions used in the energy-efficiency rules.
It does not include an appliance lamp, black light lamp, bug lamp, coloured lamp, G-shape lamp — as described in ANSI C78.79 — with a diameter of 127 mm (5 in) or more, infrared lamp, left-hand thread lamp, marine lamp, marine signal service lamp, mine service lamp, plant lamp, R20 short lamp, sign service lamp, silver bowl lamp, showcase lamp or traffic signal lamp. (lampe à incandescence standard) general service incandescent reflector lamp means a lamp in which light is produced by a filament heated to incandescence by an electric current and that contains an inner reflective coating on the outer bulb to direct the light; has an R, PAR, ER, BR, BPAR or similar bulb shape with an E26 medium screw base; has a rated voltage or voltage range that lies at least partially in the range of 115 V to 130 V; has a diameter exceeding 57 mm (2.25 inches); and has a rated wattage of 40 W or higher. It does not include a coloured lamp, rough service lamp, vibration service lamp or R20 short lamp. (lampe-réflecteur à incandescence standard) general service lamp means, subject to subsection (2), an electrical device that is used in general lighting applications and that has a base that complies with ANSI C81.61; is able to operate, in the case of an integrated lamp, at a voltage of 12 V or 24V, a voltage ranging from 100 V to 130 V, a voltage ranging from 220 V to 240 V, or a voltage of 277 V or 347 V; is able to operate at any voltage, in the case of a non-integrated lamp; and has an initial lumen output of at least 310 lm but no more than 3300 lm, or in the case of a modified spectrum incandescent lamp, at least 232 lm but no more than 3300 lm. It includes a CFL, general service incandescent lamp, general service incandescent reflector lamp, general service LED lamp and general service OLED lamp. (lampe standard) general service LED lamp means an integrated or non-integrated lamp that is designed for use in general lighting applications and that uses light-emitting diodes as the primary source of light. (lampe à DEL standard) general service OLED lamp means an integrated or non-integrated lamp that is designed for use in general lighting applications and that uses organic light-emitting diodes as the primary source of light. (lampe à DELO standard) infrared lamp means a lamp that has its highest radiant power peaks in the infrared region of the electromagnetic spectrum (770 nm to 1 mm); has a rated wattage of 125 W or greater; and provides heat as its primary purpose. (lampe infrarouge) integrated, in relation to a lamp, means containing all of the components necessary for the starting and stable operation of the lamp, not including any replaceable or interchangeable parts, and being connected directly to a branch circuit through a base and corresponding socket that comply with ANSI standards. (intégrée) LED downlight retrofit kit means a retrofit kit that is designed and marketed to install into an existing downlight for the purpose of replacing the existing light source and related electrical components with a light source that uses light-emitting diodes as the primary source of light. It includes a kit that employs an ANSI standard lamp base, either integrated or connected to the downlight retrofit by wire leads. (ensemble de conversion à DEL) left-hand thread lamp means a lamp with the direction of threads on the lamp base oriented in the left-hand direction. (lampe à filetage à gauche) light fixture means a complete lighting unit consisting of at least one light source and at least one ballast or driver, together with the parts designed to distribute the light, to position and protect the light sources and to connect the light sources to the power supply. (luminaire) marine lamp means a lamp that is designed and marketed for use on boats and that can operate at a voltage ranging from 12 V to 13.5 V. (lampe marine) modified spectrum incandescent lamp means an incandescent lamp that, when operated at the rated voltage and wattage of the lamp, has a colour point on the CIE 1931 chromaticity diagram, figure 2, page 3 of IES LM16 that lies below the black-body locus; and at least 4 MacAdam steps, as referenced in IES LM16, distant from the colour point of a clear lamp with the same filament and bulb shape, operated at the same rated voltage and wattage. It does not include a coloured lamp. (lampe à incandescence à spectre modifié) R20 short lamp means a lamp that is an R20 incandescent reflector lamp that is designed, labelled and marketed for pool and spa applications and that has a rated wattage of 100 W; and has a maximum overall length of 92 mm (3.625 inches). (lampe courte R20) reflector lamp means a lamp that has an R, PAR, BPAR, BR, ER, MR or similar bulb shape, as described in ANSI C78.79, and that is used to provide directional light. (lampe-réflecteur) rough service lamp means a lamp that is marketed as a rough service lamp and has any of the following filament constructions, as illustrated in figure 6.12 of the IES Handbook: a C-7A or C-11 filament construction with at least five supports exclusive of lead wires; a C-17 filament construction with eight supports exclusive of lead wires; a C-22 filament construction with 16 supports exclusive of lead wires. (lampe à construction renforcée) shatter-resistant lamp means a lamp that is designed and marketed as a shatter-resistant, shatter-proof or shatter-protected lamp and has an external silicone, polytetrafluoroethylene or similar coating applied to it for the purpose of resisting breakage and preventing glass from reaching its environment in the event of breakage. (lampe résistante à l’éclatement) showcase lamp means a lamp that is designed and marketed for use in a showcase, has a T-shape, as described in ANSI C78.79, and has a maximum rated wattage of 75 W. (lampe de vitrine) sign service lamp means a vacuum type or gas-filled lamp that is designed and marketed for use in a sign and that has sufficiently low bulb temperature to permit exposed outdoor use on high-speed flashing circuits; and has a maximum rated wattage of 15 W. (lampe d’enseigne) silver bowl lamp means a lamp that is marketed as a silver bowl lamp and that has an opaque reflective coating that is applied directly to a part of the bulb surface so that the light is reflected toward the lamp base. (lampe à calotte argentée) specialty MR lamp means a lamp that is designed and marketed for a specialty application and that has an MR shape, as described in ANSI C78.79, a diameter of less than or equal to 57 mm (2.25 inches) and a lifetime of 300 hours or less. (lampe MR spécialisée) three-way incandescent lamp means an incandescent lamp that is marketed as a three-way lamp and that employs two filaments, operated separately and in combination, to provide three light levels. (lampe à incandescence à trois intensités) traffic signal lamp means a lamp that is designed and marketed for use in a traffic signal module, as defined in section 523, and that has a lifetime of 8000 hours or greater. (lampe de signalisation routière) TSD D7SB001 means the technical standards document D7SB001 published by the Minister and entitled General Service Lamps: Energy Efficiency Standards for General Service Lamps. (DNT D7SB001) vibration service lamp means a lamp that is sold at retail in packages of one or two, is designed and marketed as a vibration service lamp and has a maximum nominal power of 60 W; and has a C-5, C-7A or C-9 filament construction, as illustrated in figure 6.12 of the IES Handbook, or a similar configuration. (lampe antivibrations) Exclusion — definition of general service lamp The definition general service lamp in subsection (1) does not include a light fixture; an LED downlight retrofit kit; an appliance lamp; a black light lamp; a bug lamp; a coloured lamp; a G-shape lamp, as described in ANSI C78.79, with a diameter of 127 mm (5 inches) or more; a high-intensity discharge lamp; an infrared lamp; a J-, JC-, JCD-, JCS-, JCV-, JCX-, JD-, JS- or JT-shape lamp that does not have an Edison screw base as defined in ANSI C81.61; a lamp that has a wedge base or pre-focus base; a left-hand thread lamp; a marine lamp; a marine signal service lamp; a mine service lamp; an MR-shape lamp that has a first number symbol equal to 16 (diameter equal to 51 mm (2 inches)), as described in ANSI C78.79, operates at 12 V and has a lumen output greater than or equal to 800 lm; a fluorescent lamp other than a CFL; a plant lamp; an R20 short lamp; a reflector lamp that has a first number symbol less than 16 (diameter less than 51 mm (2 inches)), as described in ANSI C78.79, and does not have an E26/E24, E26d, E26/50x39, E26/53x39, E29/28, E29/53x39, E39, E39d, EP39 or EX39 base; an S-shape or G-shape lamp that has a first number symbol less than or equal to 12.5 (diameter less than or equal to 40 mm (1.5625 inches)), as described in ANSI C78.79; a sign service lamp; a silver bowl lamp; a showcase lamp; a specialty MR lamp; a T-shape lamp, other than a CFL, that has a first number symbol less than or equal to 8 (diameter less than or equal to 25 mm (1 inch)), as described in ANSI C78.79, and has a nominal overall length less than 305 mm (12 inches); or a traffic signal lamp. A general service lamp is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 435 and 436, a general service lamp is not considered to be an energy-using product if in the case of a general service incandescent lamp or general service incandescent reflector lamp, it is manufactured before January 1, 2026; or in any other case, it is manufactured before January 1, 2027. Application of former Regulations Sections 4, 5, 424 and 430 to 444 of the former Regulations continue to apply in respect of a lamp that is a CFL, as defined in section 430 of the former Regulations, manufactured before January 1, 2027; a general service lamp, as defined in subsection 433(1) of the former Regulations, manufactured before January 1, 2026; a modified spectrum incandescent lamp, as defined in section 437 of the former Regulations, manufactured before January 1, 2026; or a general service incandescent reflector lamp, as defined in section 441 of the former Regulations, manufactured before January 1, 2026. Non-application — early compliance Subsection (1) does not apply in respect of a lamp that is deemed, under section 436.1, to satisfy the requirements of sections 4, 5, 435 and 436. The energy efficiency standards set out in TSD D7SB001 apply to general service lamps. A general service lamp complies with the energy efficiency standard if it meets that standard when tested in accordance with the applicable testing procedures established by 10 C.F.R. §430.23(gg). For the purposes of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a general service lamp: a description of the lamp, collected in accordance with ANSI C78.79; and the following information, collected in accordance with 10 C.F.R. §430.23(gg): the rated lumen output or, in the case of a three-way lamp, the three rated lumen outputs, in lumens, the rated power or, in the case of a three-way lamp, the three values for rated power, in watts, the rated lamp efficacy, in lm/W, the rated life, in hours, the rated correlated colour temperature or range of correlated colour temperatures, in degrees Kelvin, and the rated colour rendering index. A general service lamp is deemed to satisfy the requirements of sections 4, 5, 435 and 436 if in the case of a general service incandescent lamp or general service incandescent reflector lamp, it was manufactured on or after January 1, 2024 and before January 1, 2026 and satisfies the requirements of sections 4, 5, 435 and 436 that would have applied to the lamp if it had been manufactured on or after January 1, 2026; and in any other case, it was manufactured on or after January 1, 2025 and before January 1, 2027 and satisfies the requirements of sections 4, 5, 435 and 436 that would have applied to the lamp if it had been manufactured on or after January 1, 2027. [Repealed, SOR/2025-110, s. 69] 10 C.F.R. Appendix R means Appendix R to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring Average Lamp Efficacy (LE), Color Rendering Index (CRI), and Correlated Color Temperature (CCT) of Electric Lamps, as amended from time to time. (appendice R 10 C.F.R.) 10 C.F.R. §430.32(n)(4) means the table to paragraph 430.32(n)(4) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(n)(4)) ANSI C78.81 means the ANSI standard ANSI C78.81-2010 entitled American National Standard for Electric Lamps Double-Capped Fluorescent Lamps — Dimensional and Electrical Characteristics. (ANSI C78.81) ANSI C78.901 means the ANSI standard ANSI C78.901-2005 entitled American National Standard for Electric Lamps Single — Based Fluorescent Lamps — Dimensional and Electrical Characteristics. (ANSI C78.901) CSA C819-11 means the CSA standard CAN/CSA-C819-11 entitled Performance of general service fluorescent lamps. (CSA C819-11) CSA C819-16 means the CSA standard CAN/CSA-C819-16 entitled Performance of General Service Fluorescent Lamps. (CSA C819-16) CSA C819-95[Repealed, SOR/2018-201, s. 44] cold temperature fluorescent lamp means a fluorescent lamp that is marketed for outdoor or cold temperature use and that is designed to start at temperatures as low as –29°C (–20°F) when used with a ballast that conforms to the requirements of ANSI C78.81 and ANSI C78.901. (lampe fluorescente pour basses températures) coloured fluorescent lamp means a fluorescent lamp that has a colour rendering index of less than 40, as determined in accordance with CIE 13.3; or a correlated colour temperature of less than 2 500 K or more than 7 000 K, as determined in accordance with the IES standard IES LM-9-09 entitled IES Approved Method for the Electrical and Photometric Measurement of Fluorescent Lamps. (lampe fluorescente colorée) general service fluorescent lamp means a fluorescent lamp that is straight-shaped and has a nominal overall length of 1 200 mm (48 inches), a medium bi-pin base and a nominal power of at least 25 W; is U-shaped and has a nominal overall length of at least 560 mm (22 inches) but not more than 635 mm (25 inches), a medium bi-pin base and a nominal power of at least 25 W; is rapid-start and straight-shaped and has a nominal overall length of 2 400 mm (96 inches) and a recessed double-contact base; is instant-start and straight-shaped and has a nominal overall length of 2 400 mm (96 inches), a single-pin base and a nominal power of at least 49 W; is straight-shaped and standard output and has a nominal overall length of at least 1 125 mm (45 inches) but not more than 1 200 mm (48 inches), a miniature bi-pin base and a nominal power of at least 25 W; is straight-shaped and high output with a nominal overall length of at least 1 125 mm (45 inches) but not more than 1 200 mm (48 inches), a miniature bi-pin base and a nominal power of at least 44 W; or is a physical and electrical equivalent of a lamp described in any of paragraphs (a) to (f). It does not include any of the following: a fluorescent lamp that is marketed as a plant lamp; a cold temperature fluorescent lamp; a coloured fluorescent lamp; a fluorescent lamp that is designed to be impact-resistant; a reflectorized or aperture fluorescent lamp; a fluorescent lamp that is designed for use in reprographic equipment; a fluorescent lamp that is primarily designed to produce ultraviolet radiation; or a fluorescent lamp that has a colour rendering index of at least 87. (lampe fluorescente standard) A general service fluorescent lamp is prescribed as an energy-using product. However, for the purpose of section 4, a general service fluorescent lamp is not considered to be an energy-using product unless it is manufactured on or after December 31, 1996. The energy efficiency standards set out in column 2 of the table to this section apply to general service fluorescent lamps that are manufactured during the periods set out in column 3. A general service fluorescent lamp complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 1 that are applicable to a general service fluorescent lamp as defined in section 445. