About this statute

This part identifies Law 65 of 1993, which issues the Colombian Penitentiary and Carceral Code and begins the section on content and guiding principles. This Code regulates compliance with assurance measures, the execution of custodial sentences, and security measures. Toda persona es libre, y nadie puede ser detenido, arrestado o sometido a prisión salvo con mandamiento escrito de autoridad judicial competente y conforme a la ley. Se prohíbe la discriminación por sexo, raza, origen nacional o familiar, lengua, religión y opinión política o filosófica; se permiten distinciones razonables por seguridad, resocialización y cumplimiento de sentencia o política penitenciaria. The National Government must set special prison conditions for certain detainees and convicted persons covered by this article.
