This provision identifies Law 269 of 1996 and states that it partially regulates Article 128 of the Constitution regarding people who provide health services in public-law entities. Esta disposición dice que la ley aplica al personal de salud que realiza directamente funciones asistenciales en entidades prestadoras de servicios de salud. El Estado debe garantizar la atención en salud; el personal asistencial directo puede tener más de un empleo público, y su jornada puede ser de hasta 12 horas diarias y 66 semanales. El Gobierno Nacional debe reglamentar incentivos salariales y no salariales para personal de salud. Se prohíbe la concurrencia de horarios, salvo ciertas actividades docente-asistenciales en las mismas instituciones donde esté vinculado el profesional de la salud. Certain health-service institution directors, managers, legal representatives, and administrators may not also serve or hold capital interests in contracting entities, except for open joint-stock companies under Decree 679 of 1994.