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a general service fluorescent lamp: its nominal power, expressed in watts; its shape; its nominal overall length; its diameter; its base type; its abbreviation under the designation system in ANSI C78.81, Annex A, and ANSI C78.901, Annex B; its correlated colour temperature; its average colour rendering index; and the average lamp efficacy. CSA C819-11, if the product was manufactured on or after December 31, 1996 and before January 26, 2018; or CSA C819-16 or 10 C.F.R. Appendix R, if the product is manufactured on or after January 26, 2018. CSA C654-10 means the CSA standard CAN/CSA-C654-10 entitled Fluorescent lamp ballast efficacy measurements. (CSA C654-10) CSA C654-14 means the CSA standard CAN/CSA-C654-14 entitled Fluorescent lamp ballast efficacy measurements. (CSA C654-14) fluorescent lamp ballast means a ballast that is designed to start and operate fluorescent lamps by providing the necessary voltage and current, limiting the current during normal operation, and if necessary to facilitate lamp operation, providing cathode heating; designed for a nominal voltage of at least 120 V but not more than 347 V; and described in Table 1A of CSA C654-14. a ballast — other than a T12 dimming ballast — that, by means of an integrated dimming capability, is designed to reduce the output of a fluorescent lamp by 50% or more; a low-frequency T8 ballast that is designed and marketed only for use in an electromagnetic-interference-sensitive environment and that is sold in a package of 10 or fewer; or a program-start ballast that is designed to operate one or more T8 fluorescent lamps with a nominal overall length of 1 200 mm and a medium bi-pin base, and that delivers an average current of less than 140 mA to each lamp. (ballast pour lampes fluorescentes) high-frequency means, in respect of a fluorescent lamp ballast, that the ballast operates the lamp at a frequency of 10 kHz or more. (à haute fréquence) low-frequency means, in respect of a fluorescent lamp ballast, that the ballast operates at a supply frequency of 50 to 60 Hz and operates the lamp at the same frequency as the supply. (à basse fréquence) 10 C.F.R. §430.32(m)(2)(ii)(B) means paragraph 430.32(m)(2)(ii)(B) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(m)(2)(ii)(B)) 10 C.F.R. Appendix Q means Appendix Q to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Fluorescent Lamp Ballasts, as amended from time to time. (appendice Q 10 C.F.R.) T12 dimming ballast means a fluorescent lamp ballast that is designed for a nominal voltage of at least 120 V but not more than 277 V; by means of an integrated dimming capability, is designed to reduce the output of a T12 fluorescent lamp by 50% or more; and is designed to operate one F34T12 fluorescent lamp or two F34T12, F96T12ES or F96T12HO ES fluorescent lamps. (ballast de gradation T12) Table 1A of CSA C654-14 Despite subsection 1(3), a reference in this Subdivision to Table 1A of CSA C654-14 is a reference to that table as it read on the day on which the standard was published. A fluorescent lamp ballast is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 451, a fluorescent lamp ballast is not considered to be an energy-using product if it was manufactured before February 3, 1995; or it was manufactured on or after February 3, 1995 and before November 14, 2014 and is a T12 dimming ballast, is designed to operate a fluorescent lamp other than an F32T8, F34T12, F40T10 or F40T12 rapid-start fluorescent lamp or an F96T12ES, F96T12IS, F96T12HO or F96T12HO ES fluorescent lamp, or is designed to be used in an outdoor sign and to operate two F96T12HO fluorescent lamps in ambient temperatures at or below –28.9°C. The energy efficiency standards set out in column 3 of the table to this section apply to fluorescent lamp ballasts described in column 1 that are manufactured during the periods described in column 4. A fluorescent lamp ballast complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a fluorescent lamp ballast as defined in section 449. CSA C654-10, clause 4 for power factor CSA C654-10, Table 2 for ballast efficacy factor CSA C654-14, clause 4 for power factor CSA C654-14, clause 5.2 for ballast luminous efficiency Must have ballast luminous efficiency that is ≥ that specified for ballast in table to 10 C.F.R. §430.32(m)(2)(ii)(B) For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of a fluorescent lamp ballast described in column 1. ballast efficacy factor; type and number of fluorescent lamps it is designed to operate; and nominal voltage. class number set out in Table 1A of CSA C654-14; ballast luminous efficiency; ballast input power, in watts; total lamp arc power, in watts; and power factor. the type and number of fluorescent lamps it is designed to operate; total lamp arc power, in watts; power factor; and whether it is high-frequency or low-frequency. CSA C863-16 means the CSA standard CAN/CSA C863-16 entitled Energy efficiency of high-intensity discharge (HID) and low-pressure sodium (LPS) lamp ballasts. (CSA C863-16) electronic ballast means a ballast that is controlled by a transistor, thyristor or other active electronic component and in which impedance is provided by capacitive or inductive reactance. (ballast électronique) magnetic-regulated lamp ballast means a ballast that operates at a lagging high power factor and that has three coils; isolated secondary windings; and a constant-voltage regulator that, in conjunction with capacitive reactance, provides power factor correction and lamp wattage regulation. (ballast à régulation magnétique) metal halide lamp ballast means a device that is used to obtain the voltage, current and waveform necessary for starting and operating a metal halide lamp that has a nominal power of at least 50 W but not more than 1 000 W. It does not include any of the following: a magnetic-regulated lamp ballast; a replacement metal halide lamp ballast; or an electronic ballast that is designed for a nominal voltage of 480 V or to operate a lamp at an output frequency of 1000 Hz or more. (ballast pour lampes aux halogénures métalliques) replacement metal halide lamp ballast means a ballast that is marketed for use as replacement ballast for a metal halide luminaire installation and that is sold in a package of 10 or fewer. (ballast pour lampes aux halogénures métalliques de remplacement) 10 C.F.R. §431.324 means section 431.324 of Subpart S, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.324) A metal halide lamp ballast is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 455, a metal halide lamp ballast is not considered to be an energy-using product if it was manufactured before February 10, 2017; or it is manufactured before December 31, 2019 and is capable of using a nominal voltage of 347 V. The energy efficiency standards set out in Table 3 of CSA C863-16 apply to metal halide lamp ballasts. A metal halide lamp ballast complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C863-16 or 10 C.F.R. §431.324 that are applicable to a metal halide lamp ballast as defined in section 453. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C863-16 and provided to the Minister in respect of a metal halide lamp ballast: the efficiency of the lamp and ballast combination, expressed as a percentage; its nominal voltage; its input power, in watts; the power, in watts, of the lamps that the ballast is designed to operate; and its power factor. CSA C22.2 No. 250.0 means the CSA standard C22.2 No. 250.0-08 entitled Luminaires. (CSA C22.2 No. 250.0) ITE VTCSH[Repealed, SOR/2018-201, s. 52] pin-based means, with respect to a socket of a ceiling fan or ceiling fan light kit, one that is designed to hold a fluorescent lamp that is not integrally ballasted and that has a plug-in lamp base. It does not include a GU-24 socket. (à broche) CSA C22.2 No. 250.4 means the CSA standard C22.2 No. 250.4-14 entitled Portable luminaires. (CSA C22.2 No. 250.4) torchiere means a portable luminaire that has a reflector bowl or similar-shaped reflector that directs light in a predominantly upward direction for the purpose of providing indirect lighting and that may be equipped with one or more additional sockets intended for other lighting functions. (torchère) A torchiere is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 509, a torchiere is not considered to be an energy-using product unless it is manufactured on or after January 1, 2007. The energy efficiency standards set out in column 2 of the table to this section apply to torchieres described in column 1 that are manufactured during the periods set out in column 3. A torchiere complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C22.2 No. 250.4 that are applicable to a torchiere as defined in section 507. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C22.2 No. 250.4 and provided to the Minister in respect of a torchiere: information that indicates whether the product has lighting functions additional to those of the bowl; and the total power, expressed in watts, for all lighting functions. [Repealed, SOR/2018-201, s. 53] ceiling fan light kit means equipment that is designed to provide light from a ceiling fan and that is integral to the fan before its retail sale; or attachable to the fan after its retail sale. (ensemble d’éclairage pour ventilateurs de plafond) integrated solid-state lighting circuitry[Repealed, SOR/2024-54, s. 1] non-consumer-replaceable solid-state lighting means the lighting system in a ceiling fan light kit for which the solid-state lighting light source and all components necessary for the starting and stable operation of the light source – that is, the driver, heat sink, intermediate circuitry – cannot be replaced by the consumer without permanently altering the ceiling fan light kit. Furthermore, if the lighting system fails, the entire ceiling fan light kit must be replaced. (éclairage à semi-conducteurs non remplaçable par le consommateur) 10 C.F.R. §430.23(x)(1) means paragraph 430.23(x)(1) of Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.23(x)(1)) 10 C.F.R. §430.32(s)(6) means the table to paragraph 430.32(s)(6) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(s)(6)) A ceiling fan light kit is prescribed as an energy-using product. However, a ceiling fan light kit is not considered to be an energy-using product for the purposes of sections 4 and 5, if it was manufactured before January 1, 2010; and for the purpose of section 517, if it was manufactured before January 1, 2010, if it is manufactured on or after January 1, 2010 and before January 7, 2019, it has a total power less than or equal to 10 W or only pin-based sockets, or if it is manufactured on or after January 7, 2019, it has at least one socket, has maximum wattage markings on each socket that together indicate that the combined total power for the lighting is less than or equal to 70 W and does not have non-consumer-replaceable solid-state lighting. The energy efficiency standards set out in column 3 of the table to this section apply to ceiling fan light kits described in column 1 that are manufactured during the periods set out in column 4. A ceiling fan light kit complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a ceiling fan light kit as defined in section 515. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a ceiling fan light kit: if it has at least one socket, the type of socket and the number of each type of socket; if it has non-consumer-replaceable solid-state lighting, the lighting efficacy, expressed in lumens per watt, and the total light output, expressed in lumens; if it has a pin-based socket, the ballast type; if it is packaged with lamps, their type, brand name and model number; and the total power for the lighting, expressed in watts. The information must be collected in accordance with CSA C22.2 No. 250.0 or 10 C.F.R. §430.23(x)(1). CSA C860 means the CSA standard CAN/CSA C860-11 entitled Performance of Internally Lighted Exit Signs. (CSA C860) exit sign has the same meaning as in CSA C860. It does not include an exit sign that flashes or that is photoluminescent or radioluminescent. (enseigne de sortie) legend means any of the following that is displayed on an exit sign: a representation of a running person, as described in Annex B.1 of the CSA standard CSA C22.2 No. 141 entitled Emergency lighting equipment; and the word “EXIT” or “SORTIE”. (légende) An exit sign is prescribed as an energy-using product. However, for the purpose of section 4, an exit sign is not considered to be an energy-using product unless it is manufactured on or after November 1, 2004. The energy efficiency standards set out in column 2 of the table to this section apply to exit signs described in column 1. An exit sign complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C860 that are applicable to an exit sign as defined in section 519. