This is the preamble to Law 415 of 1997, which states that the law establishes rules on criminal and penitentiary alternatives and other measures to reduce prison overcrowding in the country. This article states that the Penal Code will have a new Article 72-A. El juez debe conceder la libertad condicional al condenado que cumple estos requisitos: pena superior a tres años, haber cumplido 3/5 de la condena y buena conducta; no puede negarla por antecedentes o circunstancias de la sentencia salvo orden de captura vigente. This article amends Ley 65 de 1993 by adding a new article 99A. Some prisoners with sentences of up to 4 years may do community service, and they must sleep in the prison or jail where they are held.
