El Estado debe contribuir al desarrollo de los jardines botánicos, y el Gobierno puede reglamentar cómo participa el Estado en sus planes y proyectos de interés público. Los jardines botánicos need a permit and operating licence, must file proof of the licence within 6 months after legal personality is granted, and existing gardens get 6 months to adapt.