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C860 and provided to the Minister in respect of an exit sign: its power consumption, expressed in watts; and the number of legends. traffic signal module means a self-contained device that is designed to fit into a traffic signal housing; and provide drivers with movement information by means of a red or green traffic signal indicator that has a nominal diameter of 200 mm (8 inches) or 300 mm (12 inches). (module de signalisation routière) VTCSH Arrow means the Institute of Transportation Engineers standard entitled Vehicle Traffic Control Signal Heads: Light Emitting Diode (LED) Vehicle Arrow Traffic Signal Supplement, dated July 1, 2007. (VTCSH Arrow) VTCSH Circular means the Institute of Transportation Engineers standard entitled Vehicle Traffic Control Signal Heads: Light Emitting Diode (LED) Circular Signal Supplement, dated June 27, 2005. (VTCSH Circular) A traffic signal module is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 525, a traffic signal module is not considered to be an energy-using product unless it is manufactured on or after January 1, 2007. The energy efficiency standards set out in column 3 of the table to this section apply to traffic signal modules described in column 1. Testing Procedures For the purpose of subsection (1), the maximum power and nominal power of a traffic signal module must be determined in accordance with the following procedures: the luminous intensity of the product must be determined in accordance with the procedures established by the standard set out in column 2 that are applicable to a traffic signal module as defined in section 523; the product’s power must be measured using a watt meter that has an accuracy of ± 1%; when determining the product’s maximum power, the product must be mounted in a temperature testing chamber with the lens portion of the product outside the chamber, and operated for a minimum of 60 minutes at a temperature of 74°C and with the temperature in front of the lens maintained at a minimum of 49°C; and when determining the product’s nominal power, the product must be operated for a minimum of 60 minutes at an ambient temperature of 25°C. Maximum power ≤ 13 W Nominal power ≤ 8 W Maximum power ≤ 17 W Nominal power ≤ 11 W Maximum power ≤ 12 W Nominal power ≤ 12 W Maximum power ≤ 15 W Nominal power ≤ 15 W Nominal power ≤ 9 W Maximum power ≤ 11 W For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a traffic signal module: its maximum power, expressed in watts; and its nominal power, expressed in watts. VTCSH Arrow, if the traffic signal module has an arrow traffic signal indicator; or VTCSH Circular, if the traffic signal module has any other traffic signal indicator. pedestrian module means a self-contained device that is designed to fit into a pedestrian signal housing; and to provide pedestrians with movement information by means of a walking person display or a hand display but not by means of a countdown message. (module de signalisation piétonnière) PTCSI means the Institute of Transportation Engineers standard entitled Pedestrian Traffic Control Signal Indicators: Light Emitting Diode (LED) Signal Modules, dated August 4, 2010. (PTCSI) A pedestrian module is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 529, a pedestrian module is not considered to be an energy-using product unless it is manufactured on or after January 1, 2007. The energy efficiency standards set out in column 2 of the table to this section apply to pedestrian modules described in column 1. For the purpose of subsection (1), the maximum power and nominal power of a pedestrian module must be determined in accordance with the following procedures: the luminous intensity of the product must be determined in accordance with the procedures established by PTCSI that are applicable to a pedestrian module as defined in section 527; operated for a minimum of 60 minutes at a temperature of 74°C and with the temperature in front of the lens maintained at a minimum temperature of 49°C; and Maximum power ≤ 16 W Nominal power ≤ 13 W For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with PTCSI and provided to the Minister in respect of a pedestrian module: CSA C62301 means the CSA standard CAN/CSA-C62301:11 entitled Household electrical appliances – Measurement of standby power. (CSA C62301) information display means a clock or other device that provides visual alphanumeric or graphical information or indicates the status of the equipment. (affichage) medical device has the same meaning as in section 1 of the Medical Devices Regulations. (instrument médical) compact audio product means a product that consists of an amplifier and a terrestrial tuner that are encased in a single housing — including a product that can produce sound from another media — and that uses mains power as at least one source of power and has attached or separable speakers. (produit audio compact) off mode means the mode in which the product, while connected to mains power, cannot produce sound or provide any mechanical function and cannot be switched into another mode except by means of a manual switch on the product. (mode arrêt) standby mode means the mode in which the product, while connected to mains power, is not producing sound, providing mechanical function or exchanging data with, or receiving it from, an external source; and can be switched into another mode with a remote control unit, an internal signal or an internal timer. (mode veille) A compact audio product is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 576, a compact audio product is not considered to be an energy-using product unless it is manufactured on or after May 1, 2011. The energy efficiency standards set out in column 2 of the table to this section apply to compact audio products described in column 1 that are manufactured during the periods set out in column 3. A compact audio product complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C62301 that are applicable to a compact audio product as defined in section 574. Must be capable of entering standby mode or off mode. Power consumption of product must be, as applicable, ≤ 3 W in standby mode; and ≤ 1 W in off mode. ≤ 1 W in standby mode with information display active; ≤ 0.5 W in standby mode with information display inactive; ≤ 0.5 W in standby mode when there is no information display; and ≤ 0.5 W in off mode. ≤ 2 W in standby mode with information display active; and For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C62301 and provided to the Minister in respect of a compact audio product: if it was manufactured before January 1, 2013 and has standby mode, its power consumption in that mode, expressed in watts; if it is manufactured on or after January 1, 2013 and has standby mode, its power consumption in that mode, expressed in watts, as applicable, with the information display active, with the information display inactive, and without the information display; if it has standby mode, the period, expressed in minutes, that begins when standby mode is enabled and ends when the measurement of power consumption in that mode is completed; and if it has off mode, its power consumption, expressed in watts, in off mode. off mode means the mode in which the product, while connected to mains power, cannot provide any mechanical function and cannot be switched into another mode with a remote control unit, a timer or another internal or external signal. (mode arrêt) is not producing video or audio output signals, providing any mechanical function or exchanging data with, or receiving it from, an external source; and video product means a household electronic product that is encased in a single housing, requires a power supply device in order to operate and is designed to be connected to mains power; and primarily to do one or both of the following, namely, produce audio and video signals from, or record those signals to, digital or analog media. It does not include a camera or a portable DVD player that has both an integral display screen and a DC power source. (appareil vidéo) A video product is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 580, a video product is not considered to be an energy-using product unless it is manufactured on or after May 1, 2011. The energy efficiency standards set out in column 1 of the table to this section apply to video products that are manufactured during the periods set out in column 2. A video product complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C62301 that are applicable to a video product as defined in section 578. ≤ 0.5 W in standby mode without information display; and For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C62301 and provided to the Minister in respect of a video product: if it has standby mode, the period, expressed in minutes, that begins when standby mode is enabled and ends when the measurement of power consumption in that mode is completed; if it has off mode, its power consumption, expressed in watts, in off mode; and the type of playback or recording technology that it has. off mode means the mode in which the product, while connected to mains power, cannot produce either sound or picture or provide any mechanical function and cannot be switched into another mode with a remote control unit, a timer or another internal or external signal. (mode arrêt) is not producing sound or picture, providing any mechanical function or exchanging data with, or receiving it from, an external source; and television means an analog or digital product, with or without an internal tuner, that is designed primarily for the display and reception of a terrestrial, satellite, cable, Internet Protocol TV or other broadcast or recorded transmission of analog or digital video and audio signals and includes a combination television system in which a television and one or more other devices are encased as a single unit in the television casing; and a component television that has two or more separate components and that is marketed and sold as a television under one model or system designation. It does not include a television that is marketed exclusively for commercial use and is without an internal tuner; or a television that is marketed primarily for use as a computer monitor. (téléviseur) A television is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 584, a television is not considered to be an energy-using product unless it is manufactured on or after May 1, 2011. The energy efficiency standards set out in column 1 of the table to this section apply to televisions that are manufactured during the periods set out in column 2. A television complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by CSA C62301 that are applicable to a television as defined in section 582. ≤ 4 W in standby mode; and For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C62301 and provided to the Minister in respect of a television: if it has standby mode, the period, expressed in minutes, that begins when standby mode is enabled and ends when the measurement of power consumption in standby mode is completed; and adaptive external power supply means an external power supply that, without user intervention and while it is connected to mains power and each output is connected to a load, can alter the output voltage using a digital communication protocol with the end-use product. (bloc d’alimentation externe adaptatif) CSA C381.1 means the CSA standard CAN/CSA-C381.1-08 entitled Test method for calculating the energy efficiency of single-voltage external ac-ac and ac-ac power supplies. (CSA C381.1) CSA C381.1-17 means the CSA standard CAN/CSA C381.1-17 entitled Energy performance of external ac-dc and ac-ac power supplies. (CSA C381.1-17) detachable battery pack means a battery that is encased in an enclosure separate from an end-use product and that is designed to be removed or disconnected from the end-use product for recharging. (bloc-batterie amovible) direct operation external power supply means a power supply device that is capable of operating an end-use product, other than a battery charger, without the assistance of a battery. (bloc d’alimentation externe à fonctionnement direct) external power supply means a single-voltage external power supply or a multiple-voltage external power supply that is designed to be used with a household or office end-use product that constitutes the primary load. It does not include a direct operation external power supply that has a nominal output voltage of less than 3 V and a nominal output current of 1 000 mA or more and that charges the battery of an end-use product that is fully or primarily motor-operated; an indirect operation external power supply that has a nominal output power of greater than 250 W; a device that powers the charger of a detachable battery pack of an end-use product; a device that is an accessory to a medical device; or a device that is solely designed to power solid-state lighting or a ceiling fan that has a direct current motor. (bloc d’alimentation externe) indirect operation external power supply means a power supply device that can only operate an end-use product with the assistance of a battery. (bloc d’alimentation externe à fonctionnement indirect) multiple-voltage external power supply means a device that is designed to convert line voltage AC input into more than one simultaneous lower voltage AC or DC outputs. (bloc d’alimentation externe à tensions multiples) replacement external power supply means an external power supply that is marked as a replacement to be used with a specific end-use product that was manufactured before July 1, 2017. (bloc d’alimentation externe de remplacement) security external power supply means an external power supply manufactured before July 1, 2017 that is designed to convert line voltage AC into lower voltage AC output; has a nominal output power of 20 W or more; and is designed for and marketed with equipment that operates continuously in on mode to perform any of the following principal functions: to monitor, detect, record or provide notification of any intrusion on real property or immovables, or access to real property or immovables or physical assets, to provide notification of threats to personal safety resulting from an intrusion or access referred to in subparagraph (i), to monitor, detect, record or provide notification of fire, gas, smoke, flooding or any other physical threats to real property or immovables, physical assets or personal safety, or to deter or control access to real property or immovables or physical assets or prevent the unauthorized removal of physical assets. It includes an external power supply for equipment that is designed and marketed with a built-in alarm or theft-deterrent feature and whose principal functions are those referred to in paragraph (c). (bloc d’alimentation externe de sécurité) single-voltage external power supply means a device that is designed to convert line voltage AC input into only one lower AC or DC voltage output at a time. (bloc d’alimentation externe à simple tension) 10 C.F.R. Appendix Z means Appendix Z to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of External Power Supplies, as amended from time to time. (appendice Z 10 C.F.R.) 10 C.F.R. §430.32(w)(1)(i) means the table to paragraph 430.32(w)(1)(i) of Subpart C, Part 430 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §430.32(w)(1)(i)) verification mark has the same meaning as in section 2. (marque de vérification) [Repealed, SOR/2018-201, s. 64] An external power supply is prescribed as an energy-using product.

