This provision is the preamble for Law 410 of 1997, stating that Colombia approves Convention 144 on tripartite consultations to promote international labor standards. This article defines “representative organizations” as the most representative employers’ and workers’ organizations that have the right to freedom of association. A ratifying ILO member must set up procedures for effective consultations between government, employer, and worker representatives. Representative organizations of employers and workers must freely choose their representatives, if such organizations exist, and employers and workers must be represented equally in consultation bodies. La autoridad competente debe encargarse del apoyo administrativo a los procedimientos y, si existen organizaciones representativas, debe acordar con ellas la financiación de la formación de los participantes.
