This provision is the preamble of Law 68 of 1993, stating that it reorganizes the Advisory Commission on Foreign Relations and regulates article 225 of the Colombian Constitution. La Comisión Asesora de Relaciones Exteriores se integra con expresidentes, miembros elegidos por el Senado y la Cámara, y miembros designados por el Presidente. To be a member of the Foreign Relations Advisory Commission, a person must meet one of the listed experience or education qualifications; these requirements do not apply to Congress members elected to represent it. La Comisión Asesora de Relaciones Exteriores debe estudiar los asuntos que le someta el Presidente, y el Gobierno debe informarla sobre negociaciones internacionales en curso cuando lo considere pertinente. The Commission’s concepts are not binding and are kept confidential unless the Commission, with the President of the Republic, orders them published.
