This provision is the preamble of Law 62 of 1993 and states that the Congress of Colombia decrees it. La Policía Nacional debe proteger a las personas en Colombia y orientar su actividad por la Constitución, la ley y los derechos humanos. El servicio público de Policía se presta con base en principios de igualdad, imparcialidad, control ciudadano y publicidad, y con funciones descentralizadas, delegadas y desconcentradas. Police activity may not go against someone exercising a right, except in cases of abuse of that right. Toda persona tiene derecho a protección inmediata frente a actos delictivos o contravencionales y debe cooperar con las autoridades.
