About this statute

El preámbulo expresa las razones y objetivos de la Convención contra el tráfico ilícito de estupefacientes y sustancias sicotrópicas. This article defines key terms used throughout the Convention, including narcotics-related substances, authorities, confiscation, controlled delivery, and transit state. The Parties must take necessary legislative and administrative measures to carry out the Convention, follow their internal legal principles, and avoid exercising another Party’s reserved powers in that Party’s territory. Each Party must make the listed intentional drug-related acts criminal offences and apply proportionate penalties. Each Party must take measures to establish jurisdiction over certain offences, and may establish jurisdiction in additional situations.
