El preámbulo expresa el propósito de reforzar la protección de las víctimas de los conflictos armados internacionales y de aplicar plenamente estas reglas sin distinción desfavorable. Las Altas Partes contratantes deben respetar y hacer respetar este Protocolo en toda circunstancia. This article defines key terms used in the Protocol, including the Geneva Conventions, applicable rules of international humanitarian law, the Protecting Power, and a substitute. The Convention and Protocol apply from the start of the situations covered by Article 1, and they stop applying when military operations end or occupation ends, except for persons whose final release, repatriation, or resettlement happens later.