Energy Efficiency Regulations, 2016 — segment 5
This segment defines several energy-related products and sets out when some are or are not treated as energy-using products, plus some labeling and efficiency-related rules.
However, an external power supply is not considered to be an energy-using product for the purposes of sections 4 and 5 if it was manufactured before July 1, 2010, or it was manufactured on or after July 1, 2010 and before July 1, 2017 and it is a multiple-voltage external power supply or an adaptive external power supply, it is a direct operation external power supply that has a nominal output power of greater than 250 W, or it is an indirect operation external power supply that has a nominal output voltage of greater than 3 V and a nominal output current of less than 1 000 mA and that charges the battery of an end-use product that is fully or primarily motor-operated; and for the purpose of section 588 if it was manufactured before July 1, 2010, it is an indirect operation external power supply that has a nominal output voltage of greater than 3 V and a nominal output current of less than 1 000 mA and that charges the battery of an end-use product that is fully or primarily motor-operated, or it was manufactured before July 1, 2013 and is a replacement external power supply. The energy efficiency standards set out in column 3 of the table to this section apply to external power supplies described in column 1 that are manufactured during the periods set out in column 4. An external power supply complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to an external power supply as defined in subsection 586(1). For the purpose of subsection 5(1) of the Act, the following information must provided to the Minister in respect of an external power supply: information that indicates whether the product is a single-voltage external power supply or a multiple-voltage external power supply; for each voltage output, its nominal output voltage at the highest and lowest settings and information that indicates whether that voltage is AC or DC; its nominal output power, expressed in watts, at the highest and lowest power settings, if applicable; its average efficiency at the highest and lowest power settings, if applicable; its power in no-load mode, expressed in watts; the Roman numeral mark, if applicable; information that indicates whether the product bears a verification mark; and information that indicates whether the product is a replacement external power supply or a security external power supply and, if it is one of those power supplies, the end-use product or equipment, as applicable, and the model number and brand of that end-use product or equipment. The information must be collected in accordance with a standard set out in column 2 of the table to this section in respect of an external power supply described in column 1. backup battery charger means a device that is incorporated into an end-use product, including a device that is incorporated into an uninterruptible power supply or that uses an external power supply, that is designed to operate continuously using mains power; and recharges a battery that is used to maintain the continuity of electrical power to the end-use product such that the product can continue its full or partial operation in the event of a failure of mains power. (chargeur de batterie de secours) battery charger means a device that charges the battery of a wheelchair, golf cart, low-speed vehicle or any other end-use product. It does not include any of the following: a device that charges the battery of a vehicle other than a wheelchair, golf cart or low-speed vehicle; a device that charges the battery of a medical device; a wireless battery charger, other than a wireless battery charger that is inductive and designed for wet environments; or a backup battery charger. (chargeur de batterie) CSA C381.2-17 means the CSA standard CSA C381.2-17 entitled Energy performance of battery-charging systems and uninterruptible power supplies. (CSA C381.2-17) low-speed vehicle means a vehicle that does not use fuel as an on-board source of energy; travels on two or more wheels; is powered by an electric power train that is designed to allow the vehicle to attain a speed of no greater than 40 km/h over a distance of 1.6 km on a paved level surface; and has a loaded weight, as specified by its manufacturer, of less than 1 361 kg. (véhicule à basse vitesse) 10 C.F.R. Appendix Y means Appendix Y to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Battery Chargers, as amended from time to time. (appendice Y 10 C.F.R.) A battery charger is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 592, a battery charger is not considered to be an energy-using product unless it is manufactured on or after June 13, 2019. A battery charger must have a unit energy consumption that is less than or equal to that set out for the battery charger’s product class in Table C.1 of CSA C381.2-17. A battery charger complies with the energy efficiency standard if it meets that standard when tested in accordance with the testing procedures established by CSA C381.2-17 or 10 C.F.R. Appendix Y that are applicable to a battery charger as defined in section 590. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C381.2-17 or 10 C.F.R. Appendix Y and provided to the Minister in respect of a battery charger: its product class; its rated battery energy (Ebatt), expressed in watt-hours; its unit energy consumption, expressed in kilowatt-hours per year; its power, expressed in watts, when it is in active mode, maintenance mode and standby mode, respectively; and if an external power supply was used to test the battery charger, the power supply’s model number and the name of its manufacturer. control point means the temperature value, measured at the centre of the test room, that is used to verify the performance of a line voltage thermostat at the set point. (température de contrôle) CSA C828-19 means the CSA standard CSA C828:19 entitled Performance requirements for line voltage thermostats used with individual room electric space heating devices. (CSA C828-19) differential means the difference between the maximum and minimum air temperatures at the centre of the test room, calculated at 50% duty cycle. (différentielle) droop means the difference between the minimum air temperatures at the centre of the test room, calculated at 20% and 80% duty cycle, respectively. (dérive) line voltage thermostat means, subject to subsection (2), a thermostat that is used with a line voltage of between 120 V and 240 V, is intended for switching of a controlled resistive heating load and is one of the following: a wall-mounted thermostat designed to be used with baseboards, panel convectors or radiant floors; a built-in thermostat having a nominal load from 1000 W to 1500 W that is used in baseboards or panel convectors; or a two-component thermostat. (thermostat à tension de secteur) Exclusion — definition of line voltage thermostat The definition line voltage thermostat in subsection (1) does not include thermostats designed to be used exclusively for or built into fan-forced heaters; kick space heaters; fireplaces; thermal storage heaters; electric baseboards and convectors incorporating both convection and radiant heating elements; portable heaters; or central heating units under the control of a single thermostat. A line voltage thermostat is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 596 and 597, a line voltage thermostat is not considered to be an energy-using product unless in the case of a wall-mounted thermostat or a two-component thermostat, it is manufactured on or after July 1, 2026; and in the case of a built-in thermostat, it is manufactured on or after July 1, 2027. The energy efficiency standards set out in clause 4.4 of CSA C828-19 apply to a line voltage thermostat. A line voltage thermostat complies with the energy efficiency standard when tested in accordance with the applicable testing procedures established by CSA C828-19. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with CSA C828-19 and provided to the Minister in respect of a line voltage thermostat: its equipment class; its maximum nominal load, expressed in watts; its minimum nominal load, expressed in watts; its droop, expressed in degrees Celsius; its differential, expressed in degrees Celsius; and its control point precision, expressed in degrees Celsius. Definition of Edaily In this Division, Edaily means the daily energy consumption of a product, expressed in kilowatt hours per day. AV means, in respect of a commercial refrigerator-freezer, its adjusted volume in litres, which is the sum of the refrigerator volume and 1.63 times the freezer volume. (VC) closed means in respect of a refrigerated compartment of a commercial refrigerator, commercial refrigerator-freezer or commercial freezer, that all its points of access can be closed off from the outside by a physical barrier and from which any refrigerated item can be accessed by opening a door or drawer; and in respect of a commercial refrigerator, commercial refrigerator-freezer or commercial freezer, that all of its compartments are as described in paragraph (a). (type fermé) commercial freezer means a freezer that is self-contained or remote-condensing, that uses or is designed to be used with a vapour-compression refrigeration system and whose compartments are all designed for the freezing and display or storage of food, beverages or ice at temperatures below 0°C. It does not include a household freezer or walk-in freezer. (congélateur commercial) commercial refrigerator means a refrigerator that is self-contained or remote-condensing, that uses or is designed to be used with a vapour-compression refrigeration system and whose compartments are all designed for the display or storage of food, beverages or flowers at temperatures at or above 0°C. It does not include a household refrigerator, refrigerated buffet table, refrigerated preparation table or walk-in cooler. (réfrigérateur commercial) commercial refrigerator-freezer means a refrigerator-freezer that is self-contained or remote-condensing, that uses or is designed to be used with a vapour-compression refrigeration system and that has two or more compartments, at least one of which is designed for the display or storage of food and beverages at temperatures at or above 0°C and at least one of which is designed for the freezing and display or storage of food and beverages at temperatures below 0°C. It does not include a household refrigerator-freezer, walk-in freezer or walk-in cooler. (réfrigérateur-congélateur commercial) CSA C657 means the CSA standard CSA C657-2015 entitled Energy Performance Standard for Commercial Refrigeration Equipment. (CSA C657) ice cream freezer means a commercial freezer that is designed to operate at temperatures at or below –21°C ± 1.1°C and that is designed or marketed for the storage, display or dispensing of ice cream. (congélateur de crème glacée) open means, in respect of a commercial refrigerator, commercial refrigerator-freezer or commercial freezer — or a refrigerated compartment of one — that it is not closed. (type ouvert) pull-down temperature reduction capability means the capability of a commercial refrigerator, when it is situated in an area that has an ambient temperature of 32.22˚C and when it is fully loaded with 355 mL beverage cans that are at a temperature of 32.22˚C at the time of loading, to cool those cans to an average stable temperature of 3.33˚C in 12 hours or less. (capacité d’abaisser la température) TDA means the total display area of a product, expressed in square metres. (TDA) transparent means in respect of a refrigerated compartment of a commercial refrigerator, commercial refrigerator-freezer or commercial freezer, that it is closed and has a TDA that is at least 75% of the geometrically projected area of the refrigerated space on the plane of the face with the largest access space; and in respect of a commercial refrigerator, commercial refrigerator-freezer or commercial freezer, that all of its compartments are as described in paragraph (a). (transparent) V means, in respect of a refrigerated compartment of a commercial refrigerator, commercial refrigerator-freezer or commercial freezer, its volume, expressed in litres, calculated in accordance with clause 8 of CSA C657. (V) A commercial refrigerator is prescribed as an energy-using product. However, a commercial refrigerator is not considered to be an energy-using product for the purposes of sections 4 and 5, unless it is self-contained and manufactured on or after April 1, 2007, or it is remote-condensing and manufactured on or after January 1, 2012; and for the purpose of section 638, unless it is self-contained, closed and was manufactured on or after April 1, 2007 and before January 1, 2012, or it is manufactured on or after January 1, 2012. The energy efficiency standards set out in column 3 of the table to this section apply to commercial refrigerators described in column 1 that are manufactured during the periods set out in column 4. A commercial refrigerator complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a commercial refrigerator as defined in section 636. