Esta disposición define el objeto de la ley sobre la prohibición de introducir desechos peligrosos al territorio nacional, el manejo de los residuos generados y la infraestructura para detectarlos; también menciona sanciones y el uso de aceites lubricantes de desecho para producir energía eléctrica. This article sets out principles for managing hazardous waste, including prevention, control of illegal entry and trafficking, cleaner production, treatment, and environmentally safe disposal. No person, natural or legal, may introduce or import hazardous waste without following the procedures set out in the Basel Convention and its annexes. If someone tries to bring cargo into the country and the cargo contains hazardous waste, or if the cargo is brought in illegally, that cargo must be returned immediately and at the responsible party’s own risk.
