This text identifies Law 418 of 1997 and states its purpose is to provide instruments for coexistence and the effectiveness of justice. This article states that the law’s purpose is to give the Colombian State effective tools to uphold the rule of law and fully guarantee fundamental rights and freedoms recognized in the Constitution and approved international treaties. The interpreter must use the literal meaning of the words and follow proportionality and necessity; it may not use powers not expressly granted or reduce the essential core of fundamental rights. The State is directed to promote a fair social order and take measures for discriminated or marginalized groups.
