This provision states that the law regulates how population and housing censuses are carried out throughout the national territory. DANE may carry out population and housing censuses, as well as related surveys and experimental censuses, with census dates set by the national government through a decree. Article 4 says certain public servants, teachers, senior high school students, and some university students will serve as census instructors, supervisors, and enumerators; the National Government sets the compensation method.
