This preamble says Colombia and Panama agreed to a treaty for transferring convicted persons between the two states. Las partes deben brindarse asistencia y cooperación legal y judicial de forma recíproca, respetando sus respectivos ordenamientos jurídicos y los mecanismos que ellas determinen. This article defines key terms used in the treaty: transferor state, receiving state, and convicted person. The treaty’s benefits apply only to nationals of the States Parties, and those benefits include imputable persons and juvenile offenders. El Estado Receptor y el Estado Trasladante pueden aceptar o rechazar el traslado de una persona condenada; si se traslada, no puede ser investigada, juzgada ni condenada de nuevo por el mismo delito, y la condena no puede aumentar en el Estado Receptor.
