The article declares the geographic area made up by the municipalities of Guatapé, San Rafael, San Carlos, Puerto Nare, El Peñol, and Granada in Antioquia as the "Parque Hidroeléctrico". The Nation must, through the Findeter road cofinancing fund, cofinance the construction and paving of the ring road connecting Guatapé, San Rafael, Granada, Puerto Nare, and San Carlos. La participación de la Nación en este proyecto vial es del 40%. El Gobierno Nacional queda autorizado para hacer los ajustes presupuestales y contratos necesarios para cumplir esta ley.
