This preamble says Colombia and Argentina agreed to a mutual-recognition convention for academic certificates, degrees, and titles in primary, secondary, and higher education. Las Partes deben reconocer la validez de ciertos certificados y títulos académicos, y crear una comisión técnica bilateral para fijar equivalencias. Este artículo define “reconocimiento” como la validez oficial que una Parte otorga a estudios hechos en instituciones del sistema educativo nacional de la otra Parte, acreditados con certificados, títulos o grados académicos. The Parties must promote, through the relevant bodies in each country, recognition that helps people with a recognized qualification obtain the right to practice a profession, subject to each country’s rules for its nationals and the legal rules for each profession. Los estudios parciales o incompletos hechos en un país signatario deben ser reconocidos en el otro solo para continuar los estudios, según los años aprobados o las asignaturas aprobadas, y la decisión corresponde a los organismos oficiales.
