This provision is the law’s preamble: it identifies Law 401 of 1997 and states that it creates the Empresa Colombiana de Gas (Ecogas) and the Viceministry of Hydrocarbons, among other measures. This article creates a national decentralized entity called Empresa Colombiana de Gas (Ecogas) and gives it legal personality and administrative, financial, and asset autonomy. Ecogas’s purpose is to plan, organize, expand, maintain, operate, and commercially exploit its own natural gas transport systems, and it also administers the CTG. El CTG tiene asignadas funciones de coordinación, planeación, supervisión y control del transporte de gas, y la infraestructura del sistema debe cumplir las reglas operativas fijadas por las autoridades competentes o por la CREG. Se crea el Consejo Nacional de Operación de Gas Natural para hacer recomendaciones sobre la operación integrada del sistema de transporte de gas natural, y debe contar con un Secretario Técnico que además será el director del CTG.