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a commercial refrigerator: its Edaily; for each of its compartments, its equipment class designation and its TDA or V, as applicable, and if it is tested at its lowest temperature setting, the integrated average temperature, expressed in degrees Celsius, at the lowest temperature setting. Standards CSA C657, Test Procedure A, if the product was manufactured before March 27, 2017; or CSA C657, Test Procedure B, if the product is manufactured on or after March 27, 2017. A commercial refrigerator-freezer is prescribed as an energy-using product. However, a commercial refrigerator-freezer is not considered to be an energy-using product it is self-contained, is closed and is manufactured on or after April 1, 2007, it is self-contained, is open and is manufactured on or after January 1, 2012, or it is remote-condensing and is manufactured on or after January 1, 2012; and for the purpose of section 641, unless it is self-contained, is closed, is not transparent and is manufactured on or after April 1, 2007, it is self-contained, is open or transparent and is manufactured on or after January 1, 2012, or it is remote-condensing and is manufactured on or after January 1, 2012. The energy efficiency standards set out in column 3 of the table to this section apply to commercial refrigerator-freezers described in column 1 that are manufactured during the periods set out in column 4. A commercial refrigerator-freezer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a commercial refrigerator-freezer as defined in section 636. For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of a commercial refrigerator-freezer described in column 1. Edaily; AV; and for each compartment tested at the lowest temperature setting, the integrated average temperature, expressed in degrees Celsius, at the lowest temperature setting. for each compartment tested at the lowest temperature setting, the integrated average temperature, expressed in degrees Celsius, at the lowest temperature setting; and for each compartment, its equipment class designation and TDA. for each compartment, its equipment class designation and its TDA or V, as applicable. A commercial freezer is prescribed as an energy-using product. However, a commercial freezer is not considered to be an energy-using product for the purpose of section 644, unless The energy efficiency standards set out in column 3 of the table to this section apply to commercial freezers described in column 1 that are manufactured during the periods set out in column 4. A commercial freezer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a commercial freezer as defined in section 636. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a commercial freezer: its Edaily; and ASHRAE 32.1 means the ASHRAE standard 32.1-2010 entitled Methods of Testing for Rating Vending Machines for Bottled, Canned, and Other Sealed Beverages. (ASHRAE 32.1) combination vending machine means a refrigerated beverage vending machine containing two or more compartments separated by a solid partition — whether or not they share a product delivery chute — in which at least one compartment is designed to be refrigerated and has temperature controls; and at least one compartment is not designed to be refrigerated and does not contain temperature controls. (distributeur automatique mixte)) CSA C804 means the CSA standard CAN/CSA-C804:18 entitled Energy performance of refrigerated bottled or canned beverage vending machines. (CSA C804) refrigerated beverage vending machine means a self-contained product that is designed to accept consumer payments and dispense refrigerated beverages in bottles, cans or other sealed containers. (distributeur automatique de boissons réfrigérées) snack and refrigerated beverage vending machine means a self-contained product that is designed to accept consumer payments and dispense packages of solid non-refrigerated food and bottled, canned or other sealed refrigerated beverages; and has a vendible capacity of not more than 100 of those beverages. (distributeur automatique de boissons réfrigérées et de collations) standby mode means a mode into which the product automatically enters during a period of extended inactivity that is capable of reducing its energy consumption by means of the following power states: a refrigeration power state in which the average temperature of the refrigerated beverages is allowed to rise to 4.4°C; and if the product is equipped with lights, a lighting power state in which the lights are turned off, and a machine power state in which the power states referred in paragraph (a) and subparagraph (i) are in operation at the same time. (mode veille) V means, in respect of a refrigerated beverage vending machine, its volume, expressed in litres, calculated in accordance with Appendix C to ASHRAE 32.1. (V) For the purposes of these Regulations, the class of a refrigerated beverage vending machine is one of the following: Class A, if it is not a combination vending machine and 25% or more of the surface area on the front side of the refrigerated beverage vending machine is transparent; Class B, if it is not a combination vending machine and less than 25% of the surface area on the front side of the refrigerated beverage vending machine is transparent; Combination A, if it is a combination vending machine and 25% or more of the surface area on its front side is transparent; and Combination B, if it is a combination vending machine and less than 25% of the surface area on its front side is transparent. A refrigerated beverage vending machine is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 648, a refrigerated beverage vending machine is not considered to be an energy-using product unless it is manufactured on or after January 1, 2007. The energy efficiency standards set out in column 2 of the table to this section apply to refrigerated beverage vending machines described in column 1 that are manufactured during the periods set out in column 3. The refrigerated beverage vending machine complies with the energy efficiency standard if it meets that standard in the following circumstances: subject to paragraph (b), it is manufactured before January 8, 2019 and tested in accordance with testing procedures established by sections 1 to 7.2 of ASHRAE 32.1 that are applicable to a refrigerated beverage vending machine as defined in section 646, except that the ambient temperature during the testing to determine Edaily must be 23.9°C ± 1°C; it is manufactured before August 31, 2012, is designed to display and dispense less than 20 discrete types of beverages and is tested in accordance with testing procedures established by sections 1 to 7.2 of ASHRAE 32.1 that are applicable to a refrigerated beverage vending machine as defined in section 646, except that the ambient temperature during the testing to determine the Edaily must be 32.2°C ± 1°C; or it is manufactured on or after January 8, 2019 and tested in accordance with testing procedures established by CSA C804. Edaily ≤ 55% (8.66 + 0.009 × vendible capacity) Must be capable of operating in standby mode Edaily ≤ 45% (8.66 + 0.009 × vendible capacity) Edaily ≤ 0.00194 × V + 2.56 Edaily ≤ 0.00258 × V + 3.16 For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2, with the testing procedure adjusted in accordance with paragraphs 648(2)(a) and (b), and be provided to the Minister in respect of a refrigerated beverage vending machine described in column 1. vendible capacity; and number of discrete types of beverages that it can display and dispense. if the product is Class A or Class B; and V. if the product is Class A, Class B, Combination A, or Combination B; if Edaily was calculated based on the presence of a refrigeration low power mode; if applicable, the lowest application product temperature in degrees Celsius; V; and the percentage of the surface area on the front side that is transparent. A snack and refrigerated beverage vending machine is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 651, a snack and refrigerated beverage vending machine is not considered to be an energy-using product unless it is manufactured on or after January 1, 2007 and before January 8, 2019. The following energy efficiency standards apply to a snack and refrigerated beverage vending machine: its Edaily must be less than or equal to 55% (8.66 + 0.009 × vendible capacity); and it must be capable of operating in standby mode. A snack and refrigerated beverage vending machine complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by sections 1 to 7.2 of ASHRAE 32.1 that are applicable to a snack and refrigerated beverage vending machine as defined in section 646, except that the ambient temperature during the testing to determine Edaily must be 23.9°C ± 1°C. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with ASHRAE 32.1, with the testing procedures adjusted in accordance with subsection 651(2), and be provided to the Minister in respect of a snack and refrigerated beverage vending machine: its vendible capacity. CSA C742-08 means the CSA standard CAN/CSA-C742-08 entitled Energy Performance of Automatic Icemakers and Ice Storage Bins. (CSA C742-08) CSA C742-15 means the CSA standard CAN/CSA-C742-15 entitled Energy Performance of Automatic Icemakers and Ice Storage Bins. (CSA C742-15) CSA C742-98 means the CSA standard CAN/CSA-C742-98 entitled Performance of Automatic Ice-Makers and Ice Storage Bins. (CSA C742-98) ice-maker means a factory-assembled automatic ice-maker that has a capacity of at least 23 kg/day (51 pounds per day) but not more than 1 814 kg/day (4,000 pounds per day) and that produces cubed, flaked, crushed or fragmented ice in either a batch or a continuous process. (machine à glaçons) 10 C.F.R. §431.134 means section 431.134 of Subpart H, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.134) An ice-maker is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 655, an ice-maker is not considered to be an energy-using product unless it is manufactured on or after December 31, 1998 and before January 28, 2018 and has a capacity of not more than 1 000 kg/day (2,200 pounds per day); or it is manufactured on or after January 28, 2018 and has a capacity of not more than 1 814 kg/day (4,000 pounds per day). The energy efficiency standards set out in column 3 of the table to this section apply to ice-makers described in column 1 that are manufactured during the periods set out in column 4. An ice-maker complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to an ice-maker as defined in section 653. For the purpose of subsection 5(1) of the Act, the information set out in column 3 of the table to this section must be collected in accordance with the standard set out in column 2 and provided to the Minister in respect of an ice-maker described in column 1. ice-making capacity, in kg/day; configuration of product, namely, one cabinet or split system; ice-making process, namely batch process or continuous process; condensing unit type, namely, air-cooled or water-cooled; and input energy rating, in kJ/kg (kWh/100 lbs) of ice. CSA C742-98 for ice-makers that produce ice in a continuous process CSA C742-08 for ice-makers that produce ice in a batch process configuration of product, namely, ice-making mechanism and condenser are combined in single package, self-contained, remote condenser but no remote compressor, or remote condenser and remote compressor; ice-making process, namely, batch process or continuous process; condensing unit type, namely, air-cooled or water-cooled; the input energy rating, in kJ/kg (kWh/100 lbs) of ice; and if product has an ice storage bin, the bin capacity, in kg, and its storage effectiveness, as a percentage. Add represents, with respect to display door assemblies, the surface area in m2 (square feet). (App) And represents, with respect to a door assembly other than a display door assembly, the surface area in m2 (square feet). (Apa) annual walk-in energy factor means the ratio of total heat removed from an enclosed space, excluding heat generated by the operation of the walk-in refrigeration system, to the total energy input of the walk-in refrigeration system during a one-year period, expressed in watt-hours per watt-hours. (facteur énergétique annuel de la chambre froide) dedicated condensing refrigeration system means a dedicated condensing unit, a single-package dedicated system or a matched refrigeration system. (unité de condensation dédié) dedicated condensing unit means a positive displacement condensing unit that has one or more compressors, a condenser and one refrigeration circuit; and is designed to serve one refrigerated load. (unité de condensation dédiée) [Repealed, SOR/2019-163, s. 49] display door assembly means a walk-in door assembly that is designed for product display and that has 75% or more of its surface area composed of glass or other transparent material. (assemblage de porte de présentation) envelope means the portion of a walk-in cooler or walk-in freezer that isolates the interior, refrigerated environment from the ambient, external environment; and all energy-consuming components of the walk-in cooler or walk-in freezer that are not part of its refrigeration system. (enveloppe) floor panel means a walk-in panel that is installed, or designed to be installed, as the floor of a walk-in freezer. (panneau de plancher) freight door assembly means a walk-in door assembly, other than a display door assembly, that is 1.22 m (4 feet) or more in width and 2.44 m (8 feet) or more in height. (assemblage de porte de quai de chargement) matched refrigeration system means a refrigeration system that includes a dedicated condensing unit and one or more unit coolers with which it is sold. (système de réfrigération apparié) Net Refrigeration Capacity or (qnet) is the net refrigeration capacity available for space and product cooling. (puissance frigorifique nette ou qnet) passage door assembly means a walk-in door assembly that is not a display door assembly or a freight door assembly. (assemblage de porte de passage) RSI-value means, in respect of a walk-in panel and a walk-in door assembly, its thermal resistance, in square metre kelvins per watt (m²·K/W). (valeur-RSI) R-value means, in respect of a walk-in panel and a walk-in