Applicants for public jobs or public service contracts must file a completed standard CV form and later provide background certificates when appointed or signing the contract. Creates a national personnel information system for public branches, oversight bodies, and the civil registry, and says service contractors’ inclusion does not create an employment link or a special career/benefits regime. The personnel record of public servants and government contractors must include later changes made throughout the employment or contract period, subject to the regulations.
