This text is a preamble/update notice and article index; it does not state a substantive rule. This provision is the introductory heading for a law approving Protocol II to the Geneva Conventions. Este artículo define cuándo se aplica el Protocolo: a ciertos conflictos armados internos que cumplan condiciones específicas, y no a tensiones internas o disturbios aislados. The Protocol applies to all persons affected by an armed conflict without unfavorable discrimination. People deprived of liberty for conflict-related reasons, including after the conflict, keep the protection in articles 5 and 6 until that deprivation or restriction ends. The Protocol cannot be used to weaken a state's sovereignty or to justify intervention in a state's internal or external affairs.
