Las Áreas Metropolitanas tienen personalidad jurídica de derecho público, autonomía administrativa, patrimonio propio, autoridades y un régimen especial. The metropolitan area covers the territory of its member municipalities and has its seat in the departmental capital municipality, called the core municipality; if there is no departmental capital among them, the seat is the municipality with the largest population. Las Áreas Metropolitanas deben programar y coordinar el desarrollo del territorio bajo su jurisdicción, racionalizar los servicios públicos de los municipios integrantes y ejecutar obras de interés metropolitano.
