About this statute

This is the preamble to Law 286 of 1996, which states that it partially amends Laws 142 and 143 of 1994. Las empresas de servicios públicos deben ir alcanzando los límites fijados en varias leyes sobre contribuciones, tarifas y subsidios, conforme al plazo y ritmo que defina la Comisión de Regulación antes del 30 de noviembre de 1996. Certain decentralized entities and other companies providing the services referred to in Law 142 of 1994 must transform into public utility companies. Local territorial entities that have been directly providing a public service and have not been set up as public service companies are given up to 18 months from the law’s approval to convert into public service companies. The deadline set in Article 181 of Law 142 of 1994 is extended by up to six more months.
