El Estado debe garantizar el acceso a la justicia para todas las personas, y varias autoridades públicas deben facilitar medios, infraestructura y coordinación para hacerlo posible. The right of defense is guaranteed in all judicial and administrative proceedings, without exception. Law students in recognized university legal clinics may provide technical defense if the university certifies they are qualified and subject to legal limits. Justice must be prompt and effective, court deadlines must be strictly observed, judicial acts must generally be oral, and the national government is authorized to budget up to 0.5% of GDP over four years for gradual oral proceedings and congestion-reduction plans.
