This is the preamble to Colombia’s General Education Law (Law 115 of 1994). This article says education is a permanent personal, cultural, and social process, and that the law sets general rules for the public education service. This article defines “educational service” as a set of legal rules, curricula, education by levels and grades, non-formal and informal education, educational establishments, related social institutions, and the human, technical, material, administrative, and financial resources used to achieve education goals. El servicio educativo debe prestarse en las instituciones educativas del Estado, y los particulares pueden fundar establecimientos educativos bajo las condiciones fijadas por las normas y el Gobierno Nacional. El Estado, la sociedad y la familia deben velar por la calidad de la educación y promover el acceso al servicio educativo; la Nación y las entidades territoriales deben garantizar su cobertura.
