El Gobierno Nacional debe asignar partidas en el presupuesto nacional para cofinanciar obras que ejecutará directamente el Municipio de Samaná. El Gobierno Nacional queda facultado para hacer las operaciones presupuestales necesarias para cumplir esta ley. The Municipality of Samaná must set a general urban development plan that clearly identifies public spaces and collective recreation areas. The National Government is authorized to make the budget adjustments and sign the agreements and contracts needed to carry out the law, in line with that plan.
