This is the preamble/title of Law 142 of 1994, which states that it establishes the regime for domiciliary public services and other provisions. This law applies to specified domiciliary public services and related activities. The State must intervene in public services to pursue listed public-interest goals such as quality, expanded coverage, continuity, efficiency, competition, access, and proportionate tariffs for low-income sectors. This article says public-service intervention by the state is carried out through the powers assigned by the law, and providers and authorities are subject to specific regulatory and oversight rules. For purposes of applying Article 56(1) of the Colombian Constitution, all public services covered by this law are treated as essential public services.
