This provision is the preamble of Law 422 of 1998, stating that it partially amends Law 37 of 1993 and sets out other provisions. El Ministerio de Comunicaciones debe definir el servicio telefónico y usar recursos de los operadores móviles para ejecutar planes de expansión en ciertos municipios; además, puede ampliar la cobertura a otros municipios y zonas rurales indicadas. Mobile cellular operators may jointly use a single network to cover remote or hard-to-reach areas, but the Ministry of Communications may authorize this only if the operators show the project is technically easier, reaches more users, and supports lower usage and connection tariffs. Interconnected telecom operators must connect their networks, bill and collect for shared services, and transfer collected amounts to the relevant operator on agreed or minister-set terms. In telecom concession contracts, reversal only means the radio frequencies assigned for the service return to the State, and no special administrative act is needed.