door assembly, its thermal resistance, expressed in square foot Fahrenheit per Btu/h (ft2·°F·h/Btu). (valeur-R) single-package dedicated system means a single-package refrigeration system that has one or more compressors, one condenser and a means of forced circulation of refrigerated air; and components by which heat is transferred from air to refrigerant without any components that are external to the system imposing resistance to the flow of the refrigerated air. (système dédié monobloc) structural panel means a walk-in panel that is installed, or is designed to be installed, as the ceiling or a wall of a walk-in cooler or walk-in freezer. (panneau de structure) 10 C.F.R. Appendix A means Appendix A to Subpart R, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Energy Consumption of the Components of Envelopes of Walk-In Coolers and Walk-In Freezers, as amended from time to time. (appendice A 10 C.F.R.) 10 C.F.R. Appendix B means Appendix B to Subpart R, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of R-Value for Envelope Components of Walk-In Coolers and Walk-In Freezers, as amended from time to time. (appendice B 10 C.F.R.) 10 C.F.R. Appendix C means Appendix C to Subpart R, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Net Capacity and AWEF of Walk-In Cooler and Walk-In Freezer Refrigeration Systems, as amended from time to time. (appendice C 10 C.F.R.) 10 C.F.R. §431.304 means section 431.304 of Subpart R, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.304) unit cooler means an assembly that includes a means for forced air circulation and elements by which heat is transferred from air to refrigerant without any element external to the cooler imposing air resistance. (refroidisseur d’air) walk-in cooler means an enclosed storage space that has an area of less than 278.71 m2 (3,000 square feet) and is designed to be cooled to temperatures at or above 0°C and to allow a person to enter, but does not include a walk-in cooler that is designed and marketed exclusively for medical, scientific or research purposes. (réfrigérateur-chambre) walk-in door assembly means an assembly that is installed, or is designed to be installed, in an opening of an interior or exterior wall of a walk-in cooler or walk-in freezer in order to allow access through the opening or to close it off and that consists of the framing material necessary for its attachment and a moveable door panel, including any glass, door plugs or mullions, but does not include a walk-in door assembly that is designed and marketed exclusively for medical, scientific or research purposes. (assemblage de porte de chambre froide) walk-in freezer means an enclosed storage space that has an area of less than 278.71 m2 (3000 square feet) and is designed to be cooled to temperatures below 0°C and to allow a person to enter, but does not include a walk-in freezer that is designed and marketed exclusively for medical, scientific or research purposes. (congélateur-chambre) walk-in panel means a panel that is installed, or is designed to be installed, as part of the envelope of a walk-in cooler or walk-in freezer, but does not include a walk-in door assembly or a walk-in panel that is designed and marketed exclusively for medical, scientific or research purposes. (panneau de chambre froide) walk-in process cooling refrigeration system means a refrigeration system that is sold as a set with an insulated enclosure and, when assembled with the enclosure, has a cooling capacity of at least 1.035 kW/m3 (100 Btu/h/ft3) of enclosed internal volume; is a unit cooler — or a dedicated condensing unit exclusively sold as a set that has a dedicated condensing unit and a unit cooler — that has an evaporator coil with a means of forced air circulation and a height that is at least 1.37 metres (4.5 feet), as measured perpendicular to the tubes, and at least one and a half times the width, as measured parallel to the tubes; or is sold as a set that has a dedicated condensing unit and an evaporator coil that does not have a means of forced air circulation. (système de réfrigération de type chambre pour refroidissement industriel) walk-in refrigeration system means a refrigeration system that is installed, or that is designed to be installed, in a walk-in cooler or walk-in freezer and has a unit cooler or a dedicated condensing refrigeration system. It includes all controls and other components that are integral to its operation but does not include a walk-in process cooling refrigeration system or a walk-in refrigeration system that is designed and marketed exclusively for medical, scientific or research purposes. (système de réfrigération de chambre froide) Nameplate required Every walk-in door assembly and walk-in panel that is manufactured on or after June 26, 2017 must be labelled with a nameplate that is attached to the outside of the product in a location that is readily visible prior to assembly of the walk-in cooler or walk-in freezer and that sets out the following information in English and French: the brand name or manufacturer of the product; and a statement indicating whether the product is intended for use in a walk-in cooler, walk-in freezer or both. Additional requirements Every walk-in cooler dedicated condensing refrigeration system that is manufactured on or after January 1, 2020 and every walk-in refrigeration system that is manufactured on or after July 10, 2020 must be labelled with a nameplate that is attached to the outside of the product in a location that is readily visible prior to assembly of the walk-in cooler or the walk-in freezer and that sets out the following information in English and French: the brand name or manufacturer of the product; a statement indicating whether the product is intended for use in a walk-in cooler, walk-in freezer or both; the model number; the product’s date of manufacture, if it is not included in the model number; and a statement indicating that the product is for indoor use only, if applicable. Idem For matched refrigeration systems, the statement referred to in paragraph (2)(e) must appear on the dedicated condensing unit. A walk-in door assembly is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 660, a walk-in door assembly is not considered to be an energy-using product unless it is manufactured on or after June 5, 2017. The energy efficiency standards set out in column 3 of the table to this section apply to walk-in door assemblies described in column 1 that are manufactured on or after June 5, 2017. A walk-in door assembly complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard set out in column 2 that are applicable to a walk-in door assembly as defined in section 657. 10 C.F.R. Appendix A for Edaily 10 C.F.R. Appendix B for RSI-value (R-value) Edaily ≤ 0.4306 × And + 1.9 (0.04 × And + 1.9) RSI-value ≥ 4.40 m²·K/W (25 ft²·°F h/Btu) Edaily ≤ 1.2917 × And + 5.6 (0.12 × And + 5.6) RSI-value ≥ 5.64 m²·K/W (32 ft²·°F h/Btu) Edaily ≤ 0.5382 × And + 1.7 (0.05 × And + 1.7) Edaily ≤ 1.5069 × And + 4.8 (0.14 × And + 4.8) For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. §431.304 and provided to the Minister in respect of a walk-in door assembly: information that indicates whether it is a display door assembly, freight door assembly or passage door assembly; information that indicates whether it is for use with a walk-in cooler or walk-in freezer; and if the product is a freight door assembly or passage door assembly, its RSI-value (R-value). A walk-in panel is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 663, a walk-in panel is not considered to be an energy-using product unless it is manufactured on or after June 5, 2017. The energy efficiency standards set out in column 2 of the table to this section apply to walk-in panels described in column 1 that are manufactured on or after June 5, 2017. A walk-in panel complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. Appendix B that are applicable to a walk-in panel as defined in section 657. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. Appendix B and provided to the Minister in respect of a walk-in panel: its RSI-value (R-value), information that indicates whether it is a structural panel or floor panel; and if it is a structural panel, information that indicates whether it is for use with a walk-in cooler or walk-in freezer. A walk-in refrigeration system is prescribed as an energy-using product. However, a walk-in refrigeration system is not considered to be an energy-using product for the purposes of sections 4, 5 and 666 unless it is a walk-in cooler dedicated condensing refrigeration system manufactured on or after January 1, 2020; it is a walk-in freezer dedicated condensing refrigeration system manufactured on or after July 10, 2020; or it is a walk-in cooler or walk-in freezer unit cooler manufactured on or after July 10, 2020. The energy efficiency standards set out in column 2 of the table to this section apply to walk-in refrigeration systems described in column 1 that are manufactured during the periods set out in column 3. A walk-in refrigeration system complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. Appendix C that are applicable to a walk-in refrigeration system as defined in section 657. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. Appendix C and provided to the Minister in respect of a walk-in refrigeration system: its annual walk-in energy factor; information that indicates whether it is designed and marketed for use indoors, outdoors or both; information that indicates if it is for use in a walk-in cooler or walk-in freezer; information that indicates if it has a unit cooler or a dedicated condensing refrigeration system; and if it is a walk-in freezer unit cooler or dedicated condensing refrigeration system, its net refrigeration capacity expressed in watts. CSA C802.2 means the CSA standard CAN/CSA-C802.2-00 entitled Minimum Efficiency Values for Dry-Type Transformers. (CSA C802.2) CSA C802.2-12 means the CSA standard CAN/CSA-C802.2-12 entitled Minimum efficiency values for dry-type transformers. (CSA C802.2-12) dry-type transformer means a transformer whose core and windings are in a gaseous or dry compound insulating medium and that is either single-phase with a nominal power of 15 to 833 kVA or three-phase with a nominal power of 15 to 7 500 kVA, has a nominal frequency of 60 Hz and has a high voltage winding of 35 kV or less. It does not include any of the following: an autotransformer; a drive (isolation) transformer that has two or more output windings or a nominal low-voltage line current of more than 1 500 A; a grounding transformer; a rectifier transformer; a sealed transformer; a non-ventilated transformer; a testing transformer; a furnace transformer; a welding transformer; a special impedance transformer; a transformer that has a nominal low-voltage line current of 4 000 A or more; an on-load regulating transformer; a resistance grounding transformer; or a transformer that is in a voltage class greater than 1.2 kV and that has a BIL of less than 20 kV or more than 199 kV. (transformateur à sec) 10 C.F.R. Appendix A means Appendix A to Subpart K, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Distribution Transformers, as amended from time to time. (appendice A 10 C.F.R.) transformer means a static-electric device that consists of two or more coils of insulated wire, together with the necessary accessories, and that transfers alternating current by electromagnetic induction from one coil to another to change the original voltage. (transformateur) A dry-type transformer is prescribed as an energy-using product. However, a dry-type transformer is not considered to be an energy-using product for the purposes of sections 4 and 5, if it was manufactured before January 1, 2005; and for the purpose of section 705, if it has a BIL of more than 150 kV and was manufactured before January 1, 2010. Energy efficiency standards — manufactured before January 1, 2016 In respect of dry-type transformers that were manufactured on or after January 1, 2005 and before January 1, 2016, the energy efficiency standards set out in column 2 of the table to this section apply to dry-type transformers that were manufactured during the periods set out in column 3. A dry-type transformer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by the standard referred to in column 1 that are applicable to a dry-type transformer as defined in section 703. Energy efficiency standard — single-phase and 1.2 kV voltage class In respect of dry-type transformers that are single-phase, in the 1.2 kV voltage class and manufactured on or after January 1, 2016, the energy efficiency standards set out in column 2 of Table 1 to this section apply to dry-type transformers that have a kVA rating described in column 1. Energy efficiency standards — single-phase and voltage class greater than 1.2 kV In respect of dry-type transformers that are single-phase, in a voltage class greater than 1.2 kV and manufactured on or after January 1, 2016, the energy efficiency standards that are set out in relation to the product’s BIL rating set out in column 2 of Table 2 to this section apply to dry-type transformers that have a kVA rating set out in column 1. Interpolation For the purposes of subsections (1) and (2), if the kVA rating of the product falls between the kVA ratings set out in two consecutive items in column 1 of the applicable table to this section, the energy efficiency standard for the product is an interpolation of the corresponding energy efficiency standards set out in column 2. A dry-type transformer complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. Appendix A that are applicable to a dry-type transformer as defined in section 703. Energy efficiency standards — three-phase and 1.2 kV voltage class In respect of dry-type transformers that are three-phase, in the 1.2 kV voltage class and manufactured on or after January 1, 2016, the energy efficiency standards set out column 2 of Table 1 to this section apply to dry-type transformers that have a kVA rating set out in column 1. Energy efficiency standards — three-phase and voltage class greater than 1.2 kV In respect of dry-type transformers that are three-phase, in a voltage class greater than 1.2 kV and manufactured on or after January 1, 2016, the energy efficiency standards that are set out in relation to the product’s BIL rating set out in column 2 of Table 2 to this section apply to dry-type transformers that have a kVA rating set out in column 1. Reduced energy efficiency standard The energy efficiency standard that is applicable to a dry-type transformer under this section is reduced by 0.11 if the transformer has multiple high-voltage windings and a voltage ratio other than 2:1. