This preamble says Colombia, Venezuela, and Mexico adopt a free trade treaty to expand trade, strengthen cooperation, and support investment, jobs, intellectual property, and sustainable development. Las Partes deben interpretar y aplicar el tratado conforme a sus objetivos y al derecho internacional aplicable. Las Partes confirman los derechos y obligaciones vigentes entre ellas según varios tratados internacionales, y este tratado prevalece si hay incompatibilidad. Algunos capítulos del tratado no rigen entre Colombia y Venezuela; los demás sí se aplican, sin perjuicio de las obligaciones del Acuerdo de Cartagena. Each Party must ensure the treaty is complied with in its territory, subject to its constitutional provisions and any contrary rule in the treaty.
