Las controversias sobre la interpretación o aplicación de la Constitución, el Convenio o los Reglamentos Administrativos deben ir a arbitraje obligatorio si una parte lo pide, salvo acuerdo distinto. Cada parte debe nombrar un árbitro en tres meses; si una no lo hace, el Secretario General puede hacerlo a petición de la otra parte. El Protocolo queda abierto a firma; luego debe ser ratificado, aceptado o aprobado por los miembros signatarios, y ciertos Miembros y Estados pueden adherirse. El instrumento correspondiente se deposita ante el Secretario General. The Protocol enters into force for ratifying, accepting, approving, or acceding parties under the stated deposit conditions. The parties to the Protocol may amend it during a conference of plenipotentiaries of the Union.