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a dry-type transformer: if applicable, information that indicates whether the transformer is in the 1.2 kV voltage class; its BIL rating; if applicable, information that indicates whether the transformer is a three-phase transformer that has multiple high-voltage windings and a voltage ratio other than 2:1; its kVA rating; its phase — namely, single-phase or three-phase; the tested efficiency, expressed as a percentage; the loss, expressed in watts, when it is under load and when it is not under load; and if it is manufactured on or after January 1, 2010, the impedance, expressed as a percentage. CSA C802.2-12, if the product was manufactured on or after January 1, 2005 and before January 1, 2016; or 10 C.F.R. Appendix A, if the product is manufactured on or after January 1, 2016. CSA C390-10 means the CSA standard CSA C390-10 entitled Test methods, marking requirements, and energy efficiency levels for three-phase induction motors. (CSA C390-10) IEC 60034-2-1 means the IEC standard CEI/IEC 60034-2-1 entitled Rotating electrical machines – Part 2-1: Standard methods for determining losses and efficiency from tests (excluding machines for traction vehicles). (CEI 60034-2-1) IEEE 112 means the IEEE standard IEEE 112 entitled Standard Test Procedure for Polyphase Induction Motors and Generators. (IEEE 112) CSA C390-10[Repealed, SOR/2022-265, s. 42] electric motor means a machine that converts electrical power into rotational mechanical power and that is an electric three-phase induction design; is one of the following designs: a NEMA design A, B or C with a three- or four-digit NEMA frame number, an enclosed NEMA design A, B or C with a NEMA frame number of 56, or an IEC design N or H with an IEC frame number of 80 or above; has a nominal output power of not less than 0.75 kW (1 horsepower) and not more than 375 kW (500 horsepower); has a cage or squirrel-cage design; is rated for continuous duty or S1 operation; is designed to operate at a single speed; has a nominal voltage of not more than 600 V AC; has a nominal frequency of 50 Hz, 50/60 Hz or 60 Hz; has a two-, four-, six- or eight-pole construction; has an open or enclosed construction; and has an IP code from 00 to 67. a motor that is cooled by air that is forced over the motor by a fan or blower that is not an integral part of the motor; a liquid-cooled motor; an inverter-only motor; or a motor that is designed to operate continuously only while immersed. (moteur électrique) explosion-proof motor means an electric motor in respect of which measures have been taken to prevent excessive temperatures and the production of arcs or sparks by the motor;

or that is encased in an enclosure that can withstand the explosion of any flammable gas or vapour that might enter it, without being damaged and without transmitting the explosion to the outside. (moteur antidéflagrant) footless means, in respect of an electric motor, that it does not have feet or detachable feet or that it is not designed to receive detachable feet. (sans pieds) IEC 60034-5 means the IEC standard CEI/IEC 60034-5: 2006 entitled Rotating electrical machines - Part 5: Degrees of protection provided by the integral design of rotating electric machines (IP code) - Classification. (CEI 60034-5) IEC 60529 means the IEC standard CEI/IEC 60529: 2013 entitled Degrees of Protection Provided by Enclosures (IP Code). (CEI 60529) IEEE 112-2004[Repealed, SOR/2022-265, s. 42] integral gear assembly means a product that consists of an electric motor and a gear mechanism that are combined in such a manner that the end bracket or mounting flange forms an integral part of both the motor and the gear mechanism; and if the motor and the gear mechanism are separated, only one of them remains intact. (assemblage d’engrenages intégrés) IP code means the classification of the degree of protection provided by an enclosure, as set out in IEC 60034-5, IEC 60529 or NEMA MG-1. (code IP) NEMA MG-1 means the NEMA standard MG 1 entitled NEMA MG 1 Motors and Generators. (NEMA MG-1) An electric motor is prescribed as an energy-using product. However, for the purposes of sections 4, 5, 751 and 752, an electric motor is not considered to be an energy-using product if it was manufactured before November 27, 1999 and is an explosion-proof motor or is part of an integral gear assembly; it was manufactured before January 1, 2011 and it has an eight-pole construction, has NEMA U frame dimensions, is a NEMA design C or an IEC design H, is a close-coupled pump motor, is a vertically mounted solid shaft normal thrust motor, is a fire-pump motor or other NEMA design B motor with a nominal output power of more than 150 kW (200 horsepower) or is an IEC design N motor with a nominal output power of more than 150 kW (200 horsepower), or is footless; it was manufactured before June 1, 2016 and it is a NEMA design A with a nominal output power of more than 150 kW (200 horsepower), is an enclosed NEMA design with a NEMA frame number of 56, has NEMA frame dimensions other than T or U, has an IEC frame number of 80 or more but less than 90, is a partial electric motor, a brake motor or a vertical hollow shaft motor, is designed to operate continuously in free air, but can operate continuously for a period of at least 30 minutes while completely immersed, has a separately powered blower, has a base, end shields or flanges that are not within the dimensions specified in NEMA MG-1, or has a NEMA shaft that is not a standard shaft, R-shaft or S-shaft, as specified in NEMA MG-1; or it was manufactured before June 1, 2017 and is a medical-imaging motor. The energy efficiency standards set out in column 3 of the table to this section apply to electric motors described in column 1 that are manufactured during the periods set out in column 4. An electric motor complies with the energy efficiency standard if it meets the standard when tested at 100% of its nominal full load in accordance with testing procedures established by the standard set out in column 2 that are applicable to an electric motor as defined in section 749. Electric motors that have an eight-pole construction; have NEMA U frame dimensions; are a NEMA design C or an IEC design H; have a nominal output power of more than 150 kW (200 HP) and are a NEMA design B or an IEC design N; or are footless. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of an electric motor: in respect of an electric motor for which a unique motor identifier was not provided under paragraph 5(1)(c), its nominal output power, expressed in kilowatts (horsepower), the number of poles, and its construction — namely, open construction or enclosed construction; and in respect of an electric motor described in column 1 of the table to this section, the information set out in column 3, which must be collected in accordance with the standard set out in column 2. nominal efficiency value; NEMA or IEC design of motor; frame type; motor configuration, namely, close-coupled pump motor, vertically mounted solid shaft normal thrust motor, fire-pump motor or motor that is part of an integral gear assembly; shaft type; mounting type; and motor configuration, namely, footless, with feet or with detachable feet. NEMA or IEC design of motor; and motor configuration, namely, fire-pump motor, medical-imaging motor or another configuration. CSA C747-09 means the CSA standard CSA C747-09 entitled Energy efficiency test methods for small motors. (CSA C747-09) IEEE 114-2010 means the IEEE standard IEEE 114-2010 entitled IEEE Standard Test Procedure for Single-Phase Induction Motors. (IEEE 114-2010) small electric motor means a machine that converts electrical power into rotational mechanical power and that has a nominal output power of not less than 0.18 kW (0.25 horsepower) and not more than 2.2 kW (3 horsepower); is a NEMA design with a two-digit frame number or an IEC design with a frame number of 63 or 71; has a nominal frequency of 50/60 Hz or 60 Hz; has a two-, four- or six-pole construction; operates using alternating current; is one of the following types, namely, capacitor-start capacitor-run, capacitor-start induction-run or polyphase; has an open construction; is designed to operate at a single speed; and is designed as a general purpose motor. It does not include a split-phase motor, shaded pole motor or permanent split-capacitor motor. (petit moteur électrique) 10 C.F.R. §431.446 means section 431.446 of Subpart X, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.446) A small electric motor is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 755, a small electric motor is not considered to be an energy-using product if it was manufactured before March 9, 2015 or it is incorporated into any other product that is subject to these Regulations. The energy efficiency standards set out in the applicable table in paragraph (a) of 10 C.F.R. §431.446 apply to a small motor. A small electric motor complies with the energy efficiency standard if it meets that standard when the product’s average full load efficiency is determined using horsepower and kilowatt ratings that are determined in accordance with paragraph (b) of 10 C.F.R. §431.446; the product is tested at 100% of its nominal full load; and the product is tested in accordance with testing procedures established by one of the following standards that are applicable to a small electric motor as defined in section 753: if the motor is polyphase and has a nominal output power ≥ 0.18 kW (0.25 horsepower) but ≤ 0.75 kW (1 horsepower), CSA C747-09, IEEE 112 (Test Method A) or IEC 60034-2-1 (Test Method 2-1-1A), if the motor is polyphase and has a nominal output power > 0.75 kW (1 horsepower) but ≤ 2.2 kW (3 horsepower), CSA C390-10, IEEE 112 (Test Method B) or IEC 60034-2-1 (Test Method 2-1-1B), or if the motor is capacitor-start capacitor-run or capacitor-start induction-run, CSA C747-09, IEEE 114-2010 or IEC 60034-2-1 (Test Method 2-1-1A). For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a small electric motor: its average full load efficiency; its type, namely, capacitor-start capacitor-run, capacitor-start induction-run or polyphase; and if the motor is one for which a unique motor identifier has not been provided under paragraph 5(1)(c), its nominal output power expressed in kilowatts (horsepower) and the number of poles. if the motor is polyphase and has a nominal output power ≥ 0.18 kW (0.25 horsepower) but ≤ 0.75 kW (1 horsepower), CSA C747-09, IEEE 112 (Test Method A) or IEC 60034-2-1 (Test Method 2-1-1A); if the motor is polyphase and has a nominal output power > 0.75 kW (1 horsepower) but ≤ 2.2 kW (3 horsepower), CSA C390-10, IEEE 112 (Test Method B) or IEC 60034-2-1 (Test Method 2-1-1B); or if the motor is capacitor-start capacitor-run or capacitor-start induction-run, CSA C747-09, IEEE 114-2010 or IEC 60034-2-1 (Test Method 2-1-1A). [Reserved, SOR/2018-201, s. 80] Definition of 10 C.F.R. Appendix S In this Division, 10 C.F.R. Appendix S means Appendix S to Subpart B, Part 430 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Water Consumption of Faucets and Showerheads, as amended from time to time. commercial pre-rinse spray valve means a handheld device for spraying water on food service items, that has a release-to-close valve and is designed and marketed to be used in conjunction with commercial dishwashing or commercial ware washing equipment. (pulvérisateur de prérinçage commercial) 10 C.F.R. §431.264 means the test method set out in section 431.264 of Subpart O, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.264) 10 C.F.R. §431.266 means the table to paragraph 431.266(b) of Subpart O, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.266) A commercial pre-rinse spray valve is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 802, a commercial pre-rinse spray valve is not considered to be an energy-using product unless it is manufactured on or after June 27, 2016. The energy efficiency standards set out in column 2 of the table to this section apply to commercial pre-rinse spray valves described in column 1 that are manufactured during the periods set out in column 3. A commercial pre-rinse spray valve complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. §431.264 that are applicable to a commercial pre-rinse spray valve as defined in section 800. