La Nación colombiana debe homenajear a Francisco Pacho Galán ordenando la construcción y dotación de la Casa de la Cultura de Soledad, Atlántico, y aportar el 70% de la cofinanciación de la obra. The national government, through the Ministry of Education, must provide 70% co-financing for the construction and outfitting described in the prior article. El Gobierno Nacional debe apropiarse de las partidas presupuestales necesarias para cumplir esta ley. This article says the law takes effect on the date it is promulgated.
