This provision states that Colombia and Morocco agreed to strengthen friendship and develop cooperation in culture, science, and education. The contracting parties must encourage and facilitate cooperation between the two countries. The contracting parties must try to improve mutual understanding of their cultures among the other party’s nationals. Las partes contratantes deben favorecer intercambios de publicaciones, material periodístico y cinematográfico, y de información cultural, conforme a sus leyes vigentes. The contracting parties must promote and facilitate exchanges between their universities and scientific institutions, and they must exchange informational materials about higher education systems, programs, and scientific and educational institutions.