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. §431.264 and provided to the Minister in respect of a commercial pre-rinse spray valve: the maximum water flow rate, in litres per minute (gallons per minute); and if it is manufactured on or after January 28, 2019, the spray force in newtons (ounce-force). faucet means a private lavatory faucet; a replacement aerator for a private lavatory faucet; a public lavatory faucet; a replacement aerator for a public lavatory faucet; a kitchen faucet, other than one that is designed and marketed exclusively for use in industrial, commercial or institutional kitchens; a replacement aerator for a kitchen faucet, other than one that is designed and marketed exclusively for use in industrial, commercial or institutional kitchens; or a metering faucet. It does not include a faucet that is designed and marketed exclusively for use in health care facilities, a low-pressure water dispenser or a pot filler. (robinet) low-pressure water dispenser means a terminal fitting that dispenses drinking water at a pressure of 105 kPa (15 psi) or less. (distributeur d’eau à basse pression) pot filler means a terminal fitting that can accommodate only a single supply water inlet, with an articulated arm or the equivalent that allows the product to reach to fill vessels when in use and allows the product to be retracted when not in use. (robinet remplisseur) A faucet is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 803.3, a faucet is not considered to be an energy-using product unless it is manufactured on or after July 1, 2026. The energy efficiency standards set out in column 2 of the table to this section apply to faucets described in column 1. A faucet complies with the energy efficiency standard if it meets that standard when tested in accordance with the applicable testing procedures established by 10 C.F.R. Appendix S. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. Appendix S and provided to the Minister in respect of a faucet: the maximum water flow rate, expressed in litres per cycle (US gallons per cycle) for metering faucets and in litres per minute (US gallons per minute) for other faucets; if the product is a kitchen faucet with the capacity for temporary flow rate increase, the maximum flow rate of that temporary flow, expressed in litres per minute (US gallons per minute), in addition to the information referred to in paragraph (b); and the water pressure at which the maximum water flow rate was measured, expressed in kPa (psi). Definition of showerhead In this Subdivision, showerhead means a component or set of components with one or multiple nozzles that is intended for attachment to a single supply fitting for spraying water onto a bather. It does not include a showerhead designed and marketed exclusively for the emergency washing of a person who has been exposed to hazardous materials or a showerhead designed and marketed exclusively for use in health care facilities. A showerhead is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 803.7, a showerhead is not considered to be an energy-using product unless it is manufactured on or after July 1, 2026. The energy efficiency standards set out in column 2 of the table to this section apply to showerheads described in column 1. For showerheads with multiple nozzles, the maximum water flow rate applies regardless of the number of nozzles in use. A showerhead complies with the energy efficiency standard if it meets that standard when tested in accordance with the applicable testing procedures established by 10 C.F.R. Appendix S. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. Appendix S and provided to the Minister in respect of a showerhead: the number of nozzles; the maximum water flow rate when all nozzles are used, expressed in litres per minute (US gallons per minute); and The following definitions apply in this subdivision. 10 C.F.R. Appendix A means Appendix A to Subpart Y, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Energy Consumption of Pumps, as amended from time to time. (appendice A 10 C.F.R.) 10 C.F.R. §431.465(b)(4) means the table to paragraph 431.465(b)(4) of Subpart Y, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.465(b)(4)) best efficiency point means the pump hydraulic power operating point that results in a maximum efficiency. (point de rendement maximal) clean water means water that has a maximum non-absorbent solid content of 0.25 kg/m3(0.016 lb/ft3), a maximum dissolved solid content of 50 kg/m3 (3.1 lb/ft3) and a total gas content that does not exceed the saturation volume and that may include additives necessary to prevent the water from freezing down to -10°C (14°F). (eau claire) clean water pump means a pump – with or without mechanical equipment, driver and controls, that is designed for pumping clean water – other than a fire pump, a self-priming pump, a prime-assist pump, a magnet-driven pump, a pump designed to be used in a nuclear facility, a pump designed to Canadian or United States military specifications or a pump designed and marketed for use as a pool pump, that is one of the following types: an end suction close-coupled pump with a maximum specific speed of 5000 RPM, an end suction frame mounted pump with its own bearings and with a specific speed not more than 5000 RPM, an in-line pump, a radially split, multi-stage, vertical, in-line diffuser casing pump, or a submersible turbine pump with a bowl diameter not greater than 152 mm (6 in), has a shaft input power not less than 0.75 kW (1 horsepower) and not greater than 150 kW (200 horsepower) at best efficiency point and full impeller diameter; has a flow rate of 5.68 m3/h (25 US gallons/min) or greater at best efficiency point and full impeller diameter; has a maximum head of 139.9 m (459 ft) at best efficiency point and full impeller diameter; has a design temperature range that lies within -10 and 120°C (14 and 248°F); and is designed to operate with either a 2-pole or 4-pole induction motor or a non-induction motor with a nominal speed of rotation of either 1800 RPM or 3600 RPM, as determined in accordance with 10 C.F.R. Appendix A, and in which the driver and impeller rotate at the same speed. (pompe à eau claire) A clean water pump is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 806, a clean water pump is not considered to be an energy-using product unless it is manufactured on or after January 27, 2020. The energy efficiency standard that applies to a clean water pump is the maximum pump energy index set out for the applicable equipment class in 10 C.F.R. §431.465(b)(4). A clean water pump complies with the energy efficiency standard if it meets that standard when tested in accordance with testing procedures established by 10 C.F.R. Appendix A that apply to a clean water pump as defined in section 804. For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a clean water pump: its nominal power in kilowatts; the impeller diameter in millimetres; its type, namely, end suction close-coupled pump, end suction frame mounted with own bearings pump, in-line pump, radially split multi-stage, vertical, in-line diffuser casing pump or submersible turbine pump; its nominal speed of rotation collected in accordance with 10 C.F.R. Appendix A; its mode of operation, namely, constant load or variable load; and its pump energy index value collected in accordance with 10 C.F.R. Appendix A. 10 C.F.R. §431.465(f) means the table to paragraph (f) of section 431.465 of Subpart Y, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.465(f)) 10 C.F.R. §431.465(g) means paragraph (g) of section 431.465 of Subpart Y, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.465(g)) 10 C.F.R. §431.465(h) means paragraph (h) of section 431.465 of Subpart Y, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.465(h)) 10 C.F.R. Appendix C means Appendix C to Subpart Y, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for the Measurement of Energy Efficiency of Dedicated-Purpose Pool Pumps, as amended from time to time. (appendice C 10 C.F.R.) pool pump means, subject to subsection (2), a pump that is designed for use with a pool or spa and that is a filter pump that has a hydraulic power of less than 1.865 kW (2.5 HP); a pressure cleaner booster pump; a waterfall pump with a maximum head less than or equal to 9.144 m (30 ft) and a maximum speed less than or equal to 1800 RPM; a pump with an integral sand filter; a pump with an integral cartridge filter; a pump for a storable electric spa; or a pump for a rigid electric spa. (pompe de piscine) Exclusion — definition of pool pump The definition pool pump in subsection (1) does not include a clean water pump; a circulator pump; a submersible pump; a pool filter pump with hydraulic output power equal to or greater than 1.865 kW (2.5 HP); or a pump marketed exclusively for commercial use that has an orifice on the pump body that accepts suction side plumbing connections that has an inner diameter greater than 72 mm (2.85 inches), and a measured performance greater than or equal to 757 litres per minute (200 US gallons per minute) at 15.24 m (50 feet) of head. A pool pump is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 810, a pool pump is not considered to be an energy-using product unless it is manufactured on or after January 1, 2026. The energy efficiency standards set out in column 3 of the table to this section apply to pool pumps described in column 1. A pool pump complies with the energy efficiency standard if it meets that standard when tested in accordance with the applicable testing procedures established by the standard, if any, set out in column 2 of the table to this section. 10 C.F.R. §431.465(f) 10 C.F.R. §431.465(h) 10 C.F.R. §431.465(g) For the purpose of subsection 5(1) of the Act, the following information must be provided to the Minister in respect of a pool pump: its nominal motor power, expressed in watts; its nominal hydraulic power, expressed in watts; its total power, expressed in watts; in the case of a self-priming pool filter pump, a non-self-priming pool filter pump, a waterfall pump or a pressure cleaner booster pump, its weighted energy factor; in the case of a pool pump with an integral filter, information that indicates whether it has a separate or built-in timer; information that indicates whether it has freeze protection controls; in the case of a pool pump with freeze protection controls, information that indicates whether freeze protection is enabled or disabled; and in the case of a pool pump with freeze protection controls that are enabled, its default dry-bulb air temperature setting, default run-time and default motor speed. 10 C.F.R. §431.345 means the table to section 431.345 to Subpart T, Part 431 of Title 10 to the United States Code of Federal Regulations, as amended from time to time. (10 C.F.R. §431.345) 10 C.F.R. Appendix A means Appendix A to Subpart T, Part 431 of Title 10 to the United States Code of Federal Regulations, entitled Uniform Test Method for Certain Air Compressors, as amended from time to time. (appendice A 10 C.F.R.) air compressor means a lubricated rotary compressor that is designed to compress air, has an inlet open to the atmosphere or another source of air, is made up of one or more compression elements (bare compressors), one or more drivers, mechanical equipment to drive the compression elements and any ancillary equipment and has all of the following features: it is driven by a brushless three-phase electric motor; it is air- or liquid-cooled; it is fixed- or variable-speed; it has a full-load operating pressure that is greater than or equal to 0.52 MPa (75 psig) and less than or equal to 1.38 MPa (200 psig); it has a full-load actual volume flow rate that is greater than or equal to 0.99 m3/min (35 cfm) or has a motor whose nominal power is greater than or equal to 7.46 kW (10 HP); and it has a full-load actual volume flow rate that is less than or equal to 35.4 m3/min (1250 cfm) or is sold or supplied with a compressor motor whose nominal power is less than or equal to 149.14 kW (200 HP). It does not include a liquid ring compressor, a reciprocating compressor or a rotary-type positive displacement compressor for use in the petroleum, petrochemical or natural gas industries. (compresseur d’air) compressor means a machine or apparatus that converts different types of energy into the potential energy of gas pressure for displacement and compression of gaseous media to any pressure value above atmospheric pressure and has a pressure ratio at full-load operating pressure greater than 1.3. (compresseur) An air compressor is prescribed as an energy-using product. However, for the purposes of sections 4, 5 and 814, an air compressor is not considered to be an energy-using product unless it is manufactured on or after July 1, 2026. The energy efficiency standard that applies to an air compressor is the minimum package isentropic efficiency set out for the applicable equipment class in 10 C.F.R. §431.345. An air compressor complies with the energy efficiency standard if it meets that standard when tested in accordance with the applicable testing procedures established by 10 C.F.R. Appendix A. For the purpose of subsection 5(1) of the Act, the following information must be collected in accordance with 10 C.F.R. Appendix A and provided to the Minister in respect of an air compressor: the air compressor motor nominal power, expressed in kilowatts (HP); its dimensionless full-load package isentropic efficiency or part-load package isentropic efficiency, as applicable; its full-load actual volume flow rate, expressed in m3/min (cfm); its full-load operating pressure, expressed in MPa (psig); its maximum full-flow operating pressure, expressed in MPa (psig); its pressure ratio at full-load operating pressure; and if any ancillary equipment that is not part of the air compressor package is installed for testing, a description of the ancillary equipment, the manufacturer of the ancillary equipment and, if it is different than the manufacturer, the brand, the model number of the ancillary equipment, the serial number of the ancillary equipment, if any, and the input voltage, number of phases and input frequency of the ancillary equipment, if applicable.
