Las Altas Partes Contratantes deben preparar en tiempo de paz la salvaguardia de los bienes culturales en su propio territorio frente a un conflicto armado, mediante medidas apropiadas. Las Partes Contratantes deben respetar los bienes culturales y no usarlos ni atacarlos de formas que los pongan en riesgo; también deben impedir el robo, pillaje, ocultación, apropiación, vandalismo, la requisa de bienes muebles culturales de otra Parte y las represalias contra esos bienes.
