This law states that Colombia joins the commemoration of the 50th anniversary of Colegio Nacional Loperena, declares it a National Monument and part of the Nation’s Cultural Heritage, and gives some powers to the Cesar Assembly. La Nación se asocia a la conmemoración de los 50 años del Colegio Nacional Loperena y rinde homenaje a su tradición en favor de la educación. El Colegio Nacional Loperena es declarado Monumento Nacional y parte del Patrimonio Cultural de la Nación, y las entidades públicas de patrimonio y las entidades territoriales deben concurrir a su protección y conservación. The Cesar Department Assembly is authorized to issue stamps called “50 años Colegio Nacional Loperena,” and the proceeds must be used for the listed educational works. Annual stamp-tax ordinances must set the amount, rates, exemptions, and other features needed to ensure collection and proper use; the Assembly may require mandatory use in specified cases, and the national and departmental comptrollers must oversee compliance.
