This article creates Conase as an advisory, consultative, and coordination body on kidnappings and other attacks against personal liberty, especially kidnapping and extortion. La ley incorpora varios artículos y decretos al texto legal y renombra el programa presidencial sobre secuestro como Programa Presidencial para la Defensa de la Libertad Personal, con carácter permanente. El Director del Programa Presidencial debe coordinar, registrar, asesorar y emitir pautas y políticas sobre secuestro, extorsión y libertad personal; además, ciertas autoridades deben reportar secuestros en 24 horas y el registro debe actualizarse al menos cada mes. Se crean los Gaula y varias entidades públicas deben aportar personal, bienes y recursos para integrarlos.
