This provision is the opening text of Law 281 of 1996 and states that it redefines Inurbe’s functions and authorizes the government to organize a special administrative unit. El Gobierno Nacional organizará una unidad liquidadora para encargarse de ciertas funciones del Inurbe sobre actos, contratos y operaciones iniciados por el Instituto de Crédito Territorial antes de la Ley 3 de 1991. Inurbe must keep carrying out its purpose by performing the functions listed in the cited laws, except for one function in Law 3 of 1991 that is assigned to special agents designated by municipalities and districts. El Gobierno Nacional debe organizar una unidad administrativa especial para ejecutar la terminación y liquidación de los actos, contratos y operaciones del antiguo Instituto de Crédito Territorial. Inurbe must transfer most of its assets and liabilities within three months, but certain fixed assets and some occupied properties are excluded.
